a. Resolution, re: Finance Committee bills be allowed and payment be made.

b. Resolution, re: The City Council of the City of Alton, Illinois deems it is necessary and appropriate to amend the definition of Temporary Housing and that the attached ordinance be considered.

c. Resolution, re: The Illinois Open Meetings Act prohibits a public body from taking final action on a matter that is not properly posted on the agenda for the meeting of that public body at which that action is taken and that the attached ordinance be considered.

d. Resolution, re: To commence with demolition proceedings concerning 912 McKinley Blvd.

e. Resolution, re: The City Council of the City of Alton, Illinois that said Council has examined the minutes of all closed executive sessions to the date hereof, not previously made public, and determines that there is no continuing need for confidentiality.

f. Resolution, re: That all everyday expenses the City including payroll shall continue to be paid until a new annual budget can be approved.

g. Resolution, re: That Riley Street between Johnson and Della Streets be closed on April 10, 2020 to facilitate a community block party.

j. Resolution, re: That officials of the Dept. of Planning & Development are hereby authorized and directed to accept transfer of real property commonly known as 2617 Yager Ave.

Resolution, re: State laws have been amended where no one under twenty-one (21) years of age shall buy any tobacco product, electronic cigarette, or alternative nicotine product and the current city ordinance should be amended to include new tobacco alternatives and to reflect those changes in the state law and that the attached ordinance be considered.

l. Resolution, re: That the Mayor and appropriate officials are hereby authorized and directed to execute on behalf of the City of Alton the attached ALTON HOUSING AUTHORITY AGREEMENT FOR THE PROVISION OF SUPPLEMENTAL POLICE SERVICES.

m. Resolution, re: Bid #2020-09, Mowing Services for City and County Owned Properties for Building & Zoning.

n. Resolution, re: Bid #2020 – 10, Mowing and Trimming Services for various departments.

a. Ordinance No. 7747. An Ordinance amending Section 6 of Chapter 8 of Title 1 of the City Code of the City of Alton pertaining to depositories designated. (LAY-OVER)

b. Ordinance No. 7748. An Ordinance amending Section 1 of Chapter 2 of Title 9 of the City Code of the City of Alton pertaining to temporary housing. (SUSPEND RULESADOPT)

c. Ordinance No. 7749. An Ordinance amending Section 5 of Chapter 5 of Title 1 of the City Code of the City of Alton pertaining to City Council rules and procedures to assure compliance with the Illinois Open Meetings Act. (SUSPEND RULES-ADOPT)

12. APPROVAL OF ACTIONS TAKEN UNDER SUSPENSION OF RULES AT PRIOR MEETING.

a. Resolution, re: Bids were received by the Illinois Department of Transportation for the IL 140/111 at Parker Road and Swinney Street Intersection Improvement also known as Section 16-00239-00-PV located at the entrance to Gordon F. Moore Community Park and that the City of Alton concurs with the Illinois Department of Transportation’s award of the construction contract for the project to the low bidder.

b. Resolution, re: That the City Treasurer is hereby authorized and directed to make payment from the Western Military Academy Memorial Site Fund to Dave Thomas Design in the amount of $2,257.50 pursuant to the minutes and invoice.

c. Resolution, re: That the City Treasurer is hereby authorized and directed to make payment from the Alton Municipal Band Fund to Debbie Kelley for $30.00, Martha Roberts for $30.00, and Julie McPike for $211.00 for a total of $271.00 pursuant to the minutes attached.

d. Resolution, re: Alton Half Marathon Group is sponsoring a Half Marathon Run in The City of Alton and will require the temporary closure of the outermost northbound lane of US Route 67 (The Clark Bridge) from the Alton City limits to Illinois Route 143, and the outermost eastbound lane of Illinois Route 143 from US Route 67 (The Clark Bridge) to the Broadway Connector, and the outermost eastbound lane of Illinois Route 143 from the Broadway Connector to the Melvin Price Lock and Dam way, a State Highway in the City of Alton on March 21, 2020.
