City of Edwardsville Administrative and Community Services Committee met April 12.

1. Approval of minutes for March 29, 2018 ACS Meeting – Motion to approve (Morrison), seconded (Krause) and voted all ayes to forward to Council.

3. Council Matters
A.) Filed For Second Reading:
1) Approval of an Ordinance Amending Chapter 114, Section 114-302 of the Codified
Ordinances of the City of Edwardsville - Parking Prohibited at All Times (Leverette Lane) (Pending Public Services Committee and Administrative and Community Services Committee approval) – Will go to Council for final approval.
B.) New Items:
1) Approval of Purchase of Replacement Mowing Equipment for Parks Department from State of Illinois Joint Purchasing Program in the amount of $16,200 – They are switching back to a diesel mower. The hybrid is not as efficient as they thought. It takes more fuel than a diesel mower. Motion to approve (Morrison), seconded (Krause) and voted all ayes to forward to Council.
2) Approval of Item forwarded from the RASE Board Meeting on 04/03/18
• Taqueria Z: Cinco de Mayo Festival at City Park – 05/05/18 - Motion to approve (Morrison), seconded (Krause) and voted all ayes to forward to Council.
C.) Items Held In Committee:
1.) A Fence Variance request for 3309 Snider Drive (held 03/29/18 pending recommendation from Public Services Committee) – Public Services has recommended this. There is an easement on the North property line that has a water main. They will stay out of this easement. There is a very wide easement across the rear of the property. Thirty-two foot is encumbered by an easement. There is also a sanitary sewer line across the back as well as an overland flow path for storm water drainage. They would be staying 10 feet off the back property line. Motion to approve (Morrison), seconded (Krause) and voted all ayes to forward to Council.
2.) Discussion of Mural Relocation from 400 N. Main Street - Committee is looking at the cost of moving and transporting the mural to a new location. There is currently a digital file of the image. They are looking at the worst case and best case scenarios for moving it. The cost is the biggest concern. Alderman Krause suggested looking into fundraising. They have suggested looking into moving just sections of it and have it created as smaller pieces of public art if it can't all be gotten in one move. From an HPC standpoint, they are in support of this. The timeline for demolition and development of the property will be the 1st quarter of 2019. Alderman Krause suggested HPC do a fundraising effort for this.
3.) Discussion of Lime Bike Program - Committee is waiting to hear from Jeff Berkbigler regarding this.
4.) Discussion of Bike/Ped Plan - Committee will discuss with staff around mid- May.
