City of Fairview Heights City Council met May 1.

Here is the minutes provided by the Council:

The regular meeting of the Fairview Heights City Council was called to order at 7:00 p.m. by Mayor Mark T. Kupsky in the Municipal Complex, 10025 Bunkum Road, Fairview Heights, IL with the Pledge of Allegiance and Invocation by City Clerk Karen J. Kaufhold.

Roll Call:

Roll call of Aldermen present: Ryan Vickers, Denise Williams, Bill Poletti, Frank Menn, Joshua Frawley, Pat Baeske, Brenda Wagner, Harry Zimmerman, Pat Peck and Roger Lowry. Mayor Mark Kupsky, City Clerk Karen Kaufhold and Attorney Katherine Porter were also present.

Public Participation:

Jill Jones - stated that she lives on Dogwood Lane and is concerned with the types of businesses opening on the west end of Fairview such as psychics and taverns (Proposed Resolution No. 22-18).

Clarence Carthen - stated that he is a member of the Planning Commission and explained that each request is reviewed thoroughly before a decision is made.

Consent Agenda:

Alderman Wagner moved to approve the April 17, 2018 City Council Minutes and the Finance Director's Report. Seconded by Alderman Baeske.

Roll call on the motion showed Aldermen Vickers, Williams, Poletti, Menn, Frawley, Baeske, Wagner, Zimmerman, Peck and Lowry voting "Yea.” Motion passed on 10 yeas and no nays.

Committee Reports:

Mayor Kupsky announced the Operations Community Committee will meet May 2nd, 7:00 p.m.

Communications From The Mayor:

Mayor Kupsky thanked Aldermen Baeske and Lowry for covering for him while he was out of town for work; Mayor requested a moment of silence for employee Don Ulch's mother who recently passed away; Mayor Kupsky stated that the Community Prayer Breakfast will be held this Thursday and to see the Mayor's Office for tickets; Mayor announced the Community Clean Up Day will be held May 5th, Moody Park, 9:00 a.m. - 1:00 p.m.; Mayor announced the Fairview Heights Rotary Midday Club will be holding a "Touch a Truck Day" at Moody Park on May 5th, 10:00 a.m. to 2:00 p.m.; Mayor stated May 1st began the City's new Fiscal Year for 2018-2019; Mayor stated Ed Frawley celebrated his 32nd year with the City; Mayor Kupsky read a proclamation proclaiming April 29 - May 5, 2018 Small Business Week, May 6 - May 12, 2018 Economic Development Week and May 6 - 12, 2018 Municipal Clerk's Week.

Communications From Elected Officials:

Alderman Vickers stated that a number of residents in Ward 2 are concerned with the types of businesses moving into their Ward and the West end of Fairview.

Unfinished Business:

Proposed Ordinance No. 8-'18, an Ordinance authorizing the purchase of certain real estate at 10035 Lincoln Trail by the City for multi-purpose use by the Parks Department was read for the second time. Roll call on Proposed Ordinance No. 8-'18 showed Aldermen Vickers, Williams, Poletti, Menn, Frawley, Baeske, Wagner, Zimmerman, Peck and Lowry voting "Yea." Proposed Ordinance No. 8-'18 passed on 10 yeas and no nays. Proposed Ordinance No. 8-'18 now becomes Ordinance No. 1817-2018.

New Business:

Proposed Ordinance No. 9-'18, an Ordinance approving a Development Plan for a Motomart Gas Station, convenience store, restaurant and automated car wash at 1030 Lincoln Highway within the "PB” Planning Business District. Motion made by Alderman Peck. Seconded by Alderman Poletti. Proposed Ordinance No. 9-'18 was read for the first time.

Proposed Resolution No. 21-'18, a Resolution authorizing the Mayor to enter into an agreement with Schildknecht Lawn Care, for lawn mowing, weed clearing, nuisance abatement and trash/debris removal service from May 1, 2018 to April 30, 2019. Motion made by Alderman Wagner. Seconded by Alderman Baeske.

Roll call on Proposed Resolution No. 21-'18 showed Aldermen Vickers, Williams, Poletti, Menn, Frawley, Baeske, Wagner, Zimmerman, Peck and Lowry voting "Yea.” Proposed Resolution No. 21-'18 passed on 10 yeas and no nays.

Proposed Resolution No. 21-'18 now becomes Resolution No. 4218-2018.

Proposed Resolution No. 22-'18, a Resolution approving a Special Use Permit for Triple Seven Entertainment, LLC to allow a development within the "B-3" Community Business District Zoned property for a Bar/Tavern establishment located at 10218 Lincoln Trail. Motion made by Alderman Wagner. Seconded by Alderman Baeske.

Roll call on Proposed Resolution No. 22-18 showed Aldermen Poletti, Menn, Baeske, Wagner, Zimmerman and Peck voting "Yea." Aldermen Vickers and Lowry voting "Nay." Alderman Williams voicing "Present." Alderman Frawley abstained. Proposed Resolution No. 22-'18 passed on 6 yeas, 2 nays, 1 present and 1 abstained.

Proposed Resolution No. 22-'18 now becomes Resolution No. 4219-2018.

Alderman Lowry moved to adjourn. Seconded by Alderman Poletti. Motion carried.

Meeting adjourned at 7:22 p.m.
