City of Granite City Council met May 21.

Here is the minutes provided by the council:

Mayor Ed Hagnauer called the City Council Meeting to order at 7:00 p.m.

ATTENDANCE ROLL CALL: Schmidtke, Jackstadt, Williams, Pickerell, Elliott, Mathes, Davis Eavenson, Koberna, Deputy Clerk Gracey and Mayor Hagnauer were present. Alderman McDowell and Clerk Whitaker were absent.

MOTION By Eavenson, second by Schmidtke to approve the City Council Minutes from the May 7, 2019. ALL VOTED YES. Motion Carried.

MOTION By Williams, second by Schmidtke to place on file the of Retirement letter form Lynette Kozer, Risk Management. ALL VOTED YES, Motion Carried.

MOTION By Davis, second by Jackstadt to place on file the Downtown Committee Meeting Minutes for May 7, 2019. ALL VOTE YES. Motion Carried.

MOTION By Elliott, second by Williams to place on file the Plan Commission Minutes from May 2, 2019. ALL VOTED YES. Motion Carried.

MOTION By Elliott, second by Eavenson to place on file the Minutes of the Graphic Review Board May 2, 2019. ALL VOTED YES. Motion Carried.

MOTION By Elliott, second by Jackstadt to concur with the Plan Commission for a Mural at 1412 Niedringhaus. ALL VOTED YES. Motion Carried.

MOTION By Elliott, second by Williams to concur with the Graphic Review Board for a non conforming sign at 2800 W 22nd Street for the Baptist Church. ALL VOTED YES. Motion Carried.

MOTION By Koberna, second by Davis to place on file the Legal & Legislative Committee Minutes from April 16, 2019 and April 23, 2019. ALL VOTED YES. Motion Carried.

MOTION By Pickerell, second by Williams to approve as read the Memo-Juneau-Steve Osborn, 2019 MFT HMA Slurry Seal and Milling bid results ; HMA Overlay Program, Christ Bros. Asphalt, in the amount of $167,352.85; Slurry Seal Program, Missouri Petroleum Product Co., LLC in the amount $148,651.34; Milling Program, Petroff Trucking Co. Inc., in the amount of $49,445.70.

ROLL CALL: Schmidtke, Jackstadt, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson and Koberna. ALL VOTED YES. Motion Carried.

MOTION By Mathes, second by Elliott to accept and place on file a Letter of Retirement of Captain Knight and Promotions for Lieutenant Jenna Deyoung to Rank of Captain, Sergeant Lori Gibbons to the Rank of Lieutenant, Patroiman Ryan Jones to the Rank of Sergeant. ALL VOTED YES, Motion Carried.

MOTION By Mathes, second by Davis to place on file the letter of Retirement from Captain Craig Knight. ALL VOTED YES. Motion Carried.

MOTION By Mathes, second by Jackstadt to place on file the Police Committee Minutes from May 7, 2019. ALL VOTED YES, Motion Carried.

MOTION By Schmidtke, second by Pickerell to place on file the Fire Department Report and the EMS report for the Month of April 201. ALL VOTED YES. Motion Carried.

MOTION By Eavenson, second by Koberna to place on file the Open & Closed Risk Management Committee Minutes from May 7, 2019 and the Closed Minutes stay Closed for six months. ALL VOTED YES. Motion Carried.

MOTION By Eavenson, second by Koberna to suspend the rule and place on final passage an Ordinance to replace the Risk Manager.

ROLL CALL: Schmidtke, Jackstadt, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson and Koberna. ALL VOTED YES. Motion Carried.

FINAL PASSAGE: Schmidtke, Jackstadt, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson and Koberna. ALL VOTED YES. Motion Carried.

MOTION By Elliott, second by Jackstadt to place on file the Economic Development & Negotiations Committee Meeting Minutes from May 7, 2019. ALL VOTED YES, Motion Carried.

MOTION By Jackstadt, second by Williams to suspend the rule and place on final passage an Ordinance confirming participation by the Mayor, Treasurer and Clerk in the Illinois Municipal Retirement Fund.

ROLL CALL: Schmidtke, Jackstadt, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson and Koberna. ALL VOTED YES. Motion Carried.

FINAL PASSAGE: Schmidtke, Jackstadt, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson and Koberna. ALL VOTED YES. Motion Carried.

MOTION By Jackstadt, second by Pickerell to approve an Ordinance confirming participation by Elected Aldermen in the Illinois Municipal Retirement Fund.

ROLL CALL: Schmidtke, Jackstadt, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson and Koberna. ALL VOTED YES, Motion Carried.

FINAL PASSAGE: Schmidtke, Jackstadt, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson and Koberna. ALL VOTED YES. Motion Carried.

MOTION By Jackstadt, second by Elliott to approve the Treasures Report for April 2019.

ROLL CALL: Schmidtke, Jackstadt, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson and Koberna. ALL VOTED YES. Motion Carried.

MOTION By Jackstadt, second by Mathes to approve the Payroll in the ending May 15, 2019 in the amount $784,430.16.

ROLL CALL: Schmidtke, Jackstadt, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson and Koberna. ALL VOTED YES. Motion Carried.

MOTION By Schmidtke, second by Williams to adjourn the City Council at 7:16 p.m. ALL

VOTED YES. Motion Carried.
