Village of Maryville Board of Trustees met Dec. 18.

6:30 PM CALL TO ORDER

Mayor Short called the Board Meeting of Wednesday, December 18, 2019 to order. Mayor invited Pastor Rob Roy from St. Luke’s United Methodist church to open the meeting with prayer. Mayor asked all in attendance to stand, if able, for prayer and to remain standing for the Pledge of Allegiance.

6:32 PM ROLL CALL

Trustees Present: Bell, Kostyshock, Clark, White.

Trustees Absent: Vallino, Schmidt.

Also in attendance were Clerk Henry, Attorney Motil, Police Chief Carpenter, Building & Zoning Administrator/Fire Chief Flaugher, Deputy Fire Chief May, 1 guest and 1 reporter.

6:33 PM MINUTES

Mayor Short called for approval of the minutes of the December 4, 2019 Board Meeting. Asked if there were any questions, corrections or clarifications to the minutes as presented. There were none.

Motion to Approve, Moved by Kostyshock, Seconded by White.

Vote: Motion carried by unanimous roll call vote (summary: Yes = 4).

6:33 PM APPROVAL OF BILLS

Mayor Short called for approval of the bills presented for payment. Asked if there were any questions, corrections or clarifications to the bills. There were none.

Vote: Motion carried by unanimous roll call vote (summary: Yes = 4).

6:34 PM COMMUNICATIONS

6:34 PM Clerk Henry read Republic Services’ report of solid waste and recycle volumes for November, 2019 for the Village.

Motion to Place the Communications on File, Moved by Kostyshock, Seconded by Bell.

Vote: Motion carried by unanimous roll call vote (summary: Yes = 4).

Yes: Bell, Kostyshock, Clark, White.

6:34 PM LEGAL MATTERS

6:34 PM Attorney Motil presented the following Ordinance:

Ordinance 2019-47: An Ordinance of the Village of Maryville, Illinois Declaring Certain Personal Property Owned by the Village as Surplus Property (1997 Ford F350 Utility Truck – Fire Unit #2490)

Motion to Pass, Moved by Bell, Seconded by Clark.

White noted that the truck being disposed of is a 1997 which he commended the Fire Department for maintaining the vehicle so well in order for it to last this long.

Vote: Motion carried by unanimous roll call vote (summary: Yes = 4).

6:36 PM OLD BUSINESS

6:36 PM Motion to approve the submitted 2020 budget for the Foreign Fire Insurance Tax Fund; Moved by Bell, Seconded by White.

Vote: Motion carried by unanimous roll call vote (summary: Yes = 4).

Yes: Bell, Kostyshock, Clark, White.

6:36 PM Motion to approve the employee medical insurance renewal with United Health Care, BCTB (Balanced) plan, effective January 1, 2020; Moved by Bell, Seconded by Kostyshock.

Mayor stated this is a renewal of the current insurance. Changes are an increase to the deductible and an adjustment to some of the co-pays. This plan was unanimously recommended by the employee insurance advisory committee. The cost increase to the Village will be 1.33%.

6:38 PM Motion to approve the employee vision, dental and life insurance plan with Met Life effective January 1, 2020; Moved by Bell, Seconded by Kostyshock.

Mayor noted this is a renewal of the current coverage. There is a 5% increase to the plan due to an increase in the dental portion.

Vote: Motion carried by unanimous roll call vote (summary: Yes = 4).

6:39 PM Motion to approve amendment to the Employee Manual concerning Bereavement Leave; Moved by Bell, Seconded by White.

Addition to the Bereavement Leave policy is: “In the event of a request by the mother or father for bereavement leave with respect to a miscarriage/stillbirth, such paid leave of up to three (3) days shall be granted automatically.”

Vote: Motion carried by unanimous roll call vote (summary: Yes = 4).

6:40 PM Motion to hire the following part-time EMS personnel with no benefits, not to exceed 1,000 hours per anniversary year: Camron Overholtz – Paramedic at $16.50 per hour and William Brennan – EMT Basic at $12.00 per hour; Moved by Bell, Seconded by Kostyshock.

Vote: Motion carried by unanimous roll call vote (summary: Yes = 4).

6:41 PM Motion to approve Deputy Fire Chief George May’s attendance and registration for the Company Fire Officer 2 Blended course at a cost of $1,000; Moved by White, Seconded by Clark.

White commented thinks this is a wonderful opportunity for May to attend. Stated he feels this further professionalizes the Fire Department.

6:42 PM Motion to approve the following individuals as probationary volunteer firefighters: Patrick Dickson; Rick Moyers; Luke Tyon; Wyatt Waltenberger; Moved by White, Seconded by Bell.

Vote: Motion carried by unanimous roll call vote (summary: Yes = 4).

Yes: Bell, Kostyshock, Clark, White.

6:42 PM Motion to transfer the proceeds of the sale of Fire Unit#2490, 1997 Ford F-350 Utility Truck to the Maryville Homecoming Association to be applied to the purchase and outfitting of a replacement vehicle for Unit #2490; Moved by White, Seconded by Clark.

Vote: Motion carried by unanimous roll call vote (summary: Yes = 4).

6:43 PM NEW BUSINESS / TRUSTEE COMMENTS

6:43 PM Trustee Kostyshock noted attendance at “Santa at Museum” was down from last year.

Also stated he felt the Public Works laborers did a good job clearing the roads during the past snow.

6:44 PM Trustee Clark concurred with Trustee Kostyshock regarding the job done on Village streets during the snow.

6:45 PM CALENDAR UPDATES

6:47 PM STAFF REPORTS

6:47 PM BUSINESS FROM THE FLOOR

Ron Schwinn. Mr. Schwinn mainly addressed his comments to Mayor Short. He stated several “rumors” he had heard regarding the Chestnut Health System facility. The Mayor and the Board informed Mr. Schwinn of the type of facility and the residents and corrected any misinformation

Mr. Schwinn had been given. There was also discussion regarding robberies and burglaries in Maryville. Chief Carpenter informed Mr. Schwinn that there had been 6 robberies since he has been Chief of Police and all 6 cases have had arrests and been closed. Mr. Schwinn also stated his disapproval and opinions of the legal sale of cannabis being allowed in the Village.

There was no further business from the floor.

6:59 PM MAYOR’S COMMENTS

6:59 PM The 2020 schedule of meetings for the Village was presented. Mayor called for a motion to adopt the schedule.

Motion to Adopt, Moved by Bell, Seconded by Clark.

Vote: Motion carried by unanimous roll call vote (summary: Yes = 4).

Yes: Bell, Kostyshock, Clark, White.

7:00 PM Mayor informed the Board that the Friends of the Museum had received a $50,000 donation from Marcia Billhartz. That organization will be discussing ways to use the money and, due to the building being owned by the Village, will present their plan to the Village Board for approval.

Mayor informed all that the Holiday Lighting contest scheduled for Monday, December 16th had been cancelled due to the weather and road conditions. It will not be rescheduled for this season.

Mayor reminded all of the Village Christmas party tomorrow, December 19th from 3:30 p.m. to 6:30 p.m.

Mayor also stated the Village will be conducting a Christmas tree recycling program this season. It is pick-up only, no drop-offs. Information will be posted on the Village website beginning December 23rd.

7:03 PM CLOSED SESSION

Mayor Short called for a motion to go into Closed Session under 5 ILCS 120/2(c)(1) – The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body.

Motion to Enter Closed Session, Moved by Bell, Seconded by Kostyshock.

7:18 PM Motion to Come out of Closed Session, Moved by Bell, Seconded by Kostyshock.

There being no further business to come before this meeting, Mayor Short called for a motion to adjourn.
