A. Approval of Minutes from the Public Services Committee meeting of September 26, 2017:
Alderman Louer made a motion to recommend Approval of the Minutes from the Public Services Committee meeting of September 26, 2017. Alderman Burns seconded the motion, All Ayes. Committee forwarded to Council for information.
B. Approval to install-One (1) New Streetlight and 6 foot Mast Arm into the Municipal Streetlight
System on Georgia Street in the amount of $85.00: David Sirko explained that a resident made a request for an additional streetlight in the area. A new LED light will be installed On the existing Ameren pole. Alderman Stack made a motion for Approval to instal One (1) New Streetlight and 6 foot Mast Arminto the Municipal Streetlight System on Georgia Street in the amount of $85.00, Alderman Burns seconded the motion, All Ayes. Committee forwarded to Council for approval.
C. Approval to Award the Purchase of a Backhoe Loader to Luby Equipment Services in the amount of $78,285.04:
David Sirko explained the item was originally budgeted from three departments through the General Fund, Sewer Distribution- Equipment Fund, and Water Distribution-Equipment Fund, since it will be utilized by all three departments. The backhoe chosen meets the desired specifications for all departments. One older Case 580 Super backhoe will be traded in for a $15,000.00 credit, with the final Cost being $8,339.96 under the budgeted amount. Alderman Burns made a motion for Approval to Award the Purchase of a Backhoe Loader to Luby Equipment Services in the amount of $78,288.04. Alderman LOuer seconded the motion. All Ayes. Committee forwarded to Council for approval.
D. An Ordinance Amending Chapter 118, Article II, of the Codified Ordinances of the City of Edwardsville (Sewer): Eric Williams explained this is a continuation of the previous discussions about updating the way sewer is charged for new residents, based on high sewer bills that some residents have received. This will reinstitute a minimum charge for new residents, based on IEPA's design flow of 100 gallons per capita per day, until an actual winter average can be established for billing purposes. Alderman LOuer made a motion to forward An Ordinance Amending Chapter 118, Article II, of the Codified Ordinances of the City of Edwardsville (Sewer) to ACS for first reading. Alderman Burns seconded the motion, Forwarded to ACS,
E. An Ordinance Amending Chapter 114, Article ll, Division 3 of the Codified Ordinances of the City of Edwardsville (Designation of Stop Intersections): David Sirko notified the committee that this Ordinance was presented to the Public Safety Committee meeting Monday night and did receive a recommendation for approval. This amendment will establish a four way stop at the intersection of Third Avenue and Longfellow, and a stop for Westbound traffic On Third Avenue and Bryant Avenue. Alderman Louer made a motion to send An Ordinance Amending Chapter 114, Article I, Division 3 of the Codified Ordinances of the City of Edwardsville (Designation of Stop Intersections) to Council for proofreading, Alderman Burns seconded the motion. A. Transportation Alternative Program and Transportation improvement Program Grant Awards: Eric Williams explained that the East-West Gateway Council has formally approved the Transportation Alternative Program Grant for the 157 Multi-Use Path, A Transportation Improvement Program Grant for North Buchanan Street, to include resurfacing, Curb and gutter, and ADA ramps, has also been approved,
B. Next Public Services Committee meeting will be held in the Governor Edwards Conference Room (Committee Room) of the City Hall Building on November 1, 2017 at 5:30pm
