City of Collinsville City Council met Nov. 25.

A. CALL MEETING TO ORDER 

Mayor Miller called the meeting to order at 6:30 pm.

B. ROLL CALL 

Also present: City Manager Mitch Bair, Corporate Counsel Steve Giacoletto, and City Clerk Kim Wasser.

Motion to open Public Hearing by Councilman Green, seconded by Councilman Stehman. Roll call vote: Stehman - yes, Green - yes, Jerome - yes, Hausmann - yes, Miller - yes.

Staff Report: 

City Manager Bair advised this is a bi-annual budget (2020-2021) based on conservative projections. He indicated this is the first full year budgeting for the Parks and Recreation Department and Gateway Convention Center. He explained the City's approach to the budget is similar to that of a business plan in that profits are reinvested into Capital and Operations. Focus is placed on balanced revenues streams. This budget will include conservative new revenues from adult-use cannabis and racino.

He highlighted base revenues and expenditures within the budget: Revenues - 9.16% increase in EAV and 3% water/sewer rate increases Expenditures - 2% increase per year on average, 3% health insurance increase and 3% liability insurance increase

He outlined the Fund Balance Policy. A graph was displayed showing revenues by source over the next 2 years. He spoke of property tax revenues and indicated the City will capture EAV increases which is estimated at 9.16% for 2019. Reducing rate to 0.6819. He mentioned mentioned property tax allocation for 2019: 

Property Tax Allocation - total $2,873,576 

Corporate - $831,822 (28.9%) 

Police Pension - $1,231,810 (42.9%) 

Fire Pension - $809,944 (28.2%)

City Manager Bair projected an increase various tax revenues: 

Sales Tax revenue - 4.4% for 2020 and 2.8 % in 2021 

Home Rule Sales Tax - 2% increase for each year 

Income Tax revenues - 4% increase for each year 

Hotel Accommodation Tax - 3.7% increase for 2020 and 4.9% increase 2021 

Food and Beverage Tax - 4% increase in 2020 and 3% increase in 2021 

Utility Tax - 2.5% each year 

Water and Sewer Rates - 3% increase for each year 

Motor Fuel Tax - 40.5% increase in 2020 (due to State Gas Tax) and 2% in 2021

Next, he spoke of the Capital Projects Fund and General Fund. He indicated new programs within the Parks and Recreational Department and Gateway Convention Center will be accounted for as well as new business opportunities with sales taxes related to Adult Use Cannabis and Racino at Fairmount Park allowing for a full casino with revenues earmarked for Capital Projects.

He spoke of the need for new positions to include a Purchasing Agent in the Finance Department,

Associate Engineer for Public Works, Building Maintenance Tech at Gateway Center and full time housekeeper for city facilities.

Staff Report: 

City Manager Bair advised the report is the same as previous presented of the 2020-2021 Budget.

Councilman Jerome commended staff for submitting detailed information.

3. Ordinance Vacating Part of an Alley Located in Greene's Addition of Collinsville, in the City of Collinsville, Illinois (904 Vandalia) 

Travis Taylor, Community Development Senior Planner, advised this ordinance addresses a request to vacate a portion of an alley at the rear of 904 Vandalia. The property owner is looking to consolidate the parcels and market the property for commercial development.

A motion was made by Councilman Green, seconded by Councilman Jerome to approve. The motion carried by the following vote:

4. Ordinance Providing For and Amending the Collinsville Municipal Code of Ordinances with Regard to Administrative Appeals Processes Attachments:

Agenda Item Report Ordinance Staff Report to Planning Commission PC Minutes 11/14/19 - DRAFT Assistant City Manager Derek Jackson advised this ordinance would provide for and amend the administrative appeals process. This amendment provides for a Hearing Officer to preside over the appeal process in lieu of the Mayor, City Manager or Council. It also allows for any party to appeal the Hearing Officer's decision in Court.

A motion was made by Councilman Jerome, seconded by Councilman Hausmann to approve. The motion carried by the following vote:

5. Ordinance Amending Title 17 (Zoning) of the Collinsville Municipal Code Pertaining to Adult-Use Cannabis Business Establishments 

Asst. City Manager Jackson advised this ordinance allows for adult use cannabis businesses, establishes definitions and updates the land use matrix as well as outlining supplementary regulations. He indicated the ordinance was drafted from a sample model provided by the Illinois Municipal League. He advised a hearing was held before the Planning Commission who voted to recommend approval.

He spoke of supplementary requirements: * 4 adult use cannabis dispensaries * 1 adult use cannabis lounge * 100 feet or more from school, church, playground, public building and library * 1,500 feet or more from other dispensaries

He spoke of the application process, compliance with State licensing and regulations, odor control, and revocation process should an establishment fail to comply with requirements.

Councilman Jerome voiced his concerns regarding a cannabis lounge in which users will have to travel to and from the establishment potentially under the influence. He suggested removing the language to allow for a lounge due to safety reasons. He advised the need for addressing liability as there is not a insurance available for cannabis lounge facilities similar to that of dram shop insurance for liquor establishments. A discussion was had among the Council regarding the cannabis lounge. City Manager Bair advised a cannabis lounge is identified as a special use in which there is an application process that could address concerns regarding insurance liability.

City Manager Bair clarified zoning and advised adult use cannabis businesses are not permitted in residential zoned districts.

G. COUNCIL DISCUSSION 

1. McDill's Redevelopment Agreement:

City Manager Bair highlighted the McDill's Irish Pub redevelopment project. He advised they are seeking TIF #1 incentives to redevelop and expand their business. The total cost of the project is estimated at $1.7 million with TIF eligible costs at $1.2 million; however, staff is support of $460,000 incentive for the project (36% of total site development costs and 36.7% of TIF eligible site development costs). A 10 year City revenues is estimated at $585,340.

He outlined the project to include property acquisition and demolish of an abandoned home next to the property to allow for the expansion, sprinkler system, and permeable paver parking lot. The project will also address street and walkway improvements which was included in the Great Streets recommendations. He advised s site plan was previously approved by the Planning Commission. He spoke of projected revenues to increase upon completion of the project versus that of no development. He mentioned the positive impact the development would have on the neighborhood and mentioned potential improvements at Kruta's Bakery in the future.

Councilman Jerome inquired as to how long it would take for the City to recoup the incentive amount based on projected revenues to which City Manager Bair advised 7.4 years.

2. Glik's Development 

City Manager Bair spoke of the potential Glik's development project. He advised Glik's is looking to locating their corporate headquarters on ABC Parkway in Collinsville. The proposed building is 40,000 sf which will house an office, warehouse, distribution center and online sales. The project is estimated at $5.3 million with $1.6 million in TIF eligible expenses. The facility will have up to 80 jobs. The desire start date is the first quarter of 2020 with completion by first quarter of 2021. Conceptual renderings were displayed. He mentioned the economic impact the development could have on the City with regards to property tax and sales tax revenues.

Jeff and Jim Glik introduced themselves and thanked Council for the opportunity. They indicated they are the 4th generation owners and introduced the 5th generation member. Jim advised the first store was opened in 1897. They currently have 80 stores in 11 states. He spoke of how they selected Collinsville for the headquarters. He introduced their project manager and construction liaison.

A brief discussion was had regarding online sales versus store fronts. Councilman Green mentioned the boutique like setting they offer at their stores.

H. SPEAKERS FROM THE FLOOR

Phil Astrauskas spoke of TIF funds being offered for development. He mentioned a lawsuit against him by the City. He mentioned zoning issues at one of his rental properties which was purchased as a 6 unit.

Phil Astrauskas Jr. spoke of an interview by News Channel 4 regarding City Manager Bair's residency. He spoke of having pictures of a City vehicle at his (Bair) home in Missouri. He mentioned requirement of staff who have outside employment. He spoke of sales tax revenues.

Scott Rayho wished everyone a happy Thanksgiving. He spoke of his excitement for future developments. He thanked Corporate Counsel and Community Development for addressing amendments to the Municipal Code.

I. COMMENTS & ANNOUNCEMENTS - MAYOR

Mayor Miller spoke of the new plaque designating the Collins House as an Illinois landmark and part of the Illinois Historical Society. He wished everyone a happy Thanksgiving.

K. COMMENTS & ANNOUNCEMENTS - CITY STAFF 

Cindy Warke, Director of the Gateway Convention Center, announced the upcoming 26th annual Festival of Trees fundraiser scheduled for December 11, from 6-9 pm. She advised this year's recipient is the Collinsville Maryville Caseyville Rotary Club and proceeds from the event will help fund renovations at Glidden Park.

Parks and Recreation Director Kimberly Caughran announced upcoming events: 

Christmas at the Collins House and Light Up Parade - December 7 at 5:30 pm 

Christmas at the Farm (Willoughby Farm) - December 8, 1-3 pm 

Gingerbread House Workshop - December 10, 6-7:30 pm 

Black Friday Sale on 2020 season passes for the Aqua Park

Public Works Director Dennis Kress mentioned the free yard waste disposal for Collinsville residents to be held on December 7 from 8 am until 3 pm at the Street Garage.

Asst. City Manager Jackson gave an update on the recent invasive species sweep by volunteers at Woodland Park.

City Clerk Wasser read the Consent Agenda.

M. NEW BUSINESS 

1. Ordinance Amending the Collinsville Municipal Code Regarding the Day of the Week for Meetings of the City Council Attachments: Ordinance City Clerk Wasser advised this ordinance would amend Section 2.05 of the Municipal Code regarding the schedule for regular Council meetings. If approved, regular Council meetings will be held on the 2nd and 4th Tuesday of each month at 6:30 pm starting in January 2020.

A motion was made by Councilman Green, seconded by Councilman Hausmann to approve. The motion carried by the following vote:

2. Ordinance Amending Ordinance No. 4766 to Amend Territory and to Expand and Add Incentives to the Madison County Discovery Enterprise Zone 

Overview by City Manager Bair, who advised this would expand the Madison County Discovery Enterprise Zone to include additional properties within the district as well as Beverly Lane and Ramada Blvd. along Rt. 157. An additional ordinance is forthcoming which will allow for property tax abatement as an incentive within the enterprise zone. A motion was made by Councilman Hausmann, seconded by Councilman Green to approve. The motion carried by the following vote:

P. ANNOUNCEMENTS

1. In order to accommodate for year-end projects and schedules, the next Council meeting will be held on Monday, December 16, 2019 at 6:30 pm instead of December 9. This will be the last Council meeting for 2019. City Clerk Wasser announced that City Hall would be closed on Thursday and Friday for the Thanksgiving holiday. She advised the next Council meeting is scheduled for Monday, December 16 at 6:30 pm.

Mayor Miller announced the kickoff of the Kahoks Basketball Team and wished them the best.
