City of Edwardsville City Council met Nov. 21.

Here is the agenda provided by the Council:

The regularly scheduled meeting of the Edwardsville City Council was held at 7:00 p.m. in the Council Chambers with Mayor Patton presiding. Aldermen Risavy, Morrison, Krause, Farrar, Stack and Burns answered present on roll call. Aldermen Louer was excused.

The Pledge of Allegiance was recited by all present.

Mayor Patton welcomed everyone in attendance and those viewing on Cable Channel 993 to the meeting and asked if any citizen wished to address the council. No one came forward.

Motion by Stack, seconded by Risavy, to approve the Consent Agenda. Two (2) Raffles under Legislative & Executive was added. Mayor Patton postponed the Oath of James Whiteford due to a major accident. Mayor Patton read consent agenda as follows:

Roll Call on Consent Agenda: Six Ayes, with Aldermen Risavy, Morrison, Krause, Farrar, Stack and Burns voting aye. Motion Carried.

Motion by Stack, seconded by Krause, to approve a License to Conduct a Raffle for Curtains Up Theater Company with Chances to be sold from November 30, 2017 December 03, 2017. Roll Call: Six Ayes, with Aldermen Risavy, Morrison, Krause, Farrar, Stack and Burns voting aye. Motion Carried.

Motion by Morrison, seconded by Krause, to approve a License to Conduct a Raffle for Curtains Up Theater Company with Chances to be sold from November 30, 2017 December 03, 2017. Roll Call: Six Ayes, with Aldermen Risavy, Morrison, Krause, Farrar, Stack and Burns voting aye. Motion Carried.

Minutes of Finance Committee meeting on November 01, 2017 were received for information and file.

Motion by Burns, seconded by Stack, to approve Claims - $3,302,298.72 (Regular) and $26,351.02 (Library) for a total of $3,328,649.74. Roll Call: Six Ayes, with Aldermen Risavy, Morrison, Krause, Farrar, Stack and Burns voting aye. Motion Carried.

Motion by Burns, seconded by Farrar, to approve the Employee Healthcare Renewal with Cigna for 2018. Roll Call: Six Ayes, with Aldermen Risavy, Morrison, Krause, Farrar, Stack and Burns voting aye. Motion Carried.

The Tax Levy Estimate in the amount $10,391,000.00 was received for information and file.

Motion by Burns, seconded by Morrison, to approve a Capital Purchase and complete outfitting of three (3) new 2018 Ford Explorer Interceptor Police Vehicles in the amount of $109,200.00. Roll Call: Six Ayes, with Aldermen Risavy, Morrison, Krause, Farrar, Stack and Burns voting aye. Motion Carried.

Finance Committee will meet on Tuesday, November 28, 2017 at 5:30 p.m. in the Governor Edwards Conference Room.

Minutes of Public Safety Committee meeting on October 30, 2017 were received for information and file.

Public Safety Committee will meet on Monday, November 27, 2017 at 5:00 p.m. in Council Chambers.

Minutes of Public Services Committee meeting on November 01, 2017 were received for information and file.

Motion by Stack, seconded by Burns, to approve a Sole Source Resolution Authorizing the Purchase of Decorative Street Light Posts from Brandon Industries Inc. in the total amount of $17,505.40. Roll Call: Six Ayes, with Aldermen Risavy, Morrison, Krause, Farrar, Stack and Burns voting aye. Motion Carried.

Motion by Stack, seconded by Burns, to approve a Resolution Authorizing the Submittal of an application for an Illinois Transportation Enhancement Program Grant for the Installation of a Shared Use Path along State Highway 157. Roll Call: Six Ayes, with Aldermen Risavy, Morrison, Krause, Farrar, Stack and Burns voting aye. Motion Carried.

Motion by Stack, seconded by Burns, to approve a Resolution Authorizing the Submittal of an application for an Illinois Transportation Enhancement Program Grant for the installation of a Shared Use Path adjacent to the Watershed Nature Center. Roll Call: Six Ayes, with Aldermen Risavy, Morrison, Krause, Farrar, Stack and Burns voting aye. Motion Carried.

Public Services Committee will meet on Tuesday, November 28, 2017 at 4:30 p.m. in the Governor Edwards Conference Room.

Minutes of Administrative & Community Service Committee meeting on November 02, 2017 were received for information and file.

Motion by Risavy, seconded by Morrison, to approve an Ordinance Amending Chapter 22, Article VII (Tobacco Products) and Chapter 74, Division 2 (Possession of Tobacco Products and Accessories) of the Codified Ordinances of the City of Edwardsville would regulate the use of electronic smoking devices in the same manner as tobacco products Roll Call: Six Ayes, with Aldermen Risavy, Morrison, Krause, Farrar, Stack and Burns voting aye. Motion Carried.

Motion by Risavy, seconded by Krause, to accept a Request for Proposal from Gori Properties, LLC for the sale of Former Public Safety Building and the Mayor to Negotiate an Agreement - Resolution accepts the Request for Proposal for the sale of 400-410 N. Main Street to Gori Properties, LLC for the proposed a five story, 60,000 square foot, Class A professional office space with 10,000 square feet of ground floor retail, for a total of 70,000 square feet. The primary tenant will be Gori Julian & Associates, PC. The lower level (underground) of the building is intended to serve as a parking garage. Roll Call: Six Ayes, with Aldermen Risavy, Morrison, Krause, Farrar, Stack and Burns voting aye. Motion Carried.

Ordinance Amending Chapter 114 Article II, Division 3 of the Codified Ordinances of the City of Edwardsville - Intersection of Home Avenue and Brinkman Street - This ordinance establishes stop signs for west bound and east bound Brinkman Avenue at the intersection of Home Avenue was filed for second reading.

Ordinance Amending Chapter 14 Animals - Domesticated Chickens - The amendment to the animal ordinance would allow licensing for keeping domesticated chickens was filed for second reading.

Administrative & Community Service Committee will meet on Thursday, November 30, 2017 at 5:30 p.m. in the Governor Edwards Conference Room.

Mayor Patton recognized the work on the new fountain at the New Public Safety Building.

Mayor Patton announced in celebration of Illinois' 200" anniversary, the City of Edwardsville is conducting a greenspace donation campaign with the goal of receiving 200 acres of green space to be preserved for future generations.

Mayor Patton offered his thoughts and prayers to those responding and those involved in the accident on Highway 55 at the Hamel exit. He also thanked everyone and wished all a Happy Thanksgiving.

Aldermen Janet Stack wanted to thank all those involved in the preparation of the

Veteran's Day Parade. She thanked all the citizens for their support not only for the veterans but for the city employees.

Council adjourned at 7:22 p.m.
