City of Granite City City Council met Nov. 5.

Here is the minutes provided by the council:

Mayor ED Hagnauer called the City Council Meeting to order at 7:03 p.m.

ATTENDANCE ROLL CALL: McDowell, Schmidtke, Jackstadt, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson, Koberna, Clerk Whitaker and Mayor Hagnauer were present.

MOTION By Eavenson, second by Koberna to approve the City Council Minutes from October 15, 2019. ALL VOTED YES. Motion Carried.

MOTION By Davis, second by Mathes to approve the request for Street Closure for Mechelle Smith for Elf Walk 2019/Mistletoe Market Vendors on Saturday December 7, 2019 from 9:00 a.m.-6:00 p.m. ALL VOTED YES. Motion Carried.

MOTION By McDowell, second by Jackstadt to Place on File the Agenda for the Board of Appeals on November 7, 2019 at 5:00 p.m. ALL VOTED YES. Motion Carried.

MOTION By McDowell, second by Elliott to approve the Curb Cut for 3421 Maryville Rd. ALL VOTED YES. Motion Carried.

MOTION By McDowell, second by Pickerell to approve a Resolution for the Demo or Repair at 2147 Lee Ave. 

ROLL CALL: McDowell, Schmidtke, Jackstadt, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson and Koberna. ALL VOTED YES. Motion Carried.

MOTION By Koberna, second by Davis to suspend the rule and place on final passage an Ordinance to Prohibit Vaping by Underage Persons. 

ROLL CALL: McDowell, Schmidtke, Jackstadt, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson and Koberna. ALL VOTED YES. Motion Carried.

FINALE PASSAGE: McDowell, Schmidtke, Jackstadt, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson and Koberna. ALL VOTED YES. Motion Carried. 

MOTION By Koberna, second by McDowell to suspend the rule and place on final passage an Ordinance amending Chapter 1.24 of the Granite City Municipal Code. 

ROLL CALL: McDowell, Schmidtke, Jackstadt, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson and Koberna. ALL VOTED YES. Motion Carried.

FINALE PASSAGE: McDowell, Schmidtke, Jackstadt, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson and Koberna. ALL VOTED YES. Motion Carried.

MOTION By Pickerell, second by Jackstadt to suspend the rule and place on final passage an Ordinance Regulating the installation of underground facilities near or around City-owned or utilized utility facilities. 

ROLL CALL: McDowell, Schmidtke, Jackstadt, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson and Koberna. ALL VOTED YES. Motion Carried.

MOTION By Pickerell, second by Davis to suspend the rule and place on final passage an Ordinance restricting parking in front of 2330 lowa Street. 

ROLL CALL: McDowell, Schmidtke, Jackstadt, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson and Koberna. ALL VOTED YES. Motion Carried.

MOTION By Pickerell, second by Koberna to place on file the Public Works Committee Meeting Minutes from October 15, 2019. ALL VOTED YES. Motion Carried.

MOTION By Schmidtke, second by Eavenson to suspend the rule and place on final passage an Ordinance to declare surplus and to scrap a motor vehicle. 

ROLL CALL: McDowell, Schmidtke, Jackstadt, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson and Koberna. ALL VOTED YES. Motion Carried.

FINALE PASSAGE: McDowell, Schmidtke, Jackstadt, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson and Koberna. ALL VOTED YES, Motion Carried.

MOTION By Eavenson, second by Koberna to place on file the Risk Management Committee Minutes from October 15, 2019 and the Closed Risk Management Committee Minutes stay Closed for six months. ALL VOTED YES. Motion Carried.

MOTION By Eavenson, second by Koberna to give the Attorney settlement authority as discussed in Closed Session tonight. 

ROLL CALL: McDowell, Schmidtke, Jackstadt, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson and Koberna. ALL VOTED YES. Motion Carried.

MOTION By Elliott, second by Jackstadt to place on file the Economic Committee Minutes from October 15, 2019 and Closed Economic Committee Minutes stay closed for six months. ALL VOTED YES. Motion Carried.

MOTION By Jackstadt, second by Koberna to approve and engineering agreement for Granite City Sanitary Sewer System upgrades IEPA loan project. ROLL CALL: McDowell, Schmidtke, Jackstadt, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson and Koberna. ALL VOTED YES. Motion Carried.

MOTION By Jackstadt, second by Mathes to suspend the rule and place on final passage an Ordinance no. 8773 and Ordinance 8787. The hire of Counsel regarding the sale of the City Waste Water Collection System. 

ROLL CALL: McDowell, Schmidtke, Jackstadt, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson and Koberna. ALL VOTED YES. Motion Carried.

FINALE PASSAGE: McDowell, Schmidtke, Jackstadt, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson and Koberna. ALL VOTED YES. Motion Carried.

MOTION By Jackstadt, second by McDowell to approve the Payroll in the amount of $695,848.85. 

ROLL CALL: McDowell, Schmidtke, Jackstadt, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson and Koberna. ALL VOTED YES. Motion Carried.

MOTION By Jackstadt, second by Eavenson to approve the Bill List in the amount of $2,670,476.09. 

ROLL CALL: McDowell, Schmidtke, Jackstadt, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson and Koberna. ALL VOTED YES. Motion Carried.

MOTION By Jackstadt, second by Mathes to place on file the Finance Committee Meeting Minutes for October 15, 2019.

MOTION By McDowell, second by Mathes to accept the Bid for surplus vehicles from the Public Works Department. 

ROLL CALL: McDowell, Schmidtke, Jackstadt, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson and Koberna. ALL VOTED YES. Motion Carried.

MOTION By Schmidtke, second by Pickerell to adjourn the City Council Meeting at 7:23p.m. ALL VOTED YES, Motion Carried.
