City of Belleville Streets & Grades Committee met January 16. 

Here is the minutes as provided by the committee:

Alderman Wigginton called the meeting to order at 6:00 p.m.


Alderman Buettner made a motion to approve the minutes from November 20, 2017. Alderman Dintelman seconded the motion. Alderman Randle requested to amend the minutes to remove the word "several" from the fourth sentence from the end of the minutes. All members voted aye. Motion carried.

Public Participation-None

Public Works Department

Jason Poole gave a summary of the snow removal process and estimated the amount of salt used to treat the roads so far. He gave areas the Street Department is doing some crack sealing. Alderman Ovian inquired about how much salt is remaining. Jason gave estimate of about 5500 ton. Tim Gregowicz gave information on bidding salt and how much we will have to purchase at the original price before using the lower bid with the County. Tim stated some Alderman were asking for an idea of where the Street Department is working. Tim suggested a spreadsheet showing where the resources were going. Alderman Randle asked if the amount of trucks that were working on snow removal was a full shift. Jason gave a description of truck usage.

New Business

1. Engineering Agreement for Union Ave from Centreville Ave to S. 8th St

Tim Gregowicz gave description of the project and some of the funds available. Tim explained the motion is to approve the $37,000 for engineering costs. Alderman Randle made a motion to approve the Engineering Agreement for Keel Engineering in the amount of $37,000 for Union Ave from Centreville Ave to S. 8th St. All members present voted aye. Motion approved.

Miscellaneous/Aldermanic Discussion

Tim Gregowicz gave a description of current project that in process. He advised the Water Company will resume work on East A Street. Fournie Contracting will begin the resurfacing project soon and gave a description of some construction situations. Bicentennial Park Improvement will begin after the 15th and will need to be completed by June. Tim gave a description of project and some funding for 6th-17th Streetscape. Tim talked about easements needed to complete the project. He wants to have a neighborhood meeting on the 23rd to discuss what is going to happen. Tim said there will be discussion and exhibits to show the neighborhood what it will look like. Tim discussed the process of working with owners to try and get easements donated for improvements for 6th-17th St. Alderman Wigginton said he would like to see the 6th-17th St turned into a loft district. Alderman Weygandt asked if there was ever a situation the City had to build around a property because someone wouldn't agree with easement access. Tim advised this happened on North Illinois Streetscape. Alderman Randle asked if Tim is aware of any House Bill's for raising MFT. Tim advised he isn't but the Mayor would know more since he's in IML. Tim asked the Alderman to look for any railroad crossings that might be eligible to be closed. If they see any to let him know. He would like to work with the railroad to close them so additional money can be used to fix roadways. Alderman Dintelman asked about the intersection near Hoffbrauhaus. Tim advised if anything more than Hoffbrauhaus and gas station the intersection would need to be improved. He is not aware of any IDOT improvement plans.

A motion to adjourn the meeting was made by Alderman Randle at approx 6:34p.m. Alderman Ovian seconded the motion. All members present voted aye. Motion approved.
