Q2 2018 Recap: Parolees in East Saint Louis convicted of homicide

There were two offenders convicted of homicide released on parole in East Saint Louis during the second quarter, according to Illinois Department of Corrections data obtained by the Metro East Sun.

The data shows that both of the released offenders in East Saint Louis were men. The younger parolee was a 38-year-old man sentenced in 1999. The other was a 39-year-old man sentenced in 2008.

The offender who was incarcerated the longest was Wendell E. Basquine. He was convicted of homicide in 1999 when he was 18 years old. He is now 38.

Under state law, paroled offenders are still in legal custody of the IDOC, meaning they can be taken back to a correctional center at any time if the state has probable cause or a warrant.

The table below shows the cities in Illinois with the most paroled offenders in Q2 2018 who were convicted of homicide.
