Call to Order
Minutes of a regular meeting of the Public Safety Committee of the City of O’Fallon, held in City Hall Council Chambers, 255 S. Lincoln, O’Fallon, Illinois, June 10, 2019. Meeting called to order 6:00 p.m.

Approval of Minutes
Chairman Hagarty declared a quorum present and requested a motion to approve the Minutes of May 13, 2019.
Alderman Gilreath made a motion to accept the Minutes of May 13, 2019 as presented and Alderman Rosenberg seconded the motion. All Ayes.
Items Requiring Council Action
2.1 SRO Intergovernmental Agreement with OTHS District 203
Chief Van Hook stated the agreement has been updated for the 2019-20 school year to reflect salary changes effective May 1st.
A motion was made by Alderman Gilreath to forward the SRO Intergovernmental Agreement with OTHS District 203 to City Council for approval and Alderman Monroe seconded the motion. All ayes.
2.2 Parking around O’Fallon Township High School (Smiley Campus)
This is a follow-up from the May Public Safety Meeting. The parking schedule/several ordinances have been cleaned up based on the residents’ concerns. New signage will be placed throughout the impacted area. Alderman Roach stated this is what the residents were seeking.
Chief Van Hook stated the new ordinance is very clear on parking restrictions. Signs will be placed well in advance of new school year. The SRO will work with school on communication of new parking restrictions.
Alderman Gilreath made a motion to forward the Ordinance amendments and Alderman Monroe seconded the Motion. All Ayes.
Other Business
3.1 Parking on 1st Street by the O’Fallon Station
Discussion on parking by the O’Fallon Station on 1st Street (Public Safety concern).
Resident Tim Stone was unable to attend meeting, but sent concerns/questions as follows:
Is there any intention to install security cameras? Would residents be able to access footage?
Currently, there are no cameras on O’Fallon Station. Chief Van Hook indicated this would be a Parks and City Administration decision. Residents will not be allowed to log into any of the City’s camera systems.
What is the best approach to enforcing individuals parking the Resident Only No Parking Zone on 1st Street?
In the past, Community Service Officers have been sent to these calls; however, they have no enforcement authority. Shift Commanders and Telecommunicators have been advised to send an Officer to future calls for any enforcement, including residents parking illegally/wrong direction. Residents may put out cones, but businesses may not.
Alderman Gilreath stated we need to have long-term solutions for parking issues. Chief Van Hook said Public Safety will continue to work with businesses and residents on enforcement, education, signage, etc. of 1st Street area parking concerns. Contact has been made to liquor establishments on container ordinances.
Alderman Gilreath gave kudos to the SCAT Team who have been present not only for enforcement, but community involvement as well.

Hearing no other new business, Chairman Hagarty called for a motion to adjourn. A motion to adjourn was made by Alderman Gilreath and Alderman Lotz seconded the motion. All ayes.
