City of Granite City Council met Oct. 3.

Here is the minutes provided by the Council:

Mayor Ed Hagnauer called the regular meeting to order of the city council at 7:06 p.m.

ATTENDANCE ROLL CALL: McDowell, Davis, Thompson, Simpson, Jackstadt, Williams, Petrillo, Pickerell, Elliott, Clerk Whitaker and Mayor Hagnauer were present. Schmidtke, absent.

MOTION By Williams, second by Pickerell to approve the minutes from the City Council Meeting on September 19, 2017. ALL VOTED YES. Motion carried.

MOTION By Thompson, second by Davis to allow Sandra Eaves of the Snip Alliance three minutes to address the City Council, regarding finding a location in Granite City to utilize their mobile clinic. ALL VOTED YES. Motion carried.

MOTION By McDowell, second by Elliott to place on file the Plan Commission Agenda for October 5, 2017. ALL VOTED YES. Motion carried.

MOTION By McDowell, second by Petrillo to apply the Omnibus Rule to approve items B-E on the Agenda under Planning & Zoning.

ROLL CALL: McDowell. Davis, Thompson, Simpson, Jackstadt, Williams, Petrillo, Pickerell and Elliott. ALL VOTED YES. Motion carried.

MOTION By McDowell, second by Petrillo to approve under the Omnibus Rule the following Resolutions for Demolition or Repair of dangerous properties located at: 2035 12th Street 2531 Grand 2457 Dewey 2411 Bryan

ROLL CALL: McDowell. Davis, Thompson, Simpson, Jackstadt, Williams, Petrillo, Pickerell and Elliott. ALL VOTED YES. Motion carried.

MOTION By Pickerell, second by Davis to place on file the Legal & Legislative Committee Minutes for September 5, 2017. ALL VOTED YES. Motion carried.

MOTION By Elliot, second by Petrillo to place on file the Police Committee Minutes from September 5, 2017. ALL VOTED YES. Motion carried.

MOTION By Williams, second by Simpson to give the City Attorneys authorization to settle the cases discussed in Closed Session Insurance Committee Meeting on October 3, 2017.

ROLL CALL: McDowell. Davis, Thompson, Simpson, Jackstadt, Williams, Petrillo, Pickerell and Elliott. ALL VOTED YES. Motion carried.

MOTION By Williams, second by Pickerell to place on file the Insurance and Safety Committee Minutes from September 19, 2017 and for the closed session minutes to remain closed for six months. ALL VOTED YES. Motion carried.

MOTION By Jackstadt, second by Simpson to approve a Resolution to authorize negotiation of an easement for access to internet service, across 16th Street. (Mayco Industries)

ROLL CALL: McDowell. Davis, Thompson, Simpson, Jackstadt, Williams, Petrillo, Pickerell and Elliott. ALL VOTED YES. Motion carried.

MOTION By Jackstadt, second by Thompson to approve a 500 square foot ground lease with the Columbus Home Association, better known as the Knights of Columbus.

ROLL CALL: McDowell. Davis, Thompson, Simpson, Jackstadt, Williams, Petrillo, Pickerell and Elliott. ALL VOTED YES. Motion carried.

MOTION By Jackstadt, second by McDowell to place on file the Economic Development Committee Minutes for September 19, 2017. ALL VOTED YES. Motion carried.

MOTION By Simpson, second by Elliott to approve a Resolution to authorize issuance of General Obligation Revenue Bonds in 2017.

ROLL CALL: McDowell. Davis, Thompson, Simpson, Jackstadt, Williams, Petrillo, Pickerell and Elliott. ALL VOTED YES. Motion carried.

MOTION By Simpson, second by Petrillo to approve a Resolution to Authorize an Intergovernmental Agreement with the Granite City Police Pension Board.

ROLL CALL: McDowell. Davis, Thompson, Simpson, Jackstadt, Williams, Petrillo, Pickerell and Elliott. ALL VOTED YES. Motion carried.

MOTION By Simpson, second by McDowell to approve a Resolution to Authorize an Intergovernmental Agreement with the Granite City Firefighter Pension Board.

ROLL CALL: McDowell. Davis, Thompson, Simpson, Jackstadt, Williams, Petrillo, Pickerell and Elliott. ALL VOTED YES. Motion carried.

MOTION By Simpson, second by Jackstadt to suspend the rules and place on final passage an Ordinance to Repeal Publication Requirement.

MOTION By Simpson, second by Petrillo to approve a Resolution to Authorize an Intergovernmental Agreement with the Granite City Police Pension Board.

ROLL CALL: McDowell. Davis, Thompson, Simpson, Jackstadt, Williams, Petrillo, Pickerell and Elliott. ALL VOTED YES. Motion carried.

MOTION By Simpson, second by Petrillo to approve a Resolution to Authorize an Intergovernmental Agreement with the Granite City Police Pension Board.

FINAL PASSAGE: McDowell. Davis, Thompson, Simpson, Jackstadt, Williams, Petrillo, Pickerell and Elliott. ALL VOTED YES. Motion carried.

MOTION By Simpson, second by Petrillo to approve a Resolution declaring that the unlawful distribution of prescription controlled substances has created a public nuisance and a serious public health and safety crisis for the citizens of Granite City, Madison County, Illinois.

ROLL CALL: McDowell. Davis, Thompson, Simpson, Jackstadt, Williams, Petrillo, Pickerell and Elliott. ALL VOTED YES. Motion carried.

MOTION By Simpson, second by Elliott to approve the Bill List for September 2017, in the amount of $3,022,480.92.

ROLL CALL: McDowell. Davis, Thompson, Simpson, Jackstadt, Williams, Petrillo, Pickerell and Elliott. ALL VOTED YES. Motion carried.

MOTION By Simpson, second by Thompson to approve the Payroll for the period ending September 30, 2017 in the amount of $646,976.73.

ROLL CALL: McDowell. Davis, Thompson, Simpson, Jackstadt, Williams, Petrillo, Pickerell and Elliott. ALL VOTED YES. Motion carried.

MOTION By Simpson, second by Jackstadt to approve the Finance Committee Minutes from September 19, 2017. ALL VOTED YES. Motion carried.

MOTION by Thompson, second by Davis to adjourn the City Council Meeting at 7:15 p.m. Motion carried.
