City of O'Fallon Community Development Committee met June 10.

Here is the minutes provided by the committee:

1.1 CALL TO ORDER: 5:45 PM

1.2 ROLL CALL - Committee members: Ray Holden, Chair, Jerry Albrecht, Kevin Hagerty, Todd Roach and Tom Vorce. Other Elected Officials Present: Herb Roach, Ross Rosenberg, Jessica Lotz, Dennis Muyleart, Dan Witt , Chris Monroe, and Matt Gilreath. Staff: Walter Denton, Grant Litteken, Ted Shekell, Justin Randall, David Matevey, Kirk Brueggemann, Brian Gimble, Sandy Evans and April Mitchell.

1.3 Approval of Minutes from Previous Meeting– Motion made by Vorce, 2nd by Albrecht, all ayes. Motion carried.

Items Requiring Council Action – June 3, 2019

2.1 The Shops at Richland Creek – Setting a Public Hearing (2nd Reading) – NO CHANGE – Justin Randall indicated there were no changes from 1st Reading for the proposed ordinance to set a public hearing for the proposed Business District for The Shops at Richland Creek. Randall indicated the item would be on the June 17, 2019 City Council agenda for 2nd Reading.

2.2 Mid America Commerce Center (2nd Reading) – NO CHANGE – Justin Randall indicated there were no changes from 1st Reading for the proposed planned use for Mid America Commerce Center and reminded the Committee there would be a resolution for the proposed preliminary plat for the development. Ted Shekell provided the Committee with a brief update on the Scott Air Force Base review and recommendation for stormwater controls. Randall indicated the item would be on the June 17, 2019 City Council agenda for 2nd Reading.

2.3 TIF Redevelopment Agreement with Alexander & Natalie James (Resolution) – Justin Randall provided a brief overview of the redevelopment agreement for 111 & 115 West State Street. Ted Shekell discussed the Central City TIF and the process these redevelopment agreements go through prior to reimbursement of the tax increment. A motion was made by Hagerty to move the redevelopment agreement with Alexander and Natalie James forward to the City Council, the motion was seconded by Vorce. The motion passed with a vote of 5 ayes to 0 nays.

2.2 SEPA – Relay For Life – Food Trucks (Motion) – Justin Randall provided an overview of the special event for the American Cancer Society at OTHS on Saturday, June 22, 2019 which would include food trucks. Randall indicated that this event had previously been approved administratively, but due to the food trucks, this year’s event needed City Council approval. A motion was made by Hagerty to move the special event permit for the American Cancer Society forward to the City Council, the motion was seconded by Vorce. The motion passed with a vote of 5 ayes to 0 nays.
