City of Fairview Heights Community Committee met January 17.

Public Participation 


None.

Approval of November 22, 2018 Minutes

Motion and second to approve said minutes were made by Aldermen Bill Poletti/Harry Zimmerman. Motion carried.

Planning Committee Alderman Harry Zimmerman, Chairman

Land Use & Development Director's Report

Director Tolliver presented the Director's written report to Committee for review. There were no questions.

PC 01-18 Special Use Permit, 214 N. Ruby, Johnson

Director Tolliver briefed Committee on Planning Commission case PC01-18 Special Use Permit for a home occupation at 214 N. Ruby, Katherine Johnson applicant. Planning Commission recommended approval of the requested Home Occupation within in the "R-3" single Family Residential District.

Katherine Johnson, petitioner, was present and answered questions.

Motion and second to recommend to City Council approval of a Special Use Permit, 214 N. Ruby, Katherine Johnson in accordance with the recommendation of the Planning Commission with the additional stipulation under item #12 that this Special Use Permit approval will allow for the applicants home occupation to allow the instruction of CPR/AED First Aid classes for up to 6 participants on a limited basis on Saturday's from 8am till 5pm and by appointment during the week not later in operation than 10pm at the property as it is proposed by the Applicant, were made by Aldermen Bill Poletti/Pat Baeske. Motion carried.

Short Term Rentals 

Director Tolliver presented to Committee alternative solutions in regards to Short Term Rentals in Residential Districts. The consensus of the Committee was to have staff research additional information and bring back to the agenda at a later date.

Gaming Parlors 

Director Tolliver requested Committee amend the Development Code by defining Gaming Halls, or Parlor's or Café's and listing the same as a Special Use Permit in the Commercial districts.

Motion and second to recommend to City Council approval of an amendment to the Development Code by defining Gaming Halls, or Parlor's or Café's and listing the same as a Special Use Permit in the commercial districts were made by Aldermen Pat Baeske/Bill Poletti. Motion carried.

Director Ellis reviewed the Director's written report and attachments with the Committee.

Parks & Recreation Committee Alderman Frank Menn, Chairman

Parks and Recreation Director's Report

In Director Beaston's absence, Chairman Frank Menn reviewed the Director's written report.
