City of Lebanon City Council met Nov. 25.

Here is the agenda provided by the council:

The council met in regular session in the council chambers with Mayor Wilken presiding. The meeting was called to order at 7:00 p.m.

                 Roll Call:  Aldermen Fero, Gale, Jenkins, Mack and Witty – present. 

                 Aldermen Diliberto, Wright and Zurliene - absent

Mayor Wilken led the council and assembly in the Pledge of Allegiance.

Aldermen Fero/Gale MOTIONED to approve the minutes of the previous meeting as presented with corrections.  

                 Roll Call: Aldermen Fero, Gale, Jenkins, Mack and Witty –  5 yeas.  

                MOTION carried. 5-0

Aldermen Gale/Witty MOTIONED to approve the bills as presented.

                    Roll Call: Aldermen Fero, Gale, Jenkins, Mack and Witty –  5 yeas.  

                    MOTION carried. 5-0

COMMITTEE REPORTS:

Streets/Alleys – MEET December 2, 2019 at 7:00 p.m.

Alderman Zurliene entered chamber at 7:05 p.m. 

Finance – MEET December 16, 2019 at 7:00 p.m.

            1.  Committee recommendation to approve the purchase of the Corkil Insurance Agency risk management with the Sales Interruption Insurance

                     Roll Call: Aldermen Fero, Gale, Jenkins, Mack, Witty and Zurliene –  6 yeas.  

                     MOTION carried. 6-0

Ordinance – MEET December 2, 2019 at 7:00 p.m.

            1.  Aldermen Fero/Gale MOTIONED to approve AMENDING SECTION 2-29 OF THE CODE OF ORDINANCES, CITY OF LEBANON, ILLINOIS TO CHANGE EACH OF THE IGHT STANDING COMMITTEES THERE DESIGNATED INTO A COMMITTEE OF THE WHOLE CITY COUNCIL TO ADDRESS THE SUBJECT PREVIOUSLY ADDRESSED BY THE STANDING COMMITTEE

                     Roll Call: Aldermen Fero, Gale, Jenkins, Mack, Witty and Zurliene –  6 yeas.  

                     MOTION carried. 6-0

2.  Aldermen Fero/Gale MOTIONED to approve to add to the Fee Schedule the Food Truck Permit Fee of $50.00 for a one-year permit

                      Roll Call: Aldermen Fero, Gale, Jenkins, Mack, Witty and Zurliene –  6 yeas.  

                     MOTION carried. 6-0

3.   Aldermen Fero/Jenkins MOTIONED to approve AN ORDINANCE AMENDING CHAPTER 24 OF THE CITY CODE BY THE ADDITION OF ARTICLE VI RELATING TO THE ADULT USE OF CANNABIS 

                     Roll Call: Aldermen Fero, Gale, Jenkins, Mack, Witty and Zurliene –  6 yeas.  

                     MOTION carried. 6-0

4.  Aldermen Gale/Jenkins MOTIONED to approve AN ORDINANCE AMENDING THE MUNICIPLA CODE OF THE CITY OF LEBANON BY THE ADDITION OF ARTICLE IX TO CHAPTER 30 IMPOSING A MUNICIPAL CANNABIS RETAILER’S OCCUPATION TAX

                   Roll Call: Aldermen Fero, Gale, Jenkins, Mack, Witty and Zurliene –  6 yeas.  

                   MOTION carried. 6-0

Health/Safety – MEET December 16, 2019 at 7:00 p.m.

Public Property –  MEET December 2, 2019 at 7:00 p.m.

            1.  Update on the mini park fence estimates and they are  $4,205, $5,118, $ 6,205.

Personnel  – MEET December 16, 2019 at 7:00 p.m.

            1.  Rescheduled the meeting concerning the reorganization of the Admin area for December 13 at 1:30 p.m.

            1.  Aldermen Fero/Gale MOTIONED to approve AN ORDINANCE PROVIDING FOR THE ANNUAL TAX LEVY OF THE CITY OF LEBANON, COUNTY OF ST CLAIR, ILLINOIS FOR THE FISCAL YEAR COMMENCING ON THE FIRST DAY OF MAY 2019 AND ENDING APRIL 30, 2020.

                  Roll Call: Aldermen Fero, Gale, Jenkins, Mack, Witty and Zurliene –  6 yeas.  

                  MOTION carried. 6-0

            1.  Aldermen Fero/Gale MOTIONED to approve an Ordinance APPROVING SECOND AMENDMENT TO CONTRACT WITH ALLIED WASTE TRANSPORTATION, INC. D/B/A REPUBLIC SERVICES OF EDWARDSVILLE FOR TRASH COLLCTIOON AND DISPOSAL SERVICES 

                 Roll Call: Aldermen Fero, Gale, Jenkins, Mack, Witty and Zurliene –  6 yeas.  

                MOTION carried. 6-0

Adjournment – with no further business to be conducted, Aldermen Fero/Gale moved to adjourn the meeting.  Hand vote to approve –  6yeas, 2 absent.  Motion carried.  Meeting adjourned at 8:35 p.m.
