City of Edwardsville Public Services Committee met August 29.

A. Approval of Minutes from the Public Services Committee meeting of August 8, 2017:
Alderman Stack made a motion to recommend Approval of the Minutes from the Public Services Committee meeting of August 8, 2017. Alderman Burns seconded the motion, Al Ayes. Committee forwarded to Council for information.
B. Discussion of Utility Bill at 3340 Drysdale Court:
Ryan Zwijack explained that since sewer bills are averaged based on previous use, new homes tend to have higher than average sewer bills for the first several months. With this being a new structure, no sewer history has been established for this property. The Resident is requesting to use the sewer average from their previous residence in Esic, for their new property. Committee Concurred to adjust the sewer billing and use the past Sewer average for this year.
C. Approval to Purchase a 2017 Ford F350 Service Truck through the State of Illinois Department of Central Management Services joint Purchasing Contract from Bob Ridings in the total amount of $52,723.00:
David Sirko explained this truck WOuld be used in the sewer department to replace a service truck that has over 100,000 in mileage. This was a budgeted item in the Sewer O&M equipment line item for the amount of $55,000. Delivery is estimated at 18 weeks. Alderman Louer made a motion to Approve the Purchase of a 2017 Ford F350 Service Truck through the State of Illinois Department of Central Management Services Joint Purchasing contract from Bob Ridings in the total amount of $52,723.00. Alderman Burns seconded the motion, All Ayes. Forwarded to Council for approval,
D. Approval of a Professional Services Agreement with Raftelis Financial Consultants Inc. for a Water Rate Study in the amount of $21,540,00:
Ryan Zwijack explained that this study is part of along term plan to evaluate the water service for the city of Edwardsville, The water rate study will explore the current water rates of the city, paying for current and future improvements, and establishing a capital plan for the water distribution system. Alderman LOuer made a motion to Approve a Professional Services
Agreement with Raftelis Financial Consultants Inc. for a Water Rate Study in the amount of $21,540.00. Alderman Burns seconded the motion. All Ayes. Forwarded to Council for approval,

IV. New Business:
A. Discussion of Roadway improvement Projects:
Ryan Zwijack made a presentation. On the different grant programs available and funding sources for roadway improvement project and discussed how money is obtained for street repair programs, and the distribution of those funds,
B. Movie Filming in Edwardsville:
Officer Mills notified the Committee that a portion of North Main and Saint Louis Street Would be blocked off from 8:15 to 9:00pm on Thursday, August 31 to allow for filming of scenes for "The Empty Man."
V. Information for Council Agenda
A. Next Public Services Committee meeting will be held in the Governor Edwards Conference Room (Committee Room) of the City Hall Building on September 12, 2017 at 5:30 pm.
