City of Belleville City Council met November 20.

Here is the minutes provided by the Council:

Mayor Mark Eckert called this meeting to order.

Mayor Eckert explained the disaster procedures. Mayor Eckert reminded anyone speaking this evening to step up to a microphone because the meetings are being taped and posted the next day on the website.

Mayor Eckert requested City Clerk Jennifer Gain Meyer to call roll. Members present on roll call: Alderman Hazel, Alderman Kinsella, Alderwoman Pusa, Alderman Buettner, Alderman Randle, Alderman Tyler, Alderman Anthony, Alderman Ovian, Alderwoman Schaefer, Alderman Dintelman, Alderman Gaa, Alderwoman Stiehl, Alderman Elmore, Alderman Weygandt, Alderman Wigginton and Alderman Barfield.

Roll Call, Department Heads:

Roll Call Department Heads: City Clerk, Jennifer Gain Meyer, City Treasurer Hardt and City Attorney Hoerner. Fire Chief Tom Pour; City Engineer, Tim Gregowicz; Director of Maintenance, Ken Vaughn; Human Resource Director, Sherry Favre; Director of Parks and Recreation, Debbie Belleville; Health and Housing Director, Bob Sabo; Director of Public Works, Jason Poole; Director of Economic Development, Annissa McCaskill and Director of Library, Leander Spearman.

Mayor Eckert led the Pledge of Allegiance.

Public Participation:

Dawn Adams Ms. Adams stated there should be more resources for the homeless i.e. shelter. Mayor Eckert stated the City of Belleville has taken over general assistance and community development and they are located at 512 West Main Street. Mayor Eckert recommended that she contact them for help.

Stewart Lannert-

Mr. Lannert stated he does not think the metal detector is constitutional. He thinks the city employees should have to go through the metal detector. Some city employees are probably more dangerous than anyone in the audience. The city employees and the politicians of Illinois have just about bankrupt the entire state.

The beer hall and Wal-Mart seem to be getting off to a slow start.

Mayor Eckert recognized Alderwoman Shelly Schaefer for receiving the Emerson in Excellence ... in Teaching award.

Approval Of Minutes:

Alderwoman Pusa made a motion seconded by Alderwoman Schaefer to accept and file the minutes of City Council November 6, 2017.

All members voted aye.

Claims, Payroll, And Disbursements:

Alderman Anthony made a motion seconded by Alderman Dintelman to approve claims and disbursements in the amount of $2,230,881.75 and payroll in the amount of $856,714.17.

Master Sewer Committee:

Alderman Dintelman made a motion seconded by Alderwoman Stiehl to approve the City of Belleville LTCP Phase III: Southside Park Lift Station and Relief Sewers Change Order #11 to Haier Plumbing, Inc. in the amount of $63,434.00.

Alderwoman Pusa made a motion seconded by Alderman Hazel to accept a grant from State Farm Insurance for a replacement accelerant K-9 to be the replacement for Chewy. Grant to cover the cost of the dog, the four (4) week training in Maine as well as lodging.

Scrapping a 2001 Ford Crown Victoria due to mechanical issues and 72,348 plus miles (VIN #: 2FAFP71 WX1X120317) from the Maintenance Department.

Scrapping a Johnston Sweeper 1999 due to no longer in service, no longer viable, costs too much ...to maintain, has been replaced with 2 newer sweepers, all usable parts have been , --- ----

removed,104,785 miles (VIN#: 1J9VM3H64XC172078) from the Street Department.

Scrapping a Chevrolet 3/4 ton PickupTruck 1989 due to a blown engine, not worth repairing and 228,278 miles (VIN#: 1GCDKLAH1R2159934) from the Street Department.

Mayor Eckert advised he attended a convention for the National League of Cities which is one of the his duties as being president for IML. The convention was impressive and learned that Belleville has issues as many other cities across the nation.
