City of Lebanon City Council met March 12.

Here is the minutes provided by the Council:

The council met in regular session in the council chambers with alderman Wilbert Jenkins presiding as Mayor Pro Tem. The meeting was called to order at 7:00 p.m.

Roll Call: Aldermen Almeter, Bartholomew, Diliberto, Gale, Jenkins, Mack, Wright – present. Alderman Gerdes – absent

The Girl Scout troops #283, #676, and #734 of Lebanon led the council and assembly in the Pledge of Allegiance. Alderman Cheri Wright read a proclamation announcing the week of March 11-17 as Girl Scout Week. This March 12th marks the 106th Anniversary of Girls Scouts of the USA.

Aldermen Mack/Gale Motioned to approve the minutes of the previous meeting as presented.

Roll Call: Aldermen Almeter, Bartholomew, Diliberto, Gale, Jenkins, Mack, Wright – 7 yeas. Alderman Gerdes – absent Motion carried. 7-0

Bills for the month of May were presented. Aldermen Mack/Bartholomew Motioned to approve the bills as presented.

Plan Commission Report – No report

Committee Reports:

Streets/Alleys – Meet March 19th, 2017 at 7:00 p.m.

Health/Safety –

1. Alderman Diliberto announced that he will send the Corporate Wellness Program information from YMCA of O’Fallon to Personnel Committee. The Personnel maybe have Mr. Steed come and speak during that time to any employee attending.

Ordinance – Meet March 19th, 2017 at 7:00 p.m.

Water/Sewer –

1. Committee recommended the adoption of the water/sewer usage rates for 2018-2023. The Sewer rate increase was determined by engineers to effectively pay back EPA loan. The water rate increase is a minimum amount to keep pace with the cost of the water treatment. Ordinance to be created and effective 1 May 2018.

Cemetery – Meet March 19th, 2017 at 7:00 p.m.

1. Alderman Wright presented information on 3 quotes for the repair of the shed in the cemetery.

Aldermen Wright/Bartholomew Motioned to award the job to Martin Roofing in the amount of $4718.00 to make repairs to the cemetery shed as per their quote.

Roll Call: Aldermen Almeter, Bartholomew, Diliberto, Gale, Jenkins, Mack, Wright – 7 yeas. Alderman Gerdes – absent Motion carried. 7-0

1. Alderman Jenkins recommended that the discussion of monetary compensation for the extra hours the City Clerk works be sent back to finance committee.

2. Committee recommended that a line item in the Police Budget be made for Maintenance Service- Computers.

Roll Call: Aldermen Almeter, Bartholomew, Diliberto, Gale, Jenkins, Mack, Wright - 7yeas Alderman Gerdes- absent Recommendation carried. 7-0 3. Committee recommended the moving of $12,600.00 from Admin line item 01-11-519 labeled

Maintenance Service – Computer to the newly established line item in the Police Budget labeled Maintenance Service – Computers.

Roll Call: Aldermen Almeter, Bartholomew, Diliberto, Gale, Jenkins, Mack, Wright – 7 yeas Alderman Gerdes- absent Recommendation carried. 7-0

4. Treasurer reported on the interest rate on a $80,000.00 loan for a 5yr will be 2.25% and a 6 yrs. will be 2.37%.

5. There was a lengthy discussion concerning the budget for 2018-2019. After reviewing the budget figures, it was decided to table the approving of a tentative budget for next Council meeting on March 26, 2018.

6. The council came to no decision on the transferring of Non-Home Rule Tax into the General Fund. It will be researched for a future time.

Public Property – Meet March 19th, 2017 at 7:00 p.m.

1. After a lengthy discussion on the procedure on the sale of Vine & Prairie property the attorney presented a Resolution to be posted in the paper for 3 consecutive weeks. At the end of thirty days from the first publishing of resolution the property may be sold. Aldermen Diliberto/ Bartholomew Motioned to approve the Resoultion Authorizing The Sale By Staff Of The City Of Lebanon, Illinois, Of A Surplus Parcel Of Land On Vine Street, Having Parcel Number 05-30.0-209-026.

Personnel-

1. AFSME negotiations are ongoing.

2. FOP contract negotiations have begun and are ongoing.

3. Non-union compensation and benefits will be discussed at the end of the Personnel Committee meeting scheduled for April 2nd

4. How to increase pay for Collectors position will be discussed at the end of the Personnel Committee meeting scheduled for April 2, 2018.

5. There was a discussion about the handling of new technology and procedures concerning city council and city hall. It started with Alderman Gale asking for opinions on the handling of electronic petitions being sent over the internet. Concerns of what is legal and how do we handle this new phenomenon.

Clerk –

1. The Clerk reported that there is still work being done on the Fee Schedule.

2. There have been two bids submitted to City Hall for the demolition of 124. W. St. Louis St.

Treasurer-

1. Budget discussion covered during Finance report

2. Financing rate was covered during the Finance report

Dept. Heads –

Chief –

1. The Citizens Academy starts Wed April 4th with applications being at the Police Department.

2. Questions concerning the violations for “for Sale” cars and utilities trailers were asked.

Water – no report

Streets – no report

Mayor – absent

Audience –

Unfinished Business –

1. A lengthy discussion about the endorsement of the Get by writing a letter of support took place.

The council concluded to go on record not to sponsor this bicycle path.

Aldermen Wright/Almeter Motioned that the Council doesn’t accept the liability or sponsor the proposed bicycle path by Get through Lebanon.

Roll Call: Aldermen Almeter, Bartholomew, Diliberto, Gale, Jenkins, Mack, Wright – 7 yeas. Aldermen Gerdes – absent Motion carried. 7-0

2. Discussion of Commercial inspections was long and extensive with the final idea that since these types of inspections are in our building codes we can inspect all buildings. We will devise a SOP for these inspections.

New Business –

Adjournment – with no further business to be conducted, Aldermen Wright/Diliberto moved to adjourn the meeting. Hand vote to approve – 7 yeas Motion carried 7-0. Meeting adjourned at 9:25 p.m.
