Village of Fairmont City Board of Trustees met Sept. 4.

Here is the minutes provided by the board:

The meeting began with an opening prayer and pledge of allegiance.

President Michael Suarez called the meeting to order.

Clerk Richard Ramirez recorded attendance. The following were in attendance:

Trustees: David Suarez, Guadalupe Hernandez, Raul Munoz, Robert Belba, and Charles Arriola. Trustee Michael Fiudo was absent. Also, in attendance were Treasurer Juan Mena, Police Chief/Administrator, Scott Penny, and Fire Chief Robert Allen.

The motion to approve the minutes of the previous meeting of August 21, 2019 was made by David Suarez and seconded by Charles Arriola. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, pass; Raul Munoz, yes; Robert Belba, yes; Charles Arriola, yes. Trustee Michael Fiudo was absent.

Motion Passed

Treasurer's Report

Treasurer Mena reported the auditors should be done with the annual audit by the end of next week.

The treasurer would like to discuss and develop a policy concerning copied information for the meeting information delivered to the trustees and privacy issues.

Clerk's Report

Under Old Business the Clerk Ramirez presented a Business License Application, A2Z Furniture, 3380 Kingshighway, Amiee Ward, Owner. Ms. Ward was not present and Fire Chief Allen reported the fire inspection has not been completed and Chief Penny was not aware of the building inspection being completed. Since the required inspections had not been completed, the item was tabled once again.

Clerk Ramirez presented a Business License Application, Los Reyes Entertainment, LLC, OBA- Taqueria Los Reyes, 5903 Collinsville Road, a Restaurant, Jose Solis Meza Manager, also an Old Business item on the agenda.

The owner/manager was in attendance. There had been some miscommunication and the owner/manager thought attendance to this meeting was to arrange the inspections of the fire department and the building inspection. Mayor Suarez asked Mr. Meza and his interpreter to remain after the meeting to make the arrangements. Trustee Hernandez was able to explain the building inspector tried to get in touch with him at the number he provided but the voice went straight to a voice mail that was full.

Under New Business the clerk presented a Building Permit Application, AT&T Mobility c/o Network Real Estate, 3619 Collinsville Road, Adding Antennas, Crown Castle Owner.

With everything in order, the motion was made by Robert Belba and seconded by David Suarez to approve the Building Permit Application, AT&T Mobility c/o Network Real Estate, 3619 Collinsville Road, Adding Antennas, Crown Castle Owner. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; Robert Belba, yes; Charles Arriola, yes. Trustee Michael Fiudo was absent.

Report of Police Chief/ Administrator

Chief Penny reminded those present Flu Shots will be administered by Walgreens before the next meeting to be held Wednesday, September 18, 2019 between the hours of 4pm and 5pm for employees and 5pm and 6pm for the public at the Community Center.

Administrator Penny asked the board to approve the expense of Lieutenant Noe Marquez to attended the Annual Illinois Municipal League Conference September 19-21, 2019 in Chicago.

The motion was made by Robert Belba and seconded by Charles Arriola to approve the expense for Lieutenant Noe Marquez to attend the Annual Illinois Municipal League Conference to be held September 19-21, 2019. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; Robert Belba, yes; Charles Arriola, yes. Trustee Michael Fiudo was absent.

Report of Zoning Administrator - No Report

Report of Fire Chief

Fire Chief Allen reported the Tornado Siren was tested yesterday, Tuesday, September 3, 2019, the first Tuesday of the month, as is scheduled. The siren passed.

Fire Chief Allen reported the Vendor Showcase will be held on Thursday, September 26, 2019 at the Community Center. The fire chief asked the board for $500 to purchase drinks for the event.

The motion was made by David Suarez and seconded by Raul Munoz to approve the expense to purchase drinks for the Vendor Showcase to be held September 26, 2019, not to exceed $500.00. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; Robert Belba, yes; Charles Arriola, yes. Trustee Michael Fiudo was absent.

Fire Chief Allen also reported having numerous meetings with Illinois American Water regarding fire hydrants in the Stockyards. The chief has convinced the company a fire hydrant is necessary at the entrance to Environmental Operations at 1200 N. First Street. The install is a di icult one and is scheduled to begin by the end of the week. A break in a 24-inch main which resulted in a boil order for three days forced the rescheduling of the install.

The fire chief is still working with the water company on the hydrant he would like installed on the north side of Collinsville Road.

The chief is also working on his annual grant with the Illinois American Water Company for $1,000.00. The chief would like to replace a four-inch intake valve in the amount of $1,299.00 and asked the board to approve payment of the difference. The motion was made by Raul Munoz and seconded by David Suarez to approve the expense of the di erence of $299 from the Illinois American Water Grant to the Village of Fairmont City in the amount of &1,000.00 to replace an intake valve. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; Robert Belba, yes; Charles Arriola, yes. Trustee Michael Fiudo was absent.

Report of the Public Works Director

Public Works Director Roger Juenger has been approached by a local resident, Mark Wilder, who lives at 3001 N 61st Street regarding an easement off Drummond which runs through his yard. The grass there was being cut by a neighbor who is retiring the service.

There is also a tree there that Mr. Wilder is concern may fall on his house. Since the property is not his he believes the responsibility may be that of the village. It was agreed to research the ownership and act accordingly.

President's Report

Mayor Suarez reminded those present of the mass the new priest is dedicating to first responders on September 22, 2019 at 9am. He encouraged participation.

Mayor Suarez also reported he attended an Enterprise Zone meeting on September 2, 2019. The meeting was held regarding a request by the Village of Washington Park to join the group. There will be no additional cost to the other communities and it was unanimously agreed by the Enterprise Zoning Board to include Washington Park. The paperwork and a public hearing will be necessary to complete the agreement.

Public Comment

A local resident reported a speed bump on 43rd Street has been graffitied with gang identification.

Municipal Bills

The motion to approve payment of the bills as presented in the amount of $27,347.15 was made by Guadalupe Hernandez and seconded by Robert Belba. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; Robe Belba, yes; Charles Arriola, yes. Trustee Michael Fiudo was absent.

Adjournment

With that, a motion to adjourn the meeting was made by Charles Arriola and seconded by Guadalupe Hernandez. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; Robert Belba, yes; Charles Arriola, yes. Trustee Michael Fiudo was absent.
