City of Fairview Heights Administration Committee met February 14.

Approval of Minutes 

Motion and second were made by Alderman Brenda Wagner/Alderman Denise Williams to approve the January 10, 2018 minutes. The motion carried by voice vote and was unanimous.

Law Enforcement

State of the Department Report

Lieutenant John Proffitt advises that crime for battery (non-domestic) and auto theft have had a slight increase climb from 2016 to 2017; but, burglary, burglary (from auto) and theft have decreased from 2016 to 2017.

Active Shooter Training

Lieutenant Proffitt advised that March 8th will be Active Shooter Training "Lock-Down Drill" held at Pontiac and Grant school on March 8th. Please contact Amber Hopkins or Tim Miller for more information.

Open House - Fairview Police Department 

Fairview Police Department will hold their "Open House" on May 12th. Please contact Amber Hopkins for further information.

Liquor Code Modification - Hours

Mayor Mark Kupsky led a discussion on some proposed modifications to the City's Liquor Code. Class "D" liquor license modification; shall entitle the licensee to sell at retail alcoholic liquor and beverages between the opening hours of 8:00 a.m. (changed from 10:00 a.m.); and Saturday of each week the licensee may sell at retail alcoholic liquor and beverages between the opening hours of 8:00 a.m. (changed from 10:00 a.m.).

Liquor Code Modification - Classification of Licenses

Mayor Mark Kupsky led a discussion on a proposed modification to the City's Liquor Classification of License Class "C" liquor license medication; licenses may be issues to a club, which shall authorize the retail sale on the premises specified of alcoholic liquor for consumption on the premises. Said liquor sales to be made to the club members and invited guests (added) only.

Motion and second were made by Alderman Roger Lowry/Alderman Denise Williams to forward to City Council's approval on February 20, 2018 meeting.

Replacement Patrol Cars

Request was made to Council that the City of Fairview Heights is in need of two (2) Police Cars;

Lieutenant Proffitt advises that the two (2) SUV's would be AWD (All Wheel Drive) and that the Police Department usually replaces 2 to 3 vehicles a year due to the heavy use and wear and tear on vehicle but, that the used vehicles are moved to detective cars as this allows the department to get the maximum benefit from each vehicle.

Morrow Brothers Ford, 900 Main St., Greenfield, IL submitted the best bid through the 2017 State of Illinois Joint Purchasing Plan for the two (2) 2017 Ford Utility Interceptor Police Package in the amount not to exceed Fifty Seven Thousand, Eighteen Dollars (57,018).

The monies for the purchase of the two (2) new Police Cars will be used from the Police Department Escrowed funds.

In addition, Morrow Brothers Ford has agreed to take in as a trade a surplus vehicle; 2013 Dodge Charger for a credit of $1700.00.

Motion and second were made by Alderman Roger Lowry/Alderman Denise Williams to approve the authorization for Mayor Mark Kupsky to enter into a purchase agreement with Morrow Brothers Ford, Greenfield, Illinois for two (2) 2017 Ford Utility Interceptor Police Package; for a cost not to exceed Fifty-five Thousand, Three Hundred and Eighteen Dollars ($55,318) for City Council approval on February 20, 2018 meeting.

Bill List

Accounting Supervisor Amber Reynolds presented Bill List for approval of $2,656,886.81.

Motion and second were made by Alderman Brenda Wagner/Alderman Denise Williams to approve the Bill List. The motion carried by voice vote and was unanimous.
