City of Fairview Heights City Council met March 20. 

Here is the minutes as provided by the council:

The regular meeting of the Fairview Heights City Council was called to order at 7:00 P.M. by Mayor Mark T. Kupsky in the Municipal Complex, 10025 Bunkum Road, Fairview Heights, IL with the Pledge of Allegiance and Invocation by City Clerk Karen J. Kaufhold.


Roll Call

Roll call of Aldermen present: Harry Zimmerman, Roger Lowry, Ryan Vickers, Denise Williams, Bill Poletti, Joshua Frawley, Pat Baeske and Brenda Wagner. Aldermen Pat Peck and Frank Menn were absent. Mayor Mark Kupsky, City Clerk Karen J. Kaufhold and City Attorney Jim Gehrs were also present.

Public Participation

Katie Stuart - State Representative for part of Fairview Heights urged everyone to reach out to her office if anyone has any questions or concerns.

Chief Gailius recognized and thanked the following Police Department Volunteers who have reached an anniversary mile stone with their many hours of service: One year of service were: David Bandy, Sharon Bandy, Ben Castic, Phyllis Castic, Elizabeth Edwards, Patricia Huelsman, Erika Lemansky and Erin Weiser. The Police Department also recognized Frank Watson for reaching 5 years of service. 

The Rotary Club presented Chief Gailius a check in the amount of $250.00 for the MECOP Program.

Consent Agenda

Alderman Poletti moved to approve the March 6, 2018 Council Minutes regular session, Finance Director's Report and the bills and invoices presented for payment in the amount of $1,506,391.26. Seconded by Alderman Wagner. 

Roll call on the motion showed Aldermen Zimmerman, Lowry, Vickers, Williams, Poletti, Frawley, Baeske and Wagner voting "Yea." Aldermen Peck and Menn were absent.

Motion passed on 8 yeas and 2 absent.

Committee Reports

Mayor Kupsky announced the Community Committee will meet March 21, 7:00 P.M.

Communications from the Mayor

Mayor Kupsky thanked everyone who took the time and voted today; Mayor stated that the following appointments on the agenda, Andrea Riganti as the Director of Land Use & Development, Gregory Coleman to the Planning Commission and Samantha Carter to the Business Alliance Commission.

Mayor announced the Easter Egg Hunt will be held Saturday, March 24th at Moody Park, 11:00 A.M. with the Special Needs Easter Egg Hunt beginning at 12:00 P.M.; Mayor stated the Streetscape Project has been well received; Mayor wished Alderman Denise

Williams a Happy Birthday; Mayor wished everyone a Happy Easter.

New Business

Proposed Ordinance No. 4-18, an Ordinance repealing Chapter 16, of Ordinance No. 190, “The Revised Code," Chapter 16, Fees and Salaries, Article | - Salaries, and establishing a new Article | Salaries and; an Ordinance fixing Salaries of certain Appointed Officials and Employees of the City of Fairview Heights, IL 2018-2019. Motion made by Alderman Lowry. Seconded by Alderman Williams. Proposed Ordinance No. 4-'18 was read for the first time. 

Alderman Poletti moved to advance Proposed Ordinance No. 4-'18 to the second reading. Seconded by Alderman Wagner. Motion carried. Proposed Ordinance No. 4-'18 was read for the second time. 

Roll call on Proposed Ordinance No. 4-'18 showed Aldermen Zimmerman, Lowry, Vickers, Williams, Poletti, Frawley, Baeske and Wagner voting "Yea." Aldermen Peck and Menn were absent. Proposed Ordinance No. 4-'18 passed on 8 yeas and 2 absent. Proposed Ordinance No. 4-'18 now becomes ORDINANCE NO. 1813-2018.

Proposed Resolution No. 10-'18, a Resolution authorizing the Mayor to enter into an agreement with Clearwave Communications for Internet Access to provide secured access to State and National Crime Databases for the Police Department. Motion made by Alderman Wagner. Seconded by Alderman Zimmerman. 

Roll call on Proposed Resolution No. 10-18 showed Aldermen Zimmerman, Lowry, Vickers, Williams, Poletti, Frawley, Baeske and Wagner voting “Yea." Aldermen Peck and Menn were absent. Proposed Resolution No. 10-'18 passed on 8 yeas and 2 absent. Proposed Resolution No. 10-'18 now becomes RESOLUTION NO. 4207-2018.

Proposed Resolution No. 11-“18, a Resolution repealing Resolution No. 4102-2017, passed April 18, 2017, and approved April 19, 2017, and all preceding Resolutions passed and approved since April 19, 2017 and; a Resolution authorizing Departmental Force Levels effective May 1, 2018. Motion made by Alderman Williams. Seconded by Alderman Lowry.

Roll call on Proposed Resolution No. 11-'18 showed Aldermen Zimmerman, Lowry, Vickers, Williams, Poletti, Frawley, Baeske and Wagner voting “Yea." Aldermen Peck and Menn were absent. Proposed Resolution No. 11-'18 passed on 8 yeas and 2 absent. Proposed Resolution No. 11-18 now becomes RESOLUTION NO. 4208-2018.

Proposed Resolution No. 12-18, a Resolution authorizing the Mayor to enter into an agreement for provisions of Group Medical, Dental, Vision, and Life Insurance Coverage for employees of the City of Fairview Heights and to be represented by the MCS Companies-Midwest Inc. Motion made by Alderman Zimmerman. Seconded by Alderman Williams. 

Roll call on Proposed Resolution No. 12-'18 showed Aldermen Zimmerman, Lowry, Vickers, Williams, Poletti, Frawley, Baeske and Wagner voting “Yea." Aldermen Peck and Menn were absent. Proposed Resolution No. 12-'18 passed on 8 yeas and 2 absent. Proposed Resolution No. 12-'18 now becomes RESOLUTION NO. 4209-2018.

Proposed Resolution No. 13-18, a Resolution authorizing the Mayor to enter into a contract on behalf of the City of Fairview Heights with Christ Brothers Asphalt for the South Point Drive and Dogwood Lane Asphalt Overlay Project. Motion made by Alderman Baeske. Seconded by Alderman Vickers. 

Roll call on Proposed Resolution No. 13-'18 showed Aldermen Zimmerman, Lowry, Vickers, Williams, Frawley, Baeske and Wagner voting “Yea." Alderman Poletti recused. Aldermen Peck and Menn were absent. Proposed Resolution No. 13-18 passed on 7 yeas, 1 recused and 2 absent. 

Proposed Resolution No. 13-'18 now becomes RESOLUTION NO. 4210-2018.

Proposed Resolution No. 14-'18, a Resolution authorizing the Mayor to sign a Deed of Easement and Right-of-Way for drainage and utilities for the installation of an underground storm water sewer system at 10 Hyde Park Drive. Motion made by Alderman Zimmerman. Seconded by Alderman Wagner. Roll call on Proposed Resolution No. 14-'18 showed Aldermen Zimmerman, Lowry, Vickers, Williams, Poletti, Frawley, Baeske and

Wagner voting “Yea." Aldermen Peck and Menn were absent. Proposed Resolution No. 14-'18 passed on 8 yeas and 2 absent. Proposed Resolution No. 14-'18 now becomes RESOLUTION NO. 4211-2018.

Proposed Resolution No. 15-'18, a Resolution authorizing the Mayor to enter into a contract on behalf of the City of Fairview Heights with Kinney Contractors Inc. for the Old Collinsville Road Joint Repair Project. Motion made by Alderman Baeske. Seconded by Alderman Williams. 

Roll call on Proposed Resolution No. 15-'18 showed Aldermen Zimmerman, Lowry, Vickers, Williams, Poletti, Frawley, Baeske and Wagner voting “Yea." Aldermen Peck and Menn were absent. Proposed Resolution No. 15-'18 passed on 8 yeas and 2 absent. 

Proposed Resolution No. 15-'18 now becomes RESOLUTION NO. 4212-2018.

Alderman Baeske moved to appoint Andrea Riganti as the Director of Land Use & Development effective March 20, 2018. Seconded by Alderman Poletti. Motion carried.

Alderman Poletti moved to appoint Gregory Coleman to the Planning Commission, term to expire March 20, 2021 and to appoint Samantha Carter to the Business Alliance Commission, term to expire November 17, 2019. Seconded by Alderman Baeske. Motion carried.

Alderman Lowry moved to adjourn. Seconded by Alderman Poletti. Motion carried.
