b. Resolution, re: That the attached Ordinance pertaining to establishing a no parking zone in the 2500 block of Ida Street and no parking on the paved alleyway formerly known as an extension of Sarah Street be considered.

c. Resolution, re: The City of Alton Public Works Director has recommended that the City enter into an agreement with Everstream Holdings LLC. and that the Mayor is hereby authorized and directed to executed on behalf of the City of Alton the attached TELECOMMUNICATIONS ATTACHMENT AND RIGHTS-OF-WAY AGREEMENT.

a. Ordinance No. 7750. An Ordinance amending Section 2 of Chapter 3 of Title 7, of the City Code of Alton, Illinois pertaining to minors. (LAY-OVER)

a. Ordinance No. 7747. An Ordinance amending Section 6 of Chapter 8 of Title 1 of the City Code of the City of Alton pertaining to depositories designated. (ADOPT – ROLL CALL)

13. APPROVAL OF ACTIONS TAKEN UNDER SUSPENSION OF RULES AT PRIOR MEETING.

a. Ordinance No. 7748. An Ordinance amending Section 1 of Chapter 2 of Title 9 of the City Code of the City of Alton pertaining to temporary housing.

b. Ordinance No. 7749. An Ordinance amending Section 5 of Chapter 5 of Title 1 of the City Code of the City of Alton pertaining to City Council Rules and Procedures to assure compliance with the Illinois Open Meetings Act.

c. Resolution, re: That the attached contract with Byrne & Jones Construction, in the amount of $1,387,690.00 for the construction of improvements in Gordon Moore Community Park be and hereby approved.

d. Resolution, re: The City of Alton has entered into an agreement with the State of Illinois for the resurfacing of FAP Route 785 (IL 140) in the City of Alton, State Section (101, 131, 132) RS-2, City Section 20-00241-00-RS Madison County.

e. Resolution, re: Approving plans and specifications for the improvement of FAP Route 785 (IL 140), State Section (101, 131, 132) RS-2, Madison County, Illinois.

14. PUBLIC FORUM ADDRESSING CITY BUSINESS.

15. OTHER BUSINESS:

Resolution, re: The City of Alton Public Works Director has recommended that the Mayor execute the attached FEMA Management Costs in order to allow the City to be reimbursed for the costs related to administrative expenses pertaining to compensating employees for the regular hours, overtime hours, administrative stipends, vehicle mileage, meals, and all costs detailed above pertaining to FEMA – 4461-DR-IL Category Z expenses and that the Mayor is hereby authorized and directed to executed on behalf of the City of Alton the attached FEMA Management Costs. (SUSPEND RULES – ADOPT)
