City of Edwardsville Administrative and Community Services Committee met November 30.

Public Comment: None

1. Approval of minutes for November 16, 2017 ACS Meeting-Motion to approve (Morrison), Seconded (Krause) and voted all ayes.

3. Council Matters

A.) Filed For Second Reading:

1.) An Ordinance Amending Chapter 114 Article II, Division 3 of the Codified Ordinances of the City of Edwardsville - Intersection of Home Avenue and Brinkman Street. This ordinance establishes Stop signs for Westbound and eastbound Brinkmann Avenue at the intersection of Home Avenue - Motion to approve (Krause), Seconded (Morrison) and voted all ayes to forward to Council.

2.) An Ordinance Amending Chapter 14 Animals - Domesticated Chickens – The amendment to the animal ordinance would allow licensing for keeping domesticated chickens - Alderman Krause discussed changes that other Aldermen would like to See with this. With regard to the maintenance and rodent control plan, staff would determine how that would be defined. Some items for that would be to ensure the chicken coop and run is fully enclosed on the top and sides. It would also include at the base/foundation of the coop and run a board to ensure the animals cannot immediately dig underneath that. Alderman Morrison suggested having a checklist of items on the application. There was discussion as to the type offence that would work best as well as how the application should read. The primary concern of Alderman Louer's is with HOA's. He wants individuals to seek permission and notify neighbors of what the intentions are. Alderman Krause is proposing that individuals seeking a permit for chickens have signatures and phone numbers from neighbors giving permission. In addition, it was Suggested anyone living in an HOA get approval from their association before applying for a permit. There was a lengthy discussion regarding What may or may not work for this ordinance. Motion to approve (Krause), Seconded (Morrison) and voted 2 ayes and 1 nay (Risavy) to forward to Council.

B.) New Tems:

1.) An Ordinance Amending Art II Sec 62-28 (Personnel Allocation for the Police Dept.) The amendment will create the addition of two (2) police officers to department staffing allocation - one will be hired in the current fiscal year and one in the next fiscal year - Motion to approve (Morrison), Seconded (Krause) and voted all ayes to forward to Council

C.) Items Held In Committee:

1.) Edwardsville Cool Cities Climate Action Plan (discussed as new business and held at ACS 8/10/17) - Tim Harr stated that after discussion with department heads, he feels this isn't something that should be acted on by City Council. He believes the mission of Cool Cities should be to continue to encourage this and the Committee, on their own, should turn to Social media to get their message out. Harr suggested the City develop a general public statement that encourages all citizens to recycle, reuse, and reduce waste in the interest of the community and environment and leave the specifics to Cool Cities to publish and distribute. Motion to continue to hold (Morrison), Seconded (Krause) and voted all ayes.

6. New Business: Discussion regarding potential relocation or documentation of mural located at 400 North Main Street - Alderman Morrison said they would like to gauge public opinion whether to save the mural and how involved the City should be in Spending public funds to move it and construct a structure to display the mural. The Structural integrity of moving the mural is a concern. Before anything is done with this, Alderman Krause Suggested having several structural engineers from outside sources to determine if this is feasible.
