Approval of Minutes Motion and second were made by Alderman Pat Peck/Alderman Brenda Wagner to approve the

October 11, 2017 minutes. The motion carried by voice vote and was unanimous.

Law Enforcement Alderman Brenda Wagner, Chairman

State of the Police Department Report Chief Gailius presented his report. Robberies are low compared to previous years and neighboring communities, department is seeing more grab and run thefts because of the holidays approaching so the PD has placed undercover officers at the mall. Department is looking into parking lot safety because Car jacking's are on the rise.

Soliciting Ordinance The Chief updated the Committee about the Soliciting Ordinance. The committee received the final ordinance for review prior to the meeting.

Motion and second were made by Alderman Roger Lowry/Alderman Pat Peck to send the

Soliciting Ordinance with recommended changes to City Council. The motion carried by voice Vote and was unanimous.

Stop Sign Requests There were stop sign requests at Oulvey at Holliday and Holliday at Bayberry. The department ran studies and went out and examined the location. The recommendation from the department is that there is no need for stop signs at this time. No action taken.

Request permission to bid for replacement police patrol cars The Chief requests permission to go out for bid for three (3) police patrol cars. One (1) Squad car is in the current budget. After assessment of the fleet, the police department would like to purchase two (2) additional patrol cars with escrow funds.

Motion and second were made by Alderman Pat Peck/Alderman Roger Lowry to seek bids for three (3) police patrol cars, one (1) from the current budget and the other two (2) to be purchased with escrow funds. The motion was carried by voice vote and was unanimous.

Martketplace Streetscape - Federal Funding Agreement - Construction Director Harty presented the Federal Funding Agreement for the construction costs associated with Phase of the Marketplace Streetscape (Rte. 159 to the rear of the DSW/Petco properties). The Federal funding portion of 80% and the City's responsibility of 20% based on the project construction estimate. The project will hopefully be placed on the State administered January 19, 2018 Letting so construction can start late March or early April.

Motion and second were made by Alderman Brenda Wagner/Alderman Pat Peck to forward the Marketplace Streetscape Federal Funding Agreement to City Council. The motion carried by Voice Vote and was unanimous.

French Village Fire Department Capital Assistance The French Village Fire Department reached out to the Public Works Department for their annual request for assistance in capital expenditure. They would like to purchase new pagers to increase the Department's communication efficiency. The cost of the pagers are $7,755.00. The Public Works Department has budgeted $7,500.00 so the French Village Fire Department will pick up the remaining $255.00. This was for information only, no action needed.

Streetscape Project Director Malloy presented the easements for Pace Properties, KMCO, and DLC for the Marketplace Streetscape to the committee for review.

Motion and second were made by Alderman Brenda Wagner/Alderman Denise Williams to forward the easements for Pace Properties (cost - $87,827.00), KIMCO (cost - $4.00), and DLC (cost - $32,097.00) to City Council. The motion carried by voice vote and was unanimous.

Appointment of IMRF Authorized Agent Director Rader requested Amber Reynolds be the Authorized Agent for IMRF.

Motion and second were made by Alderman Pat Peck/Alderman Brenda Wagner to approve Amber Reynolds as the IMRF Authorized Agent. The motion carried by voice vote and was unanimous.

ICRMT insurance Renewal - Policy Year Dec 1, 2017 - Dec 1, 2018

Brad Kreisler was present to speak about the ICRMT insurance renewal. There was a decrease in price this year.

Motion and second were made by Alderman Brenda Wagner/Alderman Pat Peck to forward the ICRMT insurance Renewal for policy year Dec 1, 2017 - Dec 1, 2018 to City Council. The motion carried by voice vote and was unanimous.

Bill List Motion and second were made by Alderman Brenda Wagner/Alderman Pat Peck to approve the bill list in the amount of $2,387,222.61. The motion carried by voice vote and was unanimous.

Six Month Budget Review Director Rader presented the six month budget adjustments for review.

o The Land Use and Development Department requested transferring $2,000 from Demolitions (account 005-160-5-345-00) to Building and Structures (account 005-160-5- 504-00). Motion and second were made by Alderman Brenda Wagner/Alderman Pat Peck to approve the budget adjustment for the Land Use and Development Department. The motion carried by voice Vote and was unanimous.

o The Police Department requested the following budget adjustments:

o Account 100 - Semi-Monthly Salaries - add $10,356 due to the recent

settlement of a collective bargaining agreement with FOP.

o ACCount 105 - Bonuses - add $2,950 due to the recent settlement of a collective bargaining agreement with FOP which gave them a buyback option for unused sick leave over 1,440 hours, up to 1,560 hours.

o Account 110 - Dispatch Consolidation - add $38,700 due to the dispatcher consolidation with O'Fallon. The City of O'Fallon negotiated a 3% pay raise with the dispatchers, which will cause an increase in our costs. In addition, there was a significant amount of overtime in the early part of the fiscal year due to staffing shortages. Motion and second were made by Alderman Brenda Wagner/Alderman Pat Peck to approve the Police Department budget adjustments. The motion carried by voice vote and was unanimous.

The Chief made a note that they will be receiving a one-time grant from the State for Dispatch Consolidation Costs. Fairview Heights is estimated to receive about $223,000 for the one time capital Costs expended.
