Village of Smithton Board of Trustees met Jan. 7.

Here is the minutes provided by the board:

The Village Board meeting was called to order at 7:30pm with everyone reciting the Pledge of Allegiance. Trustees Becherer, Rogers, Elbe, Henning and Mourey answered roll call. Trustee Yoch was absent.

CLERK’S REPORT

The Board received a copy. A motion was made by Trustee Becherer which was seconded by Trustee Elbe to approve the minutes from the board meeting that was held on December 17, 2019. Roll call was taken: Trustee Becherer, aye; Trustee Elbe, aye; Trustee Rogers, aye; Trustee Henning, aye; Trustee Mourey, aye. Trustee Yoch was absent. Motion was granted.

TREASURER’S REPORT : No report.

GOOD OF THE VILLAGE

Mayor Smallwood shared an invitation from the Chamber of Commerce for their Annual Dinner at the Weingarten. Trustee Rogers made a motion which was seconded by Trustee Elbe to authorize a Corporate Sponsorship donation for $300.00 to the Annual Chamber Dinner. Roll call was taken: Trustee Rogers, aye; Trustee Elbe, aye; Trustee Becherer, aye; Trustee Henning, aye; Trustee Mourey, aye. Trustee Yoch was absent. Motion was granted.

POLICE CHIEF’S REPORT

Chief Neff gave a brief summary of the police calls for 2019. He reported that calls were down for the year.

Chief Neff informed the board that he would like to attend the ILEAS Conference on

March 30-31, 2020. Trustee Elbe made a motion which was seconded by Trustee Mourey to authorize Chief Neff to attend the ILEAS Conference in Springfield March 30-31, 2020 for an amount of $292.10 to cover lodging and the cost of the seminar. Roll call was taken: Trustee Elbe, aye; Trustee Mourey, aye; Trustee Becherer, aye, Trustee Rogers, aye; Trustee Henning, aye. Trustee Yoch was absent. Motion was granted.

ENGINEER’S REPORT

CDBG – Plans should be completed soon. The bid date has been set for February 3, 2020.

EAST/WEST GATEWAY GRANT APPLICATION – No update. 

HEALTH OFFICER’S REPORT: No report.

SAFETY COMMITTEE

Mayor Smallwood reported that there is a Safety Committee Meeting scheduled for February 6, 2020 at 10:00am, if needed.

ZONING BOARD REPORT: No report.

SUPERVISORS REPORT

Supervisor Klein reported that they have been cutting out concrete sections and will be putting in expansion joints in the Autumn Ridge cul-de-sacs.

Supervisor Klein reported that there is a JULIE contractor safety meeting that he would like to attend with some of the street crew. The board agreed that they could attend in two different groups.

ATTORNEY’S REPORT: No report.

Trustee Becherer made a motion which was seconded by Trustee Rogers to accept the officer’s

reports as given. All were in favor. Motion was granted.

COMMITTEE AS A WHOLE

Mayor Smallwood stated that there was not a Committee As a Whole meeting due to the holidays. He would like to schedule a Committee As a Whole meeting on January 14, 2020. He would like to have Community Clean-up on the agenda.

FINANCE & INSURANCE COMMITTEE

Trustee Becherer asked the trustees to turn in their budget information soon. He would like this on the agenda at the next Committee As a Whole meeting.

STREET & UTILITY COMMITTEE

STORM WATER DRAINAGE – No update. 

POLICE COMMITTEE – No report.

PARK & CEMETERY COMMITTEE

Mayor Smallwood reported that Engineer Saeger received notification from the St. Clair County Parks Grant Program that the village has been approved for $24,847.46 in grant money for a new mower and side by side. Saeger is finishing up the final paperwork to send in.

CAMERAS AT THE PARK, POLICE DEPARTMENT & MAINTENANCE SHED – No update. 

PARK BUILDING GRANT – No update.

MEPRD FY20 PARK & TRAIL GRANT PROGRAM – No update.

GRAVESTONE REPAIRS

Trustee Henning stated that Weiss Monument will send an itemized list of planned repairs for the gravestones.

911 MEMORIAL

Trustee Henning reported that there should be a final design ready for approval soon.

PARK TREES & LAKE ROCK – No update.

ORDINANCE COMMITTEE

CODE BOOK UPDATE – Trustee Yoch absent, no update.

RENTAL PROPERTY REGISTRATION/INSPECTION ORDINANCE – Trustee Yoch absent, no update.

ORDINANCE VIOLATIONS

Chief Neff reported that there is a court date set for some of the violations.

ANNEXATION AND BUILDING COMMITTEE

SALT STORAGE BUILDING – No report.

VILLAGE HALL LANDSCAPING

Trustee Mourey will be meeting with Clerk Parker for landscaping ideas for village hall.

VILLAGE HALL GENERATOR – No report.

BILLS AND PAYROLL

Trustee Becherer made a motion which was seconded by Trustee Rogers to authorize Clerk Parker to pay December bills and the payroll from December 14, 2019 through December 27, 2019. Roll call was taken: Trustee Becherer, aye; Trustee Rogers, aye; Trustee Elbe, aye; Trustee Henning, aye; Trustee Mourey, aye. Trustee Yoch, absent. Motion was granted.

COMMUNICATIONS

Clerk Parker shared the invitation to the January Mayors meeting on January 23, 2020 at the Falls Center in Columbia. Anyone planning on attending should let Parker know.

GOOD OF THE VILLAGE: No items.

EXECUTIVE SESSION: None.

Trustee Rogers made a motion which was seconded by Trustee Elbe to adjourn. All trustees were in favor. Motion was granted to adjourn at 7:53pm.
