City of Belleville Master Sewer Committee met March 5.

Here is the minutes provided by the Committee:

Committee Aldermen Present – Mr.Buettner, Ward 2, Mr. Scott Tyler, Ward 3, Mr. Johnnie Anthony, Ward 4, Mr. Ed Dintelman, Ward 5, Dr. Mary Stiehl, Ward 6, Mr. Phil Elmore, Ward 7, Mr. Roger Barfield, Ward 8. Mr. Hazel, Ward 1 was excused.

Department Heads & Staff Present - Director Royce Carlisle, Pre Treatment Coordinator, Jay Godt, City Treasurer Dean Hardt,

Engineering Consultants: Todd Peek, TWM.

Guests: Michael Hagberg and Doug Matzenbacher

Chairman Dintelman brought the meeting to order at 6:00 p.m. and explained evacuation procedures in the event of inclement weather and fire.

Public Participation:

• Mr. Matzenbacher stated complaint regarding sewer back up at Tupelo Drive that occurred February 1, 2018. Discussion was held.

Committee Chairman - Comments, Old Business, New Business or Information:

•Mr. Carlisle informed the committee that Phase 3 - Southside Pump Station is online and pumping combined sewage from 4 different overflow locations.

Approval of the Minutes:

Alderman Elmore made a motion seconded by Alderman Buettner to approve the minutes for the February 5, 2018 Master Sewer Committee meeting. A roll call vote was taken. Mr. Buettner: Aye, Mr. Tyler: Aye, Mr. Anthony: Aye, Mr. Dintelman: Aye, Dr. Stiehl: Aye, Mr. Elmore: Aye, Mr. Barfield: Aye. The motion carried.

Engineer's Report: None

Director's Report:

•EPA Administrative Order of Consent

Mr. Carlisle explained the order of consent issued by the EPA and its effects on industrial / business's discharge in the pretreatment program. Mr. Carlisle stated that staff has been working to comply with all points in the letter and have completed all but a few. Mr. Carlisle asked to forward the agreement to the full city council as soon as possible. Discussion was held.

Alderman Stiehl made a motion, seconded by Alderman Barfield, to move forward to council a legal document that formalizes an agreement between the E.P.A. and City of Belleville to address our responsibilities to administer a PreTreatment Program and comply with the Clean Water Act via our NPDES Permit. A roll call vote was taken. Mr. Buettner: Aye, Mr. Tyler: Aye, Mr. Anthony: Aye, Mr. Dintelman: Aye, Dr. Stiehl: Aye, Mr. Elmore: Aye, Mr. Barfield: Aye.

•Treasurer's Report

Mr. Hardt gave the committee a presentation regarding the advantages of the city taking over the billing of St. Clair Township Sewer billing to city resident accounts. Discussion was held.

Adjournment:

Alderman Elmore made a motion seconded by Alderman Tyler to adjourn the meeting. All members present voted in the affirmative. The motion carried 7-0.

Chairman Dintelman adjourned the meeting at 6:52 p.m. The next Master Sewer Committee meeting will be held on Monday, April 2, 2018 at 6:00 p.m.
