The Board of Education of Community Unit School District No. 7 Madison County, Edwardsville, Illinois met in regular session at 7:30 p.m. at Woodland Elementary, 59 S. State Route 157, Edwardsville, IL 62025 on Monday, September 9, 2019. President Jill Bertels presided over the meeting. The following members answered roll call: Terri Dalla Riva, Lelan Olsen, Deb Pitts, Jennifer Brumback, John McDole, Katie Robberson and Jill Bertels. Also in attendance were: Dr. Jason Henderson, Superintendent; Nancy Spina, Assistant Superintendent of Personnel; Dave Courtney, Assistant Superintendent of Business Operations; Bill Miener, Director of Technology; Craig Bosomworth, Technology; Channel 10 Technician; Julia Biggs, Reporter for The Intelligencer; and Carey Francis, Secretary to the Superintendent.
Other administrators present were: Adam Garrett, Beth Renth, Cornelia Smith, Tara Fox, Vince Schlueter, Beth Crumbacher, Marvin Battle, Jasen Foster, Anthony McNeill, Steve Stuart and Tanya Patton.

Recognition of Those Wishing to Make Brief Statements
John Raymond, 4370 Bohn School Rd, Edwardsville, expressed to School Board members his displeasure that District 7 families have to pay for instructional material fees given the high property taxes they pay.
Karen Zimmermann, 6633 Fox View Dr, Edwardsville, expressed her concerns with Edwardsville’s TIFs and District 7’s involvement. Ms. Zimmermann respectfully asked the Board of Education to review the status of TIF 2 and TIF 4.

Board Committees, Special Committees
Lelan Olsen, Personnel Committee Chair, reported that the Personnel Committee met earlier this evening in open session to approve the action items on the agenda which will be presented later to the full board for approval.
Terri Dalla Riva, Policy Committee Chair, reported that the Policy Committee met on September 5, 2019 to begin an extensive review of the School Board Policy Manual with an Illinois Association of School Boards representative.
Deb Pitts, CAC Committee Board representative, reported that the CAC Committee met on September 5, 2019 to discuss duties, transparency, technology, career exploration and upcoming events.
Superintendent’s Report:
Dr. Henderson reported on the following:
Dr. Henderson commented on the extensive School Board Policy Customization that had begun on September 5, 2019. Dr. Henderson updated the School Board on ISBE’s requirements to file a reviewed and updated Bullying Policy by September 30 each school year. The Board will be asked to approve this policy at the September 23, 2019 Board meeting.
Dr. Henderson updated the Board on the following committees:
o Technology – A committee formed of teachers from all grade levels and subjects, specialists and school service personnel will meet to discuss opinions on devices, professional development and plans to implement changes over the next few years. This committee will meet 3 – 4 times a year.
o Strategic Planning – A committee of Administration, teachers, community members and Board members to assist the Board of Education in creating goals. Dr. Henderson indicated the committee is almost complete and will be meeting soon.
o Special Olympics - District 7 has been approached by the Special Olympics as one of three districts in the nation to showcase. The Special Olympics Unified Champion School Program leadership team is working on developing a process and tools to help school districts identify, examine and enhance social inclusiveness at the district and school levels. As a part of this process, Adam Garrett is forming a district leadership team and is looking for a board member who might be willing to serve on the team.
o SRO at EHS South – Dr. Henderson updated the Board that he will be moving forward with recommending the addition of a School Resource Officer at EHS South at the October 15 Board meeting. The City of Edwardsville is working with District 7 and has tentatively offered to cover 25% of the cost of this addition. Dr. Henderson would like the SRO to be in place by November 1.

A motion was made by Lelan Olsen and seconded by John McDole to approve the personnel action items.
I. DISCUSSION ITEMS
1. Jacob Ing; has been subbing as a Groundskeeper for District 7 since September 3, 2019. When he is hired in the same position this date will serve as the official date of employment by District 7 with respect to the above contractual legislative requirements.
2. Nancy Susemichel-Spiller; has been subbing as an Extraordinary Care Assistant at Edwardsville High School since August 13, 2019. When she is hired in the same position this date will serve as the official date of employment by District 7 with respect to the above contractual legislative requirements.
3. Frank Hanes; has been subbing as a Custodian at Lincoln Middle School since September 4, 2019. When he is hired in the same position this date will serve as the official date of employment by District 7 with respect to the above contractual legislative requirements.
4. Chad Cary; has been subbing as a Program Assistant at Liberty Middle School since August 14, 2019. When he is hired in the same position this date will serve as the official date of employment by District 7 with respect to the above contractual legislative requirements.
5. Jennifer Atchison; has been subbing as a Secretary A at Goshen Elementary School since September 6, 2019. When she is hired in the same position this date will serve as the official date of employment by District 7 with respect to the above contractual legislative requirements.
6. Frederick Patterson; has been subbing as a School Safety Officer at Nelson Elementary School since August 26, 2019. When he is hired in the same position this date will serve as the official date of employment by District 7 with respect to the above contractual legislative requirements.
7. Amanda Acord; has been subbing as a Program Assistant at Nelson Elementary School since September 6, 2019. When she is hired in the same position this date will serve as the official date of employment by District 7 with respect to the above contractual legislative requirements.
8. Lingyu Jin; has been subbing as a Monitor at Leclaire Elementary School since August 29, 2019. When she is hired in the same position this date will serve as the official date of employment by District 7 with respect to the above contractual legislative requirements.
9. Megan Webb; has been subbing as a Program Assistant at Leclaire Elementary School since August 19, 2019. When she is hired in the same position this date will serve as the official date of employment by District 7 with respect to the above contractual legislative requirements.

Questions and Announcements From the Board
John McDole thanked Dr. Henderson for how diligent he is in his communication with the Board members. He thanked Principals who had submitted a monthly report and let them know how much the information shared is appreciated. Mr. McDole specifically expressed his happiness over Project 612 for working with the community by giving leftover food to local food pantries.
Katie Robberson reminded the Board and those present about the Painting the Town Gold 5K fundraiser on September 14. This school year marks the highest number of participants and money raised so far for the fundraiser.
Lelan Olsen provided a reminder of the Tiger Ambush Classic on September 21, 2019.
Twenty-eight bands, several from local school districts, will be performing.
