City of Collinsville Planning Committee met February 13

City of Collinsville Planning Committee met Feb. 13.

Here is the minutes provided by the committee:

Brennan called the meeting to order at 7:03pm. The following members were present and answering roll call: Brennan, Malench, Marconi, and Young. Glotfelty was absent. Also Present: Assistant City Manager & Community Development Department Director Derek Jackson, Planning Commission Chairman Scott Rayho.

SPEAKERS FROM THE FLOOR - NONE

APPROVAL OF MINUTES: Young made a motion to approve the December 19, 2019 meeting minutes with correction of a spelling error in the Comments from Committee members section. Seconded by Malench. Voice vote: All Ayes. Motion approved (4-0)

DISCUSSION 5.1 Collinsville Sustainability Plan Jackson presented an update to the Sustainability Plan. Jackson presented a tentative schedule for the sustainability plan, including a public outreach period, revision period, and final routing for approvals. Jackson stated that he will send the Committee scheduled dates for the open houses which will occur at the Collinsville Public Library and City Hall. Jackson also stated that staff will being crafting two surveys – one for residents and one for businesses in town.

5.2 Committee Mission Statement Brennan presented two draft missions statements based on the feedback the Committee provided in October of 2019. The Committee reviewed the two statements and decided to go with the following. “Our mission is to improve the quality of life for local community members as ambassadors of sustainability. We serve as advisers to Collinsville City Council as well as to civic committees, schools, organizations, and citizens. Our work as environmental, social, and economic stewards is rooted in our love for Earth, concern for community, and responsibility to future generations.” Jackson stated that he will add the mission statement to the Committee’s page on the City website.

OLD BUSINESS – NONE

STAFF REPORT 7.1 2020 Electric Waste Drive Jackson informed the Committee that the County has chosen Collinsville to host another electronic recycling waste event in 2020, with a tentative date set for May 16, 2020. Jackson stated that the County was very satisfied with the turnout in 2019 and found the Activity Center/Aqua Park a suitable site for drop-offs.

COMMENTS FROM COMMITTEE MEMBERS Young shared with the Committee that he is now selling electricity back to Ameren at his home on Juda Avenue. Brennan shared with the Committee that the YCMA will be hosting an event at Gateway Convention Center on Wednesday January 29, 2020, and that the YMCA will be sharing information regarding programs, the new teen group, and other volunteering opportunities. Brennan invited the entire Committee to attend the event.

ITEMS FOR FEBRUARY 10th MEETING AGENDA Jackson stated that the next meeting will be February 10th, 2020. Jackson said the meeting change is due to the regular meeting date, March 17th, being Presidents Day. Jackson stated that he will have an update on the sustainability plan survey, established dates for the open houses, and a guest speaker from Ameren Illinois on the next meeting agenda.

Jackson stated that he will being planning a date in March of 2020 for the Committee’s adopt a highway program along Collinsville Road.

Motion to adjourn made by Malench, seconded by Marconi. Voice Vote: All Ayes. Motion Approved (4-0)
