New City of Belleville Master Sewer Committee met February 5.

Chairman Dintelman brought the meeting to order at 6:00 p.m. and explained evacuation procedures in the event of inclement weather and

fire.

Approval of the Minutes:

Alderman Anthony made a motion seconded by Alderman Buettner to approve the minutes for the January 2, 2018 Master Sewer Committee meeting. A roll call vote was taken. Mr. Hazel, Aye, Mr. Buettner: Aye, Mr. Tyler: Aye, Mr. Anthony: Aye, Mr. Dintelman: Aye, Dr. Stiehl: Aye, Mr. Elmore: Aye, Mr. Barfield: Aye. The motion carried.

Director's Report:

•Sewer Use Ordinance Changes

Mr. Carlisle presented proposed changes in Section 51 of the Sewer Ordinance. The changes are necessary to streamline the Sewer Use Ordinance. Definitions have been added, pollution limits changed, additional language to meet pretreatment specifications as required by the NPDES Permit. Mr. Godt outlined the content of proposed changes. Mr. Carlisle requested approval to forward the proposed changes to the Ordinance Review and Legal Committee on February 13, 2018, and then to the City Council for approval on February 20, 2018.

Alderman Elmore made a motion, seconded by Alderman Anthony, to forward the proposed Sewer Use Ordinance changes to the Ordinance Review and Legal Committee. A roll call vote was taken. •Easement Agreements: Mr. Carlisle gave information to the committee regarding two proposed easement agreements. One is a no cost, electrical easement from Ameren for lift station property behind Lindenwood University, Belleville Campus. The easement is necessary for powering the lift station. Mr. Carlisle requested to forward for approval by full council at the meeting this evening.

Another easement to cover our existing sewer line that crosses a property on Royal Heights Rd. on which the owner requests to build a storage building over part of the sewer. The owner will allow the easement and sewer line to remain in place if building is allowed. Mr. Carlisle requests to forward for approval by full council at the meeting this evening. Discussion held.

Alderman Anthony made a motion, seconded by Alderman Steihl, to create an easement for permanent Sanitary Sewer at the City Council meeting January 16, 2018. A roll call vote was taken. Mr. Hazel: Aye, Mr. Buettner: Aye, Mr. Tyler: Aye,

•1414 Raab Avenue Sewer Lateral Repair:

Mr. Carlisle asked Mr. Godt to explain the matter regarding the sewer lateral repair at 1414 Raab Avenue. Mr. Carlisle asked Mr. Godt to give the background on the situation to the committee. The homeowner originally contracted a relative at Roto Rooter to clean the line, who then called our department when he discovered the problem was bigger than he could handle. The lateral was broken off the main and very deep at 18 feet and under sidewalks that would have to be replaced. Homeowner, Jeff Koehler, applied for the Sewer Lateral Repair Program (SLRP) and claims he was not told about the $15,000 maximum provision. Because of the difficulty expected Ehret was called to complete the job. The final bill was $20,894.28, the City of Belleville paid $15,000 from the Sewer Lateral Repair Insurance Fund, leaving a balance of $5894.28. Ehret sent a bill for the balance to the homeowner, who is now disputing the bill. The homeowner states his opinion the bill has been inflated, and much of the work done was unnecessary and because he was overcharged he believes the city should pay all of it, or allow him to pay $100.00 per month for 59 months to pay the city back. Mr. Carlisle asked the committee for their opinion and recommendation to settle the dispute. Discussion was held. The committee decided not arrange a payment plan, and that the dispute over the balance was between the homeowner and the contractor.

•Sewer Lateral Repair Program Contract:

Mr. Carlisle stated that to combat issues like 1414 Raab Avenue a new contract for the SLRP has been proposed. This contract would require a signature from the homeowner in agreement with the terms of the Sewer Lateral Repair Program as stated in the ordinance. Discussion was held.

•Treasurer's Report

Mr. Hardt discussed plans for raising rates for St. Clair Township. Mr. Hardt is making the recommendation that city take over billing for accounts that are in the City of Belleville but use St. Clair Township lines for discharge that flows to the City of Belleville Plant. Mr. Hardt proposes to bill St. Clair Township, not a flat rate per residence, but bill based on usage at the current City of Belleville use rate.

Due to time constraints this issue had to be tabled to continue discussion at the next meeting.

Alderman Stiehl made a motion seconded by Alderman Elmore to adjourn the meeting. All members present voted in the affirmative. The motion carried 8-0.

Chairman Dintelman adjourned the meeting at 6:59 p.m. The next Master Sewer Committee meeting will be held on Monday, March 5, 2018 at 6:00 p.m.
