City of Lebanon Plan Commission met Feb. 6.

Meeting Called to Order: Jeffrey Fairlie, Chairman

Motion to approve the minutes from December 5, 2019 (with correction of present members)

•Motion: Robin Schultze      2nd Darren Cross      Vote: All In favor

Agenda Item 1: Special Use Permit.

Discussion: Property is on the North-east corner of East St. Louis St. and North Herman. The structure will be built on the North side of the existing building. A picture was shown of the type of structure which would be built, secured by a fence and properly landscaped. The property will be leased from Masonic Lodge by Metro Communications. Their representative, Mr. Poulos, assured us that the company would comply with the stipulations of our ordnances Sections 36-125 and 36-666.

Motion to approve the special use permit for part of the property owned by Masonic Lodge (parcel # 05-19.0-402-016) for a fiber optic substation facility.

Item 2: Certificate of Appropriateness with regard to Business Signs

Discussion: In accordance with Article IV Signs Section 36-413 “No sign shall be erected in the city without a permit issued to confirm compliance with this article.” In the Historic District, Section 36-471, states that “No sign permit will be issued without a certificate of appropriateness as reviewed and recommended by the plan commission”. We are aware of situations where signs are erected without our knowledge. The rules are well defined and need to be followed. The plan commission feels that this extra step of coming before the Plan Commission with every sign should be changed and allow the City Official to approve a sign provided it is in compliance with all of the details defined in Article IV Signs. If the City Official feels that the sign is not in accordance with our ordinance, then the issue should be taken up with the Plan Commission at their next scheduled meeting. Sign complaints should be taken up with the Code Enforcement Officer.

Item 3: Window Replacement at 214 E. St. Louis Street

Discussion: Plan Commission considers this to be required maintenance as defined by ICC Building Code and confirmed by the Code Enforcement Officer to insure the safety of those passing by the windows which are cracked and nearly falling out of the frame. The replacement window will be very similar to the existing windows and must be special ordered; therefore, it is important for the property owner to know that this repair is in compliance with the regulations of the historic district.
