Chouteau Township Board of Trustees met September 25.
Here is the minutes as provided by the board:
Present at the meeting was Supervisor Lee, Highway Commissioner Scholebo, Clerk Meyer and Trustees Mueller and Rea. Trustee Werner and Taylor were absent. There was a quorum present. Also present was Office Manager Caldwell, Elector Johnna Presley, Steve and Lois Kramer, Bill Bain, Harry Deatherage, Todd Ahler, Brian Peterson, Larry and Pat Jacobs, Kevin and Teresa Franko, Stacy Smith, John Shoffner, Alan and Elaine Wood, Dawn and David Disselhorst and Mike and Linda Kondrich.
Trustee Mueller made the motion to accept the minutes of the last meeting as presented, seconded by Rea. ROLL CALL VOTE: Lee-yes, Mueller-yes, and Rea-yes. Vote was 3 yes and 0 no. MOTION CARRIED.
Pre Tax Check from Madison County Treasurer's Office to Chouteau Township Funds for $49,643.20 and Road Funds for $71,203.04.
UMB Bank Payment from Pontoon Beach TIF to Town Fund for $654.16 and Road Fund for $1062.07
Town Funds and Road Funds Month report for August.
Fines collected for month of August , $62.29 for Chouteau Township. Payment of fines to Road Funds from Circuit Clerks Office in the amount of $62.29.
As an honorary MESD commissioner Helen Hawkins forwarded a letter from the US Corps of Engineers concerning the much needed repair of pumps at the North Pump Station.
Supervisor Lee reported that the Stanley ditch cleanup is close to W Chain of Rocks Road at this time so hopefully will be here soon.
Highway Commissioner Scholebo reminded everyone that the fall clean up will begin October 10th thru October 13th. The boom mower has been ordered and will bi here in December. Commissioner is checking into having residence bring old tube TV's to township and charging $.25 per pound. When they get a truck load CJD E-cycling will pick them up and the money collected will go to CJD E-cycle. Highway will need a scale to do this. Commissioner has a price of $129.00 for scale. Trustee Mueller made the purchase the scale for $129.00, seconded by Rea. ROLL CALL VOTE: Lee-yes, Mueller-yes, and Rea-yes. Vote was 3 yes and 0 no. MOTION CARRIED. Again residence will only be able to bring them on Wednesday's once the program starts.
Clerk has the resolution for the loan on the generator and the electric for the garage, needs to be signed. Trustee Mueller made the motion to accept the resolution for the MC loan, seconded by Rea. ROLL CALL VOTE: Lee-yes, Mueller-yes, and Rea-yes. Vote was 3 yes and 0 no. MOTION CARRIED.
There has been some theft at the highway department and the Supervisor ha checked into fencing the rest of the highway department area. A price from TNT fence company was $7750.00. Trustee Mueller made the motion to purchase the fence from TNT Fence Co for $7750.00, seconded by Rea. ROLL CALL VOTE: Lee-yes, Mueller-yes, and Rea-yes. Vote was 3 yes and 0 no. MOTION CARRIED. He received a price on the pond liner for $1900.00. Trustee Rea made the motion to purchase the pond liner for $1900.00, seconded by Mueller. ROLL CALL VOTE: Lee-yes, Mueller-yes, and Rea-yes. Vote was 3 yes and 0 no. MOTION CARRIED. Supervisor hopes to get the flag in next week. The price for the townships new signs at old Alton Road and Thorngate Road are $500.00 for entire set. They are coated metal and both are 2 sided. Trustee Mueller made the motion to purchase signs at $500.00 for set, seconded by Rea. ROLL CALL VOTE: Lee-yes, Mueller-yes, and Rea-yes. Vote was 3 yes and 0 no. MOTION CARRIED.
Elector Franko and residence from Guth Subdivision wanted to know how to go about setting up a neighborhood watch program. Their neighborhood has drugs, trash, and one family dwelling that have 2/3 families living there and they feel something needs to be done. After much input from area residence, the place to start is to set up a meeting with Lt. Briddick and as many residence as possible. Supervisor said the township hall is available for their meeting and has watch signs for their streets. As for trash in the yards, call township with addresses and they will forward to Madison County. Wanted to know if area could get street lights put in, it would be a long process and would have to be voted on by all Chouteau Residence on a ballot. A dust to dawn light would be a faster and better solution.
Elector Woods wanted to know what can be done about a neighbor that has a 3 foot hole in his yard and when neighbor floods it runs into Woods porch. Apparently there are several problems that need attention. Supervisor Lee gave him Steve Brendell name with Madison County Storm Water.
Trustee Rea made the motion to pay the Town Funds Bills, seconded by Mueller. ROLL CALL VOTE: Lee-yes, Mueller-yes, and Rea-yes. Vote was 3 yes and 0 no. MOTION CARRIED.
With no further business before the board, Trustee Rea made the motion to adjourn at 6:29 pm, seconded by Mueller. vote 3 yes and 0 no. MOTION CARRIED.
