Roll Call

Proclamation designating March 9-13, 2020 as Girl Scout Week. Mayor Wilken will introduce the Lebanon Girls Scout Troops to lead the council and assembly in the Pledge of Allegiance.

1. Approval of minutes of previous meeting

2. Committee recommends approval of the McKendree 4th Annual Let’s Get Physical 5K-10K race on April 25, 2020.

3. Committee recommends approval for tree removal that is lifting the sidewalk at 318 W. St Louis St COMMITTEE REPPORTS:

Streets/Alleys – Meet April 6, 2020 at 7:00 p.m.

1. Committee recommends approval of the BACA (Bikers Against Child Abuse) request to collect at the stop light on Friday May 15th from 3 p.m. to 7 p.m. and Saturday May 16th from 8 a.m. to 12:00 p.m. Request also that the stoplight be flashing.

Finance – MEET March 16, 2020 at 7:00 p.m.

1. Discussion and motion to approve acceptance of Illinois Fleet Card Program.

Ordinance – Meet April 6, 2020 at 7:00 p.m.

1. Recommend that a letter be sent to all businesses in historic district informing them that they need to request a certificate of appropriateness from the planning commission for illuminated signs in windows if they do not already have one with 90 days of the date of the letter. Signs cannot flash or blink, one sign per business per window is allowed that does not cover more than 25% of the window. If an illuminated sign is non-conforming or the business is requesting an exception, the sign must be approved by the planning commission, or removed.

2. Notify planning commission, building owners and businesses that any repairs, window upgrades or changes to the exterior appearance of the buildings in the historic district cannot change the appearance or look of the building. As long as the look and feel of the materials is the same as

the original structure, modern materials may be used with the written approval of the planning commission.

3. Recommend that the inspection fee be set at $100 for all residential dwellings as defined in the ordinances. An individual dwelling in a multiple dwelling structure is considered a dwelling for this purpose and will be inspected separately. The occupancy permit is to remain at $20.

4. Recommendation that the street department check that no parking signs are in place on both sides of north Alton St. from Belleville St to Summerfield St. The parking ordinance (Sec. 32- 169(b)) shall be changed to add no parking on both side of north Alton between Summerfield St and the north property line of cemetery property owned by the city.

5. Recommendation that McKendree University be sent a letter requesting that they assist and ensure that vehicles from their patrons are not parked on cemetery property during university events.
