Chouteau Township Board of Trustees met September 11. 

Here is the minutes as provided by the board:

Present at the meeting was Supervisor Lee, Highway Commissioner Scholebo and Clerk Meyer. Trustees Rea, Mueller, Taylor and Werner. There was a Quorum present. Office Manager, Electors Bill Bain, Steve and Lois Kramer, Johnna Presley, Max and Barb Merz, Felicia Miller, Eric Rohman, Lennie Wiser, Roger Crites, Harry Deatherage, Paul Bernheisel and Gary Blard with Lowery Electric Company.


Trustee Mueller made the motion to accept the minutes of the last meeting as presented, seconded by Rea. ROLL CALL VOTE: Lee-yes, Mueller-yes, Rea-yes, Taylor-yes, Werner-yes. Vote was 5 yea and 0 no. MOTION CARRIED.

PRE Mobile Home tax payment from Treasurer's Office to Town Funds for $232.23 and Road Funds for $377.05.

UMB Bank Payment from Pontoon Beach TIF to Town Fund for $498.26 and Road Fund $808.95

Supervisor has had a report of a guy going around the township saying he has been hired by Chouteau Township to clean up all the derelict and all the trash around property. The township has hired NO ONE to do this. Please get License Plate, picture of person or something to identify him and township will prosecute.

Elector Merz set up a neighborhood watch program for the west side of the township neighborhoods. Mr Merz said it went well. He is waiting for signs to be put up in the neighborhoods. He did hand out the townships web site at meeting.

Highway Commissioner Scholebo said the roof for the salt bin will be finished next week. Commissioner has joined the IPWMAN Organization set up to help in a disaster. Reminded everyone about the Granite City Recycle drive on September 6, 9:30 am - 2:30 pm. He has a state bid for a John Deere Tractor, boom mower and ditch digger at a cost of $139,364.90. This will not be in until around December 2017. This will be about everything the highway department needs to do their job. He would like it to be a 5 year loan payoff. Trustee Werner made the motion to purchase the tractor, mower and ditch digger for $139,364.90 with the 5 year loan and trade in, seconded by Taylor. ROLL CALL VOTE: Lee-yes, Mueller-yes, Rea-yes, Taylor-yes, Werner-yes. Vote was 5 yea and 0 no. MOTION CARRIED. He is trying to get a grant that can pay on loan. He is also looking into speed limit signs for around the township. Electors Wiser and Larson discussed all traffic speeding down Lenox and the connecting streets, and of course drainage is always a topic of discussion. Wiser asked if they re-do culverts - yes. Elector Bernheisel asked if they replace all culverts, if you need a culvert replaced, cal the highway department.

Clerk said there will be a collection box for non-perishable items in the hall; donations will be given to the Local Church of East Chain of Rocks for Christmas Baskets. Bids for the Generator were opened: Camp Inc bid was $46,044.00, K & F Electric was $42,311.00 and Lowry Electric for $42,990.00. After discussion, Trustee WErner made the motion to accept the Lowry electric Bid, seconded by Rea. ROLL CALL VOTE: Lee-yes, Mueller-yes, Rea-yes, Taylor-yes, Werner-yes. Vote was 5 yea and 0 no. MOTION CARRIED. K& F Electric was lowest bid but did not have volts in bid, so accepted Lowry.

Supervisor would like to have a coffee meet and greet with the Madison County Sheriff'd day set up. It would be in the township and the residence best interest to get to know their police department. He reminded everyone that the Senior Chili Social is coming up October 26th. Tickets are available in Office.

Elector Crites asked if highway department will put in a new culvert. He would like a new driveway put in and replace one other.

Trustee Taylor made the motion to pay the township bills, seconded by Mueller. ROLL CALL VOTE: Lee-yes, Mueller-yes, Rea-yes, Taylor-yes, Werner-yes. Vote was 5 yea and 0 no. MOTION CARRIED.

With no further business before the board, Trustee Mueller made the motion to adjourn at 6:34 pm, seconded by Taylor. VOTE was 5 yes and 0 no. MOTION CARRIED.

Minutes: August 28, 2017 - Regular Meeting 6:00 pm

Present at the meeting was Supervisor Lee, Highway Commissioner Scholebo, Clerk Meyer and TRustees Mueller, Rea and Taylor. Trustee Werner was Absent. There was a quorum present. Also Present was Collector Taylor, Office Manager Caldwell, Electors Johnna Presley, Steve and Lois Kramer, Bill Bain, Larry Jacobs and Max Merz.

Trustee Mueller made the motion to accept the minutes of the last meeting as presented, seconded by Rea. ROLL CALL VOTE: Lee-yes, Mueller-yes, Rea-yes and Taylor-yes. Vote was 4 yes and 0 no - MOTION CARRIED.

PRE Tax check from Madison County Treasurer's Office to Chouteau Town Funds for $29,244.76 and Road Funds $43,028.24.

Town Fund and Road Fund monthly Report for July.

Fines Collected for month of April 2017; nothing for Chouteau Township.

Supervisor Lee reported the Oldenburg Project is complete and payment has been sent. Stanley Ditch cleanup is moving on to the party shop area on Maryville Road. Flag Pole is in and will be put up as soon as possible. Two Culverts at Wanda ditch need to be reset and the Fire Department will reopen culvert on Moffet. Elector Merz said IDOT has been out shooting culverts in the area.

Highway Commissioner Scholebo said commodity units are finished and looks great. A representative will be out Tuesday to measure for the top cover of the salt bin so that will be finished soon thereafter. Reminded all about the Granite City Electronic Recycle Drive, September 16 at 9:30 - 2:30 pm. Newsletters will be out September 1st and will have guidelines on the new dumping policy. AS far as the drainage on Chain of Rocks Road, highway department will have to do some work on Big Four to get water to drain out. The question that was asked last meeting on the cost comparison concerning the IPWMAN Program the Highway Commissioner would like to join; it would be a very small price if there is an emergency in our township; cost to join is $100 per year. Commissioner does have a website if anyone would like to see how much the program spent on disasters in the last 4 to 5 years, just contact Highway Commissioner. Elector Bain asked Highway Commissioner when they will get to his neighborhood. Highway id working on getting there, but will not be tomorrow. Supervisor Lee has talked to Edwardsville' s Highway department about the Glen Carbon Sewer Project and all the culverts/ditches that still need to be cleaned. Edwardsville plans on setting up a meeting with Juno(contractor) and swer office to get job completed. Commissioner has more surveillance signs he will be putting up. Commissioner has been trying to see what can be done with all the trucks tearing up roads to get to warehouses. Supervisor has contacted Edwardsville City Administrator and the Administrator will get Edwardsville Street department, chief of police, Representative from the warehouses and the township together and try to fix this problem.

Clerk said the bids for the generator will be opened at the September 11 meeting. The township is a heating and cooling station therefore a generator is needed.

Elector Jacobs on Franko Lane thanked the highway department for oiling and chipping his road. He asked why MESD has stopped at the edge of Stanley ditch and Long Lake apparently an equipment problem.

Jacobs asked if anyone has had solicitors in their neighborhood. Several have Supervisor asked one if they had a permit, no.

Elector Merz's asked what was going on with the trailer courts complying with all the ordinances. When their 60 days are up, Edwardsville will go back out and then they have 30 more days to comply. He said there is someone living in a tent in the back of their parents home. Will check into it.

Trustee Taylor made the motion to pay the bills of the township, seconded by Mueller. ROLL CALL VOTE: Lee-yes, Mueller-yes, Rea-yes and Taylor-yes. Vote was 4 yes and 0 no - MOTION CARRIED.

With no further business before the Board, Trustee Taylor made the motion to adjourn at 6:30 pm, seconded by Mueller - vote 4 yes and 0 no - MOTION CARRIED.

Minutes: August 14, 2017- Regular Meeting 6:00 pm

Present at the meeting was Supervisor Lee, Highway Commissioner Scholebo, Assessor Falk and Clerk Meyer. Trustees Rea, Mueller and Taylor. Werner Absent. There was a quorum present. Collector Taylor, Office Manager Caldwell, Electors Bill Bain, jack Oller, Steve & Lois Kramer, Johnna Presley, Max & Barbara Merz, Felicia Miller and Eric Rohman present.

Trustee Mueller made the motion to accept the minutes of the last meeting as presented, seconded by Rea. ROLL CALL VOTE: Lee-yes, Mueller-yes, Rea-yes and Taylor-yes. Vote was 4 yes and 0 no - MOTION CARRIED.

PRE tax payment from Treasurer's Office to town fund for $71,260.98 and Road/Bridge Fund for $101,554.36.

UMB BANK payment from Pontoon Beach TIF to Town Fund for $1,003.22 and Road/Bridge fund for $1,628.78.

PP Replacement Tax from Comptroller's Office to town fund for $436.34 and Road/Bridge fund for $555.11.

Tower Lease #147644 payment to town fund for $559.55

Liens paid on 5159 Old Alton Road of $354.00, 520 Tennessee of $708.00, 5029 Lewis of $354.00 and 550 Margaret of $708.00

Circuit Clerks Office report for fines collected in June 2017, nothing for Chouteau.

Madison County Zoning Board of appeals report on hearings held August 22, 2017- 1 for Chouteau at 9:40 am for 5400 Old Alton Road

Supervisor Lee has received bids to remove the 2 trees in our park, one for $1,300 from Ex's and $1,000 from Arbor Masters. Trustee Rea made the motion to accept the bid for $1,000.00, seconded by Mueller. ROLL CALL VOTE: Lee-yes, Mueller-yes, Rea-yes and Taylor-yes. Vote was 4 yes and 0 no - MOTION CARRIED. MESD is making great progress with the Stanley ditch clean up. Supervisor Lee has been working had in our park and has cleared more of the brush around the gazebo and bridge. He reported the Oldenburg Project has been signed off on and papers have been filed with Edwardsville. Project completed and it looks great.

Highway Commissioner Scholebo apologized for his crew not getting all the trees limbs picked up from the storm, but the crew has been getting roads ready to oil and chip. They oiled and chipped about 14 streets in the township. State is coming out to laser shoot the flow of culverts on Veronica and Moffet before highway department starts replacing them. All highway trucks have new decals on them. The commodity building will be here next and should be finished by end of August. A new dump policy is being put into place; will only be open on Wednesdays for Bulk item drop offs; yard waste is still taken daily. Everyone will have to have proof of residence and load must be inspected. Highway Department will have Fall Clean up the 2nd week of October. Granite City will be hosting a recycling drive on September 16, 2017. Highway Commissioner has an emergency program (IPWMAN) that he would like to participate in. It is a program to help communities in a disaster. The cost is $100.00 per year. Elector Merz wanted to know what kind of cost comparison there is to this program. Will check into it and report at next meeting.

Clerk received a price to complete the walk path to the gazebo and bridge from G. Eldridge for $5400.00. There is $2,550.00 left from the 2017 PEP Grant that will be used to pay towards walk path and $2,950 that is left paid by the township. Trustee Mueller made the motion for the township to pay the remaining $2,950.00, seconded by Rea. ROLL CALL VOTE: Lee-yes, Mueller-yes, Rea-yes and Taylor-yes. Vote was 4 yes and 0 no - MOTION CARRIED. Trustee Taylor gave everyone a pamphlet on a Veterans new organization concerning Home Based Primary Care. Pamphlets are available at office.

Supervisor reminded the board of the TOI Conference in November, please let the office know if you are going to attend. He presented Annual Treasurer's Report. Trustee Mueller made a motion to accept the Annual Treasurer's Report. seconded by Rea. ROLL CALL VOTE: Lee-yes, Mueller-yes, Rea-yes and Taylor-yes. Vote was 4 yes and 0 no - MOTION CARRIED.

Elector Miller is still having problems with semi-trucks on Lenox, wanted to know if there is anything new on how to stop semi's. No solution as of yet, still wants warehouse road closed. Drainage is always an on going problem in that area, to do anything now will be a quick fix only. Highway Commissioner wants to do a permanent job of it the first time when putting in culverts and cleaning ditches. He has contacted the R/R and they will not clean out the ditch that runs along Lenox. He has checked into a mower that will cut through ditches such as the one on Lenox, but the cost is around $28,000.00. Miller said her son (Eric Rohman) wants to write a letter along with pictures to the State letting them see all the damage that has been done to the streets in that area. Has suggested contacting the Edwardsville (their Road) Highway Commissioner to see if they can help with the truck problem. Highway Commissioner would like to get a community block grant to get things in that area completed as one big job, would solve many problems al at once.

Elector Merz said he put chicken wire around his trees to help with beaver problems.

Trustee Taylor gave everyone an application to sponsor the 2018 Banner Program to honor past or present members of the Armed Forces. He will have more info later; program is in the first stages.

Trustee Taylor made the motion to pay bills, seconded by Mueller. ROLL CALL VOTE: Lee-yes, Mueller-yes, Rea-yes and Taylor-yes. Vote was 4 yes and 0 no - MOTION CARRIED.

Supervisor thanked the highway department for a job well done. Highway Commissioner now has working contact with IDOT, just more support.

With no further business before the Board, Trustee Mueller made the motion to adjourn at 6:40 pm., seconded by Rea. VOTE was 4 yes and 0 no. MOTION CARRIED.
