Village of Smithton Board of Trustees met Dec. 17.

Here is the minutes provided by the board:

The Village Board meeting was called to order at 7:30pm with everyone reciting the Pledge of Allegiance. Trustees Yoch, Becherer, Rogers, Elbe, Henning and Mourey answered roll call.

CLERK’S REPORT

The Board received a copy. A motion was made by Trustee Yoch which was seconded by Trustee Becherer to approve the minutes from the board meeting that was held on December 3, 2019. Roll call was taken: Trustee Yoch, aye; Trustee Becherer, aye; Trustee Rogers, aye; Trustee Elbe, aye; Trustee Henning, aye; Trustee Mourey, aye. Motion was granted.

TREASURER’S REPORT

The board received a copy.

GOOD OF THE VILLAGE – No items.

POLICE CHIEF’S REPORT – No report.

ENGINEER’S REPORT

PARK GRANT APPLICATION – Engineer Saeger received a call from Dean Pruett who told him that the Village has been recommended for approval for the grant. More information will come later.

CDBG – Plans should be completed on Friday. There will be a set delivered to the County Grants Commission for their review. After they review the plans the project can be put out for bid.

EAST/WEST GATEWAY GRANT APPLICATION – No update.

HEALTH OFFICER’S REPORT: No report.

SAFETY COMMITTEE

Mayor Smallwood reported that there is a Safety Committee Meeting scheduled for January 2, 2019 at 10:00am, if needed.

ZONING BOARD REPORT

Zoning Administrator Saeger reported that there were two zoning hearings December 9, 2019. A variance request for shed height and roofpeak at 215 S. Hickory St. was approved. The zoning board reviewed the final plat for the Villas at Sand Rock Creek. The zoning board members recommended that the final plat be approved by the trustees with the condition that sidewalks will be installed, and that the easement next to the highway needs to be enlarged to ensure room for the access road to the lift stations. Trustee Yoch made a motion which was seconded by Trustee Mourey to accept the recommendation of the zoning board to approve the final plat for the Villas at Sand Rock Creek with the conditions of ensuring the installation of sidewalks and enlarging the easement area next to the highway. Roll call was taken: Trustee Yoch, aye; Trustee Mourey, aye; Trustee Becherer, aye; Trustee Rogers, aye; Trustee Elbe, aye; Trustee Henning, aye. Motion was granted.

SUPERVISORS REPORT

Supervisor Klein reported that the new street department truck was picked up from the dealer and the undercoating has been finished. The village logo will be put on the doors.

The crew has been plowing the streets and trying to keep them clear of snow.

ATTORNEY’S REPORT

Attorney Durso is reviewing the rental property registration/inspection ordinance.

Trustee Yoch made a motion which was seconded by Trustee Becherer to accept the officer’s reports as given. All were in favor. Motion was granted.

COMMITTEE AS A WHOLE

Mayor Smallwood reported that there was a Committee As a Whole meeting on December 10, 2019. The items will be discussed under the individual committee reports. Trustee Yoch made a motion which was seconded by Trustee Becherer to approve the minutes from the Committee As a Whole meeting on December 10, 2019. Roll call was taken: Trustee Yoch, aye; Trustee Becherer, aye; Trustee Rogers, aye; Trustee Elbe, aye; Trustee Henning, aye; Trustee Mourey, aye. Motion was granted.

FINANCE & INSURANCE COMMITTEE

Trustee Becherer asked the trustees to start preparing their budget information.

STREET & UTILITY COMMITTEE

WASTEWATER LAGOON PROPERTY LEASE

Trustee Rogers informed the trustees that they had three bids in their packets to review for leasing the wastewater lagoon property. Trustee Rogers made a motion which was seconded by Trustee Yoch to accept the bid for leasing the wastewater lagoon property to Paul Otten for a one-year period at $185.00 per acre, for a total of $2645.50. Roll call was taken: Trustee Rogers, aye; Trustee Yoch, aye; Trustee Becherer, aye; Trustee Elbe, aye; Trustee Henning, aye; Trustee Mourey, aye. Motion was granted.

NEW STREET DEPARTMENT TRUCK – This item will be removed from the agenda.

STORM WATER DRAINAGE – No update.

POLICE COMMITTEE – No report.

PARK & CEMETERY COMMITTEE

RESOLUTION OF PARC GRANT

Trustee Henning reported that the park grant stipulates that the money be spent on indoor facilities. The grant application is due on January 17, 2020. Trustee Yoch stated that the Commercial Club has offered to pay half of the costs for new ceiling tiles, but they are unaware of the costs involved yet. Engineer Saeger stated the minimum amount of the grant money spent must be $25,000.00, and it must be a bondable or brick and mortar project. Saeger will call them for more details to see if tearing down the old storage shed in the park and rebuilding it would qualify. The board will discuss this further after Saeger gets more details.

CAMERAS AT THE PARK, POLICE DEPARTMENT & MAINTENANCE SHED – No update.

PARK BUILDING GRANT – No update.

MEPRD FY20 PARK & TRAIL GRANT PROGRAM

Trustee Henning is working with Engineer Saeger on the possibility of getting grant money to extend the bike trail south of town.

GRAVESTONE REPAIRS

Trustee Henning stated that Weiss Monument submitted a bid to repair the gravestones. 911 MEMORIAL

Trustee Henning reported that the foundation for the memorial has been set. The street crew ran a conduit for power to the memorial.

PARK TREES & LAKE ROCK – No update.

ORDINANCE COMMITTEE

ORDINANCE 927-IRRIGATION METERS

Trustee Yoch made a motion which was seconded by Trustee Rogers for Clerk Parker to read Ordinance 927 by title only. Roll call was taken: Trustee Yoch, aye; Trustee Rogers, aye; Trustee Becherer, aye; Trustee Elbe, aye; Trustee Henning, aye; Trustee Mourey, aye. Motion was granted. After Parker read Ordinance 927 by title only, Trustee Yoch made a motion which was seconded by Trustee Rogers to pass Ordinance 927. Trustee Yoch made a motion which was seconded by Trustee Rogers for Clerk Parker to read Ordinance 929 by title only. Roll call was taken: Trustee Yoch, aye; Trustee Rogers, aye; Trustee Becherer, aye; Trustee Elbe, aye; Trustee Henning, aye; Trustee Mourey, aye. Motion was granted. After Parker read Ordinance 929 by title only, Trustee Yoch made a motion which was seconded by Trustee Rogers to pass Ordinance 929. RENTAL PROPERTY REGISTRATION/INSPECTION ORDINANCE

Trustee Yoch has forwarded the revised ordinance to Attorney Durso. Durso will meet with the Chief of Police and the Ordinance Committee after he reviews it.

ORDINANCE VIOLATIONS – No update.

ANNEXATION AND BUILDING COMMITTEE

SALT STORAGE BUILDING – No report.

COMMUNITY GARDEN – No report.

VILLAGE HALL GENERATOR – No report.

BILLS AND PAYROLL

Trustee Becherer made a motion which was seconded by Trustee Rogers to authorize Clerk Parker to pay payroll from November 30, 2019 through December 13, 2019. Roll call was taken: Trustee Becherer, aye; Trustee Yoch, aye; Trustee Rogers, aye; Trustee Elbe, aye; Trustee Henning, aye; Trustee Mourey, aye. Motion was granted.

COMMUNICATIONS: No items.

UNFINISHED BUSINESS: No items.

NEW BUSINESS: No items.

GOOD OF THE VILLAGE: Raquel Vice addressed the board on behalf of the Chamber of Commerce.

She informed them that they will be receiving invitations to the Annual Chamber Dinner scheduled for February 1,2020 at the Weingarten. The Chamber is working on redesigning the banners for Main Street. Vice mentioned that she hopes that Mayor Smallwood will be able to attend the annual Mayors breakfast sponsored by the Realtor Board next December. Smallwood was unable to attend this year.

EXECUTIVE SESSION: None.

Trustee Rogers made a motion which was seconded by Trustee Elbe to adjourn. All trustees were in favor. Motion was granted to adjourn at 8:10pm.
