Alderman Wigginton called the meeting to order at 6:00 P.M.

Alderman Randle made a motion to approve the minutes from October 16, 2017.

Alderman Dintelman seconded the motion. All members voted aye. Motion carried.

Public Participation-None

Public Works Department

Jason Poole said Christkindlmarkt and downtown decorations are being put in.

Alderman Ovian requested the railing at 96 N 98th be removed.

New Business

1. Municipal Estimate of Maintenance for 2018-2019

Tim Gregowicz reviewed the MFT program and gave reasons for requesting approval for the Municipal Estimate of Maintenance 2018-2019 in the amount of $1,945,548.25 earlier than last year. Alderman Randle asked about capacity for salt storage. Tim gave explanation of maximum storage of salt for each location without a conveyer belt. Alderman Buettner asked why we don't have one. Tim gave reasons why the City doesn't own one. Jason advised having a conveyer belt is not needed. If more is needed we will get more. Alderman Gaa asked Tim to explain why IDOT approval is needed for MFT funds. Tim gave the reasons and process for getting the approval from IDOT. Alderman Ovian asked about slag on Highway 3 and why it isn't being used. Tim says he didn't know who owned it. Alderman Ovian suggested checking into purchasing the product. Tim said it would be worth checking into. Alderman Dintleman asked how long the salt is good. Jason gave explanation of salt storage and how it's preserved. Tim continued reviewing the Municipal Estimate of Maintenance. Tim mentioned Smithton Township and Shiloh Valley Township. Jason and Tim are going to talk with Smithton Township about Richland Development and the maintenance they do there. Tim told Alderman Gaa that he would look at the cost associated with changing out historical light bulbs to yellow LED's. Alderman Ovian asked about getting sidewalks for N. 98th St with next year's MFT. Tim says sidewalks are currently being used for driveways and that would damage any new sidewalks that would be replaced. Alderman Buettner inquired about MFT funds carrying over. Tim gave explanation of MFT budget and what happens if monies aren't used for the year. Alderman Randle asked if Tim has heard about any increase in MFT or charging more at the pump. Tim will check to see if a House bill is out there. Alderman Randle made a motion to approve the Municipal Estimate of Maintenance. Alderman Ovian seconded motion. All present voted aye. Motion carried.

2. Stonehenge Street resealing

Tim explained Stonehenge resealing is wanted for 2018 not this year. He explained the process for bids for this project. He suggested bidding the resealing of Parkridge Condos and Stonehenge together in the spring to try and get better prices. Alderman Wigginton asked when this will be brought back to the table for discussion. Tim suggested in April of 2018. He also said the City is only responsible for 70% of the cost of Stonehenge resealing. Alderman Randle made a motion to postpone consideration of Parkridge and Stonehendge Street resealing until early 2018. Alderman Dintleman seconded motion. All present voting aye. Motion to postpone carried.

3. Bicentennial Park Improvement Bid

Tim explained bid tabs and difference between them. He also described an analysis he did for the project. Alderman Randle asked how much the OSLAD grant was. Tim says it's for $597,000. Jason advised it's a 50/50 program and we received a Metro East Park and Recreation grant that will cover 25%. The total amount of grants is approximately $448,000. The City will be responsible for 25% of the project. Dredging the lakes for the project was not part of the grant. Alderman Ovian asked if lakes would be dredged. Tim explained lake dredging would come out of next year's budget. Tim gave reasons lake dredging is necessary for viable ponds. Alderman asked about disposal of lake dredging materials and where it would be disposed. He said the contractor has coordinated a disposal location. Alderman Ovian asked when project would begin. Tim says project will need to be completed by June 15, 2018. Jason gave description of project. Tim explained lake dredging would done over several years since TIF fund only has enough to do in increments. A motion was made by Alderman Randle to approve Hank's Excavating in the amount of $536,279.15 for the Bicentennial Park Improvement bid without dredging. Alderman Gaa seconded motion. All present voting aye. Motion carried.

A motion to adjourn the meeting was made by Alderman Randle at approx 6:47p.m. Alderman Weygandt seconded the motion. All members present voted aye. Motion approved.
