Village of Smithton Village Board met March 19.

Here is the minutes provided by the board:

The Village Board meeting was called to order at 7:30pm with everyone reciting the Pledge of Allegiance. Trustees Becker, Yoch, Smallwood, Becherer, Rogers and Elbe answered roll call.

CLERK’S REPORT: The Board received a copy. A motion was made by Trustee Becker which was seconded by Trustee Yoch to accept the minutes from the last board meeting that was held on March 5, 2019. The board was in favor. Motion was granted.

TREASURER’S REPORT: The board received a copy.

GOOD OF THE VILLAGE: None.

POLICE CHIEF’S REPORT: Chief Vielweber reported that the antenna for the emergency siren in the Village Hall has been permanently moved outside of the building to get better reception. All of the sirens are now working.

ENGINEER’S REPORT: Engineer Saeger reported that Korte-Luitjohan will start repairs on the air leaks at the treatment plant on Thursday.

CDBG – No update.

ST. CLAIR COUNTY PARKS GRANT APPLICATION – No update. 

SAFE ROUTES TO SCHOOL – No update.

EAST/WEST GATEWAY GRANT APPLICATION – Engineer Saeger reported that the Grant Commission is asking for public comments on submitted projects. The comment period will be open until April 4, 2019. Saeger thought that positive comments might help in getting the grant.

RANDY BECKER TREE - Engineer Saeger reported that he informed Randy Becker the tree that he wants to have cut down in front of his house is in the state right of way. Becker will contact IDOT about the tree.

HEALTH OFFICER’S REPORT: No report.

SAFETY COMMITTEE: Mayor Smallwood reported that there is a Safety Committee Meeting scheduled for April 4, 2019 at 10:00am if needed.

ZONING BOARD REPORT: Engineer Saeger reported that there are two hearings scheduled for March 27, 2019. The owner of 18 East Franklin Street is asking for a variance to build a shed. The owner of 604 N. Main is asking for a variance for an access drive to the loading dock.

SUPERVISORS REPORT: Supervisor Fults reported that the deteriorated split rail sections of the fence at the park have been replaced. Fults reported that it is time to start mulching at the park. Trustee Becker made a motion which was seconded by Trustee Rogers to purchase two loads of mulch for the park trees. Roll call was taken: Trustee Becker, aye; Trustee Rogers, aye; Trustee Yoch, aye; Trustee Smallwood, aye; Trustee Becherer, aye; Trustee Elbe, aye. Motion was granted.

Supervisor Fults reported that the street crew repaired a pinhole water leak in front of the Police Department.

Engineer Saeger reported that the generator in the Klein Drive lift station has been installed. The control panel circuit board and the transfer switch that were going to be reused are faulty. It would cost $1400.00 to replace the circuit board. It would be a lot more expensive to buy a whole new transfer switch. A new transfer switch would cost about $5000.00. A new circuit board will be ordered.

ATTORNEY’S REPORT: None.

Trustee Yoch made a motion which was seconded by Trustee Becherer to accept the officer’s reports as given. All were in favor. Motion was granted.

COMMITTEE AS A WHOLE: Mayor Smallwood informed the board that there was a Committee As a Whole meeting on March 12, 2019. The items will be discussed under the individual committee reports.

Trustee Becker made a motion which was seconded by Trustee Elbe to accept the minutes from the Ordinance Committee meeting from March 12, 2019. Roll call was taken: Trustee Becker, aye; Trustee Elbe, aye; Trustee Yoch, aye; Trustee Becherer, aye; Trustee Smallwood, aye; Trustee Rogers, aye. Motion was granted.

FINANCE & INSURANCE COMMITTEE: PART-TIME OFFICE PERSONNEL – Trustee Smallwood reminded the board that a new part-time office personnel is needed. Smallwood made a motion which was seconded by Trustee Yoch for Clerk Parker to advertise for a new temporary part-time office person. Roll call was taken: Trustee Smallwood, aye; Trustee Yoch, aye; Trustee Becker, aye; Trustee Becherer, aye; Trustee Rogers, aye; Trustee Elbe, aye. Motion was granted.

IMRF EARLY RETIREMENT PROGRAM – Trustee Smallwood would like this item on the agenda for the next Committee As a Whole meeting.

BUDGET – Trustee Smallwood stated that he will present the budget for review at the next Committee As a Whole meeting. This item will be placed on the agenda.

STREET & UTILITY COMMITTEE: STREET DEPARTMENT PERSONNEL – Attorney Durso stated that the applicant that has been hired for the new street supervisor would have to be hired as a street employee. Darryl Fults would have to be appointed as the Street Supervisor again in May by the Mayor. When Fults retires, the Mayor would appoint Dean Klein as the new Street Supervisor. Trustee Becherer made a motion which was seconded by Trustee Elbe to hire Dean Klein as the new street employee effective May 1, 2019. Roll call was taken: Trustee Becherer, aye; Trustee Elbe, aye; Trustee Becker, aye; Trustee Yoch, aye; Trustee Smallwood, aye; Trustee Rogers, aye. Motion was granted.

LIFT STATION REPAIRS AND DIALERS – Engineer Saeger reported that the new dialers have not been installed yet.

RADIATOR/HEAD GASKETS FOR GENERATORS – Supervisor Fults reported that the radiator that was removed from the Klein Street lift station will be rebuilt and put into one of the other lift stations and this process will be repeated with the other lift station radiators until they are all updated. The head gasket item can be removed from the agenda.

WASTE WATER TREATMENT PLANT – Attorney Durso has the new contract from Hydro Services. He will review both submitted contracts with Engineer Saeger and report back before the next Board meeting. This item will be on the agenda for the next Committee As a Whole meeting.

PART-TIME STREET EMPLOYEES – Trustee Becherer would like this on the agenda for the next Committee As a Whole meeting.

POLICE COMMITTEE: Trustee Elbe reported that they will try to switch out the radio from the Mayors vehicle into the newer Crown Vic police car. If it won’t work, then a new one may need to be purchased.

The Mayor and the trustees discussed Engineer Saeger driving the Mayors car occasionally to keep it in running condition. Smallwood stated that he drives it once in a while also.

PARK & CEMETERY COMMITTEE: GRAVE STONE REPAIRS – No update. 

911 MEMORIAL – No update.

PARK TREES & LAKE ROCK – No update.

ORDINANCE COMMITTEE: CODE BOOK UPDATE – Trustee Yoch reported that progress continues on the code book. Yoch and Trustee Rogers may get finished with their review at the next Ordinance Committee meeting which is scheduled for March 21, 2019. Yoch would like this on the agenda for the next Committee As a Whole meeting so that the Mayor and the board can review it together.

ORDINANCE VIOLATIONS/BRUCE ANDERSON – Trustee Yoch stated that he and Chief Vielweber agree that the Anderson property has been cleaned up satisfactorily. Trustee Yoch made a motion which was seconded by Trustee Elbe that the Anderson property is no longer considered in violation of any ordinances. Roll call was taken: Trustee Yoch, aye; Trustee Elbe, aye; Trustee Becker, aye; Trustee Smallwood, aye; Trustee Becherer, aye; Trustee Rogers, aye. Motion was granted.

Trustee Yoch made a motion which was seconded by Trustee Becherer to approve the minutes of the Ordinance Committee meeting from March 14, 2019. All were in favor. Motion was granted.

ANNEXATION AND BUILDING COMMITTEE: SALT STORAGE BUILDING – Trustee Rogers would like this item on the agenda for the next Committee As a Whole meeting.

SENIOR/EVENT CENTER FLOOR BIDS – Trustee Rogers made a motion which was seconded by Trustee Becherer to accept the bid from McCullough Flooring for the Senior Center flooring for $20,800.00, with the square foot pricing of $5.00 for any additional work to be approved by Engineer Saeger before proceeding with the work. Roll call was taken: Trustee Rogers, aye; Trustee Becherer, aye; Trustee Becker, nay; Trustee Yoch, nay; Trustee Smallwood, aye; Trustee Elbe, aye. Motion was granted.

BILLS AND PAYROLL: Trustee Smallwood made a motion which was seconded by Trustee Becherer for Clerk Parker to pay the payroll from February 23, 2019 through March 8, 2019, and quarterly pay from January through March 2019. Roll call was taken: Trustee Smallwood, aye; Trustee Becherer, aye; Trustee Becker, aye; Trustee Yoch, aye; Trustee Rogers, aye; Trustee Elbe, aye. Motion was granted.

COMMUNICATIONS: Clerk Parker shared a request from a resident to hold a 5K run at the park. They have a map of the route and they will contact the police to coordinate any safety issues. The group has held the function in the park in the past without any problems. Trustee Yoch made a motion which was seconded by Trustee Rogers to approve a 5K run at the Park on May 18, 2019 for the group Tutus and Tennis Shoes. Roll call was taken: Trustee Yoch, aye; Trustee Rogers, aye; Trustee Becker, aye; Trustee Smallwood, aye; Trustee Becherer, aye; Trustee Elbe, aye. Motion was granted.

UNFINISHED BUSINESS: None.

NEW BUSINESS: None.

GOOD OF THE VILLAGE: Doug Gerold asked Mayor Smallwood if he could speak to him for five minutes after the meeting. Smallwood agreed.

EXECUTIVE SESSION: None.

Trustee Rogers made a motion which was seconded by Trustee Becherer to adjourn. All were in favor. Motion was granted to adjourn at 8:10pm.
