Village of Maryville Board of Trustees met Dec. 4.

6:30 PM CALL TO ORDER

Mayor Short called the Board Meeting of Wednesday, December 4, 2019 to order. Mayor invited Pastor Eddie Bradly from LifePoint Church to open the meeting with prayer. Mayor asked all in attendance to stand, if able, for prayer and to remain standing for the Pledge of Allegiance.

6:31 PM ROLL CALL

Trustees Present: Vallino, Schmidt, Bell, Kostyshock, White.

Trustees Absent: Clark.

Also in attendance were Clerk Henry, Attorney Motil, Comptroller Brussatti, Police Chief Carpenter, Building & Zoning Administrator/Fire Chief Flaugher, Water & Sewer Superintendent Hoffmann, Streets Superintendent Jones, Deputy Fire Chief May and 1 reporter.

6:31 PM MINUTES

Mayor Short called for approval of the minutes of the November 20, 2019 Board Meeting.

Asked if there were any questions, corrections or clarifications. There were none.

Motion to Approve, Moved by Kostyshock, Seconded by Bell.

Vote: Motion carried by unanimous roll call vote (summary: Yes = 5). 

Yes: Vallino, Schmidt, Bell, Kostyshock, White.

6:32 PM APPROVAL OF BILLS

Mayor Short called for approval of the bills presented for payment. Asked if there were any questions, clarifications or corrections to the bills. There were none.

Motion to Approve, Moved by White, Seconded by Schmidt.

Vote: Motion carried by unanimous roll call vote (summary: Yes = 5). 

Yes: Vallino, Schmidt, Bell, Kostyshock, White.

6:32 PM COMMUNICATIONS

There were none.

6:32 PM LEGAL MATTERS

6:32 PM Attorney Motil presented the following Ordinance:

Ordinance 2019-43: An Ordinance Authorizing the Execution of a Water Service and PreAnnexation Agreement. Pertains to property owned by Glennon and Rebecca Stoltz located at 3051 Keebler Road, Collinsville.

Motion to Pass, Moved by Kostyshock, Seconded by Vallino.

Vote: Motion carried by unanimous roll call vote (summary: Yes = 5). 

Yes: Vallino, Schmidt, Bell, Kostyshock, White.

6:33 PM Attorney Motil presented the following Ordinance:

Ordinance 2019-44: An Ordinance levying taxes for the Village of Maryville, Illinois, for the fiscal year beginning May 1, 2019 and ending April 30, 2020.

Motion to Pass, Moved by Bell, Seconded by Schmidt.

Vallino asked what the increase was over last year was. Mayor responded $110,930 or an estimated rate increase of.0207. Vallino then questioned justifying an increase without a budget. Mayor responded current draft (which has been worked through twice) is currently over $700,000 deficit which justifies a tax increase. There was discussion as to if any State funds could be increased such as utility tax. Further discussion was had regarding the tax levy being the only source of revenue that the Village has control of. Schmidt reported he has heard that the township multiplier is expected to have a slight increase.

Vote: Motion passed (summary: Yes = 4, No = 1, Abstain = 0). 

Yes: Schmidt, Bell, Kostyshock, White.

No: Vallino.

6:46 PM Attorney Motil presented the following Ordinance:

Ordinance 2019-45: An Ordinance abating the tax hereto levied for the year 2019 to pay the principal of and interest on $3,005,000 General Obligation Bonds (Alternate Revenue Source), Series 2009A, of the Village of Maryville, Madison County, Illinois.

Motion to Pass, Moved by Kostyshock, Seconded by Schmidt.

Vote: Motion carried by unanimous roll call vote (summary: Yes = 5). 

Yes: Vallino, Schmidt, Bell, Kostyshock, White.

6:47 PM Attorney Motil presented the following Ordinance:

Ordinance 2019-46: An Ordinance Abating 2019 Municipal Corporate Real Estate Taxes on Certain Real Estate Located in the Village of Maryville (Natural Gas Pipeline Company of America LLC)

Motion to Pass, Moved by Schmidt, Seconded by Kostyshock.

Vote: Motion carried by unanimous roll call vote (summary: Yes = 5). 

Yes: Vallino, Schmidt, Bell, Kostyshock, White.

6:48 PM OLD BUSINESS

There was none.

6:48 PM NEW BUSINESS / TRUSTEE COMMENTS

6:49 PM Schmidt asked the status of the new winery. Mayor stated he spoke with the new owners who stated due to a delay in the kitchen being fully ready, they have pushed the opening back to January.

6:52 PM Kostyshock commented that over 50 people had signed in at the museum during the Winter Market.

6:53 PM White brought the 2019 Fire Call pay before the Board for discussion. It was noted that the current per point rate of $2.35 was established in December 2016. Current schedule at $2.35 per point totals $73,383.45. Mayor noted $80,000 is included in the draft budget. Mayor polled the Board and the majority elected to increase the 2019 Fire Call pay by 10¢ to $2.45 per point. Total payment will be $76,506.15.

Motion to approve the Fire Call pay for December, 2018 through November, 2019 at $2.45 per point; Moved by White, Seconded by Schmidt.

Vote: Motion carried by unanimous roll call vote (summary: Yes = 5).

6:58 PM White congratulated and thanked Public Works on the holiday decorations. Feels decorations are the best in the area.

7:02 PM STAFF REPORTS

7:02 PM Carpenter presented the Police report for November.

7:03 PM Flaugher presented the November building permit report.

Schmidt suggested looking at increasing building permit fees next year. There was discussion about the fees charged by neighboring communities which include additional impact fees.

7:05 PM Flaugher presented the Fire Department report for November. Vallino asked what happens on the mutual aid calls. Flaugher responded that Maryville has automatic response agreements with several neighboring fire departments, so when they have a call, Maryville automatically responds until called off by the responding fire department.

7:07 PM White asked Jones how the Street Department was set on salt. Jones responded supply is good.

7:07 PM MAYOR’S COMMENTS

7:07 PM Mayor called for a motion to appoint Sandy Coad to the Parks & Recreation Committee, term to expire 4/30/2022.

Motion to Approve, Moved by Bell, Seconded by Vallino.

Vote: Motion carried by unanimous roll call vote (summary: Yes = 5).

7:08 PM Mayor reminded all to rsvp for the Fire Department party by 12/8/19. Flaugher noted that the party will be an Ugly Sweater party.

Mayor reported the Zoning Board of Appeals approved the special use permit for the MVOB and the distance variance for the new development north of Walgreens. Developer is working on the final plan and is targeting submission for the January Planning Commission meeting.

7:10 PM CLOSED SESSION

Mayor called for a motion to enter Closed Session under 5 ILCS 120/2(c)(2) – Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees.

Motion to Enter Closed Session, Moved by Schmidt, Seconded by Kostyshock.

Vote: Motion carried by unanimous roll call vote (summary: Yes = 5).
