Alton City Plan Commission met October 10. 

Here is the agenda as provided by the commission:

Present: Mark Hackworth, John Rain, Barry Clayton, Gary Doerr, Terry Dooley, Martha Kane

Absent: Eva Perkins, James Rogalsky, Todd Harpole, Joe Blair

Others Present: Mike Harvey (Life Safety/Building code Inspector), Deanna Barnes (Deputy Director of

Development and Housing), and James Schrempf (Corporation Counselor)

Chairman Hackworth called the meeting to order with the roll call. Roll call was taken and there were 6

members present and 4 members absent. Motion was made by Terry Dooley and seconded by Gary

Doerr to approve the minutes of the regular meeting of August 28, 2017. Vote was 6-0 in favor of

motion.

Motion was made by Terry Dooley and seconded by Gary Doerr to open the public hearing portion of

the meeting. Vote was 6-0 in favor.

Drury Displays Inc. d/b/a as DDI Media petitioned for a special use permit to replace a static face of an

existing billboard at Alton Corners with a digital display face at 309 Homer Adams Parkway.

Motion was made by Gary Doerr and seconded by Barry Clayton to close the meeting after discussion of

the proposed billboard change. Vote was 6-0 in favor.

Motion was made by Gary Doerr and seconded by Barry Clayton for a special use permit for Drury

Displays Inc. d/b/a DDI Media to petition the City Council for a special use permit to replace a static face

of an existing billboard at Alton Corners with a digital display face at the property identified by

permanent parcel number 23-2-07-01-06-102-004, Section 1, Township 5 North, Range 10 West of the

Third Principal Meridian, also known as 309-317 Homer Adams Parkway, Alton IL. Vote was 6-0 in

favor.

Candace Buehlman petitioned for a special use permit to operate a private hair salon at 3209 Edwards

St. in Alton IL. After much discussion by neighbors Robert Schmidt, Josh Melborne, Judy Conrad, Dave

Kernan and family of Ms. Buehlman, Motion was made by G. Doerr and seconded by T. Dooley to close

the public portion of the meeting. Vote was 6-0 in favor.

Motion was made by G. Doerr and seconded by T. Dooley for a special use permit to operate a private

hair salon at the property identified by permanent parcel number 23-2-08-07-16-401-009, Section 7,

Township 5 North, Range 9 West of the third Principal Meridian, also known as 3209 Edwards, Alton IL.

The petition was amended to add a half hour to be scheduled between appointments, with compliance

agreed to by Candace Buehlman, petitioner. Vote was 6-0 in favor.

Jermaine Mc Neese petitioned for a special use permit to operate a small pre-owned automotive sales

dealership at 1301 Milton Rd. Alton IL. Motion was made by T. Dooley and seconded by G. Doerr to

open the meeting, vote 6-0 in favor.

Beverly Kreig was the only speaker to speak against the petition. The meeting was closed by a motion

from G. Doerr and seconded by T. Dooley. Vote was 6-0 in favor.

Motion was made by T. Dooley and seconded by B. Clayton for a special use permit to operate a small

pre-owned automotive sales dealership at the property identified by permanent parcel number 23-2-08-

08-17-301-019.001, Section 8, Township 5 North, Range 9 West of the Third Principal Meridian, also

known as 1301 Milton Rd, Alton IL. Vote Passed 6-0 in favor.

Mr. Clayton made a motion to adjourn and was seconded by T. Dooley. Vote was 6-0 in favor and

meeting was adjourned at 2:25 P.M.
