City of O'Fallon Community Development Committee met June 24.

Here is the minutes provided by the committee:

1.1 CALL TO ORDER: 6:00 PM

1.2 ROLL CALL - Committee members: Ray Holden, Chair, Kevin Hagerty, Nathan Parchman and Tom Vorce. Other Elected Officials Present: Herb Roach, Jessica Lotz, Dennis Muyleart, Dan Witt, and Mark Morton. Staff: Walter Denton, Grant Litteken, Ted Shekell, Justin Randall, Eric Van Hook, James Cavins, David Matevey, Kirk Brueggemann, Jeff Taylor, Andrew Dallner, Sandy Evans and April Mitchell.

1.3 Approval of Minutes from Previous Meeting– Motion made by Vorce, 2nd by Parchman, all ayes. Motion carried.

Items Requiring Council Action – July 1, 2019

2.1 Serra Honda – Planned Use (1st Reading) – Justin Randall gave a brief overview of the Serra Honda development at 1263 Central Park Drive. Randall indicated the project would be phased with the first phase being the construction of a storage lot, then a pre-owned dealership and a second dealership to be determined at a future date. A motion was made by Hagerty to move the planned use forward to the City Council, the motion was seconded by Vorce. The motion passed with a vote of 4 ayes to 0 nays. Randall indicated the item would be on the July 1, 2019 City Council agenda for 1st Reading.

2.2 SEPA – O’Fallon’s Fire Display (Motion) – Justin Randall provided an overview of the special event for the firework display at O’Fallon Family Sports Park on July 7, 2019. Randall indicated that this event would require the temporary shutdown of Venita Drive at the Frontage Road and just east of the roundabout at Simmons Road. A motion was made by Vorce to move the special event permit for the firework display forward to the City Council, the motion was seconded by Parchman. The motion passed with a vote of 4 ayes to 0 nays. Randall indicated the item would be on the July 1, 2019 City Council agenda as a motion from committee.

2.3 Intergovernmental Agreement with the City of Collinsville (Resolution) – Justin Randall provided a brief overview of the intergovernmental agreement with Collinsville for the use of the City of O’Fallon’s configuration and workflows for the recently implemented permitting software, Cityworks PLL. Randall indicated the City of Collinsville would compensate the City of O’Fallon $30,000 for the information. A motion was made by Hagerty to move the intergovernmental agreement with the City of Collinsville forward to the City Council, the motion was seconded by Vorce. The motion passed with a vote of 4 ayes to 0 nays. Randall indicated the item would be on the July 1, 2019 City Council agenda as a Resolution.

2.4-2.7 The Shops at Richland Creek – Planned Use, Business District and Redevelopment Agreement (1st Reading) – Justin Randall indicated to the committee that staff would be presenting Items 2.4 – 2.7 together as they were all a part of the same Shops at Richland Creek project. Randall provided a brief overview of the planned use, updated the committee on the cross-access between the retail center, Bank of Edwardsville and the project site. Randall indicated as a result of the discussion with the property owners, a seventh condition was recommended as follows “Owner/Subdivider hereby releases all right, title and interest under or by virtue of Grant of Cross Access Easement along the northern property line of parcel 03-36.0-401-014 dated and recorded on May 18, 2004, in Book 4029 at Page 538 as Document A01841731 in the Office of the Recorder of St. Clair County, Illinois.” Randall also provided the committee with an overview of the business district and TIF redevelopment agreement. Terry Bruckert, the City’s special counsel regarding the incentive package for the project informed the committee on the differences between a business district and TIF. A motion was made by Hagerty to move the four ordinances for the project forward to the City Council, the motion was seconded by Vorce. The motion passed with a vote of 4 ayes to 0 nays. Randall indicated the four items would be on the July 1, 2019 City Council agenda for 1st Reading.
