Village of Smithton Village Board met April 16.

Here is the minutes provided by the board:

The Village Board meeting was called to order at 7:30pm with everyone reciting the Pledge of Allegiance. Trustees Becker, Yoch, Smallwood, Becherer, Rogers and Elbe answered roll call.

CLERK’S REPORT: The Board received a copy. A motion was made by Trustee Becker which was seconded by Trustee Yoch to approve the minutes from the last board meeting that was held on April 2, 2019. Roll call was taken: Trustee Becker, aye; Trustee Yoch, aye; Trustee Becherer, aye; Trustee Rogers, aye; Trustee Elbe, aye. Motion was granted.

TREASURER’S REPORT: The board received a copy.

GOOD OF THE VILLAGE: Trustee Yoch wanted to mention the name of Leo Simburger for consideration of appointment to the Trustee seat that was vacated when Mike Smallwood was appointed as Mayor. Mayor Smallwood noted the suggestion. Attorney Durso stated the Mayor will make the appointment which can then be accepted or denied by the board.

POLICE CHIEF’S REPORT: Chief Vielweber reported that all is going well.

ENGINEER’S REPORT: WASTE WATER TREATMENT PLANT REPAIRS - Engineer Saeger reported that Korte-Luitjohan will schedule the installation of the stainless-steel valves as soon as they arrive. The valves are expected to arrive April 25, 2019.

CDBG – Engineer Saeger reported that the contract has been received from the county for the North High Street project. Trustee Yoch made a motion which was seconded by Trustee Rogers for the Mayor and the Village Clerk to sign the contract for the Community Development Block Grant. Roll call was taken: Trustee Yoch, aye; Trustee Rogers, aye; Trustee Becker, aye; Trustee Smallwood, aye; Trustee Becherer, aye; Trustee Rogers, aye. Motion was granted.

ST. CLAIR COUNTY PARKS GRANT APPLICATION – Engineer Saeger reported that Chris Davis spoke to him today about the deteriorating condition of the brown storage shed at the park. Davis also thinks that a larger shed is needed. Davis asked Saeger to request the board to consider applying for a larger shed when the next round of the Parks Grant Commission opens up. Trustee Elbe stated that another problem with the shed is that there is a lot of water runoff into the shed from the ballfield. Saeger stated that Davis will get him some proposals so that the board has an idea of how much it would cost and how much the village would need to apply for. Smallwood stated that funds could be earmarked in the budget next year if a grant is applied for.

SAFE ROUTES TO SCHOOL – Engineer Saeger reported that he received an email that the selection process has been delayed. The selections should be finalized by the end of next month.

EAST/WEST GATEWAY GRANT APPLICATION – No update.

Engineer Saeger gave the board packets with information about an energy audit offer from the EPA. The item will be on the agenda for the next Committee As a Whole meeting.

HEALTH OFFICER’S REPORT: No report.

SAFETY COMMITTEE: Mayor Smallwood reported that there is a Safety Committee Meeting scheduled for May 2, 2019 at 10:00am if needed. 

ZONING BOARD REPORT: No update.

SUPERVISORS REPORT: Supervisor Fults reported that the park is now open. They have begun spraying around the park.

Trustee Yoch asked if the new part-time employees did okay on their first day. Supervisor Fults stated that as far as he knew everything went well. Yoch told him that the new employees could help out wherever needed by Fults.

ATTORNEY’S REPORT: No report.

Trustee Yoch made a motion which was seconded by Trustee Becherer to accept the officer’s reports as given. All were in favor. Motion was granted.

COMMITTEE AS A WHOLE: Mayor Smallwood informed the board that there was a Committee As a Whole meeting on April 9, 2019. The items will be discussed under the individual committee reports.

Trustee Yoch made a motion which was seconded by Trustee Elbe to approve the minutes from the Ordinance Committee meeting from April 9, 2019. Roll call was taken: Trustee Yoch, aye; Trustee Elbe, aye; Trustee Becker, aye; Trustee Smallwood, aye; Trustee Becherer, aye; Trustee Rogers, aye. Motion was granted.

FINANCE & INSURANCE COMMITTEE: PARK BENCH – Trustee Smallwood informed the board that Ray Klein would really like to have the park bench placed by the Veteran’s Memorial.

PART-TIME OFFICE PERSONNEL – Clerk Parker reported that she is trying to schedule an interview with an applicant for this week or next week.

IMRF EARLY RETIREMENT PROGRAM – Trustee Smallwood would like this item on the agenda for the next Committee As a Whole meeting.

BUDGET – Trustee Smallwood stated that he will present a final budget for review at the next Committee As a Whole meeting.

STREET & UTILITY COMMITTEE: PART-TIME STREET EMPLOYEES – This item can be removed from the agenda.

WASTE WATER TREATMENT PLANT WATER TESTING AND OPERATING AGREEMENT – Attorney Durso completed reviewing the agreement with Testing-Analysis & Control. Trustee Becherer made a motion which was seconded by Trustee Elbe to enter into a 2-year contract with Testing-Analysis & Control, effective May 1, 2019. Roll call was taken: Trustee Becherer, aye; Trustee Elbe, aye; Trustee Becker, aye; Trustee Yoch, aye; Trustee Smallwood, aye; Trustee Rogers, aye. Motion was granted. Mayor Smallwood will sign the contract get it signed by TAC. Smallwood will contact Hydro Dredge and notify them that their contract will not be renewed.

RADIATOR/HEAD GASKETS FOR GENERATORS – No update.

SAFE ROUTES TO SCHOOL – No update.

NORCOM 2000 FIBEROPTIC INSTALLATION – No update.

Trustee Becherer would like to discuss the possibility of the village purchasing an AED at the next Committee As a Whole meeting.

POLICE COMMITTEE: POLICE NEW HIRE – Trustee Elbe has interviews scheduled for the full-time officer position at the beginning of the next Committee As a Whole meeting. Elbe gave the Mayor and the trustees copies of the applications and resumes of the applicants.

Trustee Yoch asked if the board was still considering a Sargent position for the police department. Trustee Elbe reported that he has plans to set up a meeting with the Police Committee and the Chief of Police in the future to discuss this.

PARK & CEMETERY COMMITTEE: Trustee Becker will look at the area near the Memorial to see if a bench and a tree for Ray Klein will fit in that area.

GRAVE STONE REPAIRS – No update. 

911 MEMORIAL – No update.

PARK TREES & LAKE ROCK – Trustee Becker would like to have a section of the lake rock put in to see how much time and labor will be involved. The project has already been approved. Mayor Smallwood stated that there has been a work order written out.

ORDINANCE COMMITTEE: CODE BOOK UPDATE – Trustee Yoch gave Attorney Durso the code book changes that the board have recommended. Durso will review the book.

ORDINANCE VIOLATIONS/RANDY BECKER – No update. ORDINANCE VIOLATIONS/KEN & MARI BERTELSMAN – No update.

ANNEXATION AND BUILDING COMMITTEE: COMMUNITY GARDEN – Trustee Rogers reported that the lots have been tilled, he thanked the street department for getting that done.

BUILDING MAINTENANCE SENIOR SENTER – Trustee Rogers reported that Engineer Saeger will issue a work order for the water leak in the crawl space at the Senior Center.

VILLAGE HALL GENERATOR – No update.

SALT STORAGE BUILDING – This item will be put on the agenda for the next Committee As a Whole meeting.

SENIOR/EVENT CENTER FLOOR BIDS – Engineer Saeger reported that he emailed McCullough Flooring with Dale Weiss’ phone number so that they can coordinate a start date for the flooring project.

BILLS AND PAYROLL: Trustee Smallwood made a motion which was seconded by Trustee Becherer for Clerk Parker to pay the payroll from March 23, 2019 through April 5, 2019. Roll call was taken: Trustee Smallwood, aye; Trustee Becherer, aye; Trustee Becker, aye; Trustee Yoch, aye; Trustee Rogers, aye; Trustee Elbe, aye. Motion was granted.

COMMUNICATIONS: Clerk Parker shared that the Mayor’s meeting will be held on April 25, 2019 in Fairview Heights.

Clerk Parker shared a thank you from the family of Pat Schanz for the funeral plant that was sent by the Village.

Clerk Park shared a request for a neighborhood party in the Autumn Ridge Subdivision in September. Mayor Smallwood will have this put on the agenda for the next Committee As a Whole meeting.

UNFINISHED BUSINESS: None NEW BUSINESS: None.

GOOD OF THE VILLAGE: Trustee Yoch reported that the Complete Streets Fun Run last weekend was a success and there was a lot of village support.

EXECUTIVE SESSION: Trustee Rogers made a motion which was seconded by Trustee Yoch to enter into executive session to discuss a personnel issue. Roll call was taken: Trustee Rogers, aye; Trustee Yoch, aye; Trustee Becker, aye; Trustee Smallwood, aye; Trustee Becherer, aye; Trustee Elbe, aye. Motion was granted at 8:05pm.

Trustee Rogers made a motion which was seconded by Trustee Yoch to go back into regular session. All trustees were in favor. Motion was granted at 8:43pm. Mayor Smallwood reported that no decisions were made during Executive Session.

Trustee Yoch made a motion which was seconded by Trustee Rogers to adjourn. All trustees were in favor. Motion was granted to adjourn at 8:43pm.
