Bethalto Community Unit School District met Oct. 24.

Here is the minutes provided by the Board:

Presiding: Mr. Tom Beiermann

Members Present: Mr. Meiser, Mr. Woelfel, Mrs. Rothe, Mr. Whaley, and Mr. Stassi.

Members Absent: Mr. Middleton.

Others Present: Dr. Jill Griffin, Superintendent; Dr. Barrett Deist, Assistant Superintendent of Finance and Operations and Dr. Kelly McClain, Director of Curriculum, Instruction and Assessment.

Minutes Taken By: Mrs. Rothe, Secretary Pro-Tem and Mrs. Fitzgerald, Secretary.

Call to Order

At 6:00 p.m., the Regular Meeting of the Board of Education of Bethalto Community Unit #8 was called to order.

Pledge of Allegiance

The Regular Meeting began with the Pledge of Allegiance to the U.S. Flag.

Informational Items

Making 8 Great – Debbie Combes

Dr. Griffin awarded this month’s Making 8 Great Award to Debbie Combes, who taught for over 33 years in some capacity for our district. In 2013 after she retired, she stayed on in a part-time capacity as a Reading Recovery teacher. Last year after Debbie had completed her 100 days, she came back to Parkside to help a group of struggling students. She has given our students the greatest gift of all: the ability to read.

Debbie thanked the Board for giving her the opportunity to continue to grow in reading. Debbie said it’s never “work” to come and teach kids to read!

ENCO Stipend Request- Jessica Eddy and Megan Trost

ENCO stands for Eagle Nation Community Outreach and is a group of special education and general education peers volunteering and working together, while building acceptance with their peers. Mrs. Eddy and Ms. Trost requested the Board’s consideration to add a stipend to the ENCO Club for the sponsors. They reported that there are about 30 students at each of their meetings, and they plan so many events for the students to participate in like: Food Drive with NHS, Bingo at Cedarhurst, Special Olympics, Bell Ringing, Kindness Week, the Homecoming Parade and beautification projects at the high school. They compared their club to others that have stipends and asked for the Board’s consideration of their request.

Updated BESPA Evaluation Plan – Kelly Mcclain ad Tina Lay

The last update to the BESPA Evaluation Plan was done in 2004. Dr. McClain suggested the evaluation plan needed less subjectivity in the rubrics. Dr. McClain and Mrs. Lay outlined the changes made to the existing plans. They described how things would be handled if a probationary employee gets an unsatisfactory rating and how the remediation plan works. They also updated job descriptions and added goals and achievements/recognitions to the evaluation plan.

Data Report – Kelly Mcclain

Dr. McClain reported on the IL School Report Cards for the district. Some of the snippets of data are: 14 percent of our students have IEPs (compared to the state average of 16 percent) 18/1 is our Student to Teacher ratio Teacher Attendance is at 86 percent, which is up from last year’s report Chronic Absenteeism for students is reduced Dr. McClain reported that our math scores are down, however our science scores are increasing and are above the state average on the Science Assessment. For English Language Arts, we are above the state average in several grade levels and we are above average in Student Growth in ELA. Dr. McClain reported that the schools are already working on curriculum updates in math, science, ELA and social studies.

It was moved by Meiser and seconded by Woelfel that expenditures in the amount of $2,147,098.30 be approved for payment.

Approved Minutes – Regular Meeting September 23, 2019

It was moved by Meiser and seconded by Woelfel to approve the open and closed session minutes from the Regular Board Meeting held on September 23, 2019, as presented.

Nays: None.

Administrative Reports

Reports/Updates were provided by the following administrators:

Dr. Kelly McClain, Director of Curriculum, Instruction and Assessment

Dr. McClain had nothing further to report on.

Mrs. Jennifer Weber, Special Education Coordinator

Mrs. Weber was not in attendance.

Dr. Barrett Deist, Assistant Superintendent of Operations and Finance, CSBO

Dr. Deist reported that the audit will be ready for approval at the November Board Meeting.

The following Administrators were at their buildings during the meeting because of Parent-Teacher Conferences:

Mr. Jay Stemmley, Director of Technology

Mr. Stemmley had nothing to report on this evening.

Mr. Bill Stratton, Director of Maintenance and Transportation

Mr. Stratton reported that he recently met with GRP to tour our buildings across the district to check on our potential Health Life Safety projects.

Dr. Jill Griffin, Superintendent

Dr. Griffin informed the Board that the building principals are all at their buildings for Parent-Teacher Conferences this evening. She went through some of the exciting things happening in our district sports: TMS Cross Country teams advanced to the state tournament, and it’s only the second year of that program! Hanna Butkovich and Hannah Loewen made it to state for Girls’ Tennis, which has never happened in CMHS history! Our high school football team won co-conference champs. Boys soccer is chasing the record for most wins, playing in the regional tournament. Senior night for Football, Cheerleading, Pazzazz and Band is tomorrow night! She also wanted to invite everyone to come out to the high school to see the production of CLUE.

Dr. Griffin explained that this was done It was moved by Meiser and seconded by Stassi to approve the College and Career Day for Seniors, which will be on April 14, 2020.

It was moved by Woelfel and seconded by Stassi to approve the annual LifeSavers Retreat to DuBois, IL December 6-8, 2019.

Approve Isbe Non-resident Tuition Waiver Application (Tabled)

Closed Session

At 7:05 p.m., it was moved by Rothe and seconded by Meiser to enter closed session to consider information regarding the appointment, employment, compensation, discipline, performance or dismissal of specific employees of or legal counsel for the Board of Education as provided under Section 2(c)(1); to discuss or engage in collective negotiating matters between the Board and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees, as provided under Section 2(c)(2); to discuss the setting of a price for sale or lease of property owned by the school board as provided under Section 2(c)(6); to discuss the sale or purchase of securities, investments or investments or investment contracts as provided under Section 2(c)(7); and specifically Section 2(c)(8) to discuss specific security measures at our facilities, of the Open Meetings Act (5ILCS 120/2). At 8:53 p.m. it was moved by Woelfel and seconded by Meiser to return to open session.

Personnel

Certified Transfer – Nicole Doyle – Ms Math to 2nd Grade

It was moved by Woelfel and seconded by Meiser to approve the transfer of Nicole Doyle from Math at Trimpe Middle School to 2nd Grade at Parkside Primary, effective 2020-21 school year.

Nays: None.

Non-certified Resignation – Traci Seely – Pre-k Teacher Aide

It was moved by Meiser and seconded by Woelfel to accept the resignation of Traci Seely as Pre-K Special Education Teacher Aide at Bethalto East, effective 12/19/2019.

Non-certified Change in Hours – Kristina Landers – Secretary/Monitor

It was moved by Meiser and seconded by Woelfel to approve the change in hours of Kristina Landers from Monitor (2hr)/Secretary(3.5hr) to Monitor(1.75hr)/Secretary(3.75hr), effective 10/25/2019.
