Village of St. Jacob Board of Trustees met Jan. 22.

Here is the minutes provided by the board:

Meeting called to order at 6:30 pm

I. APPROVAL OF MINUTES AND AGENDA

1. Trustee Ross made a motion to approve the minute’s 19-23 for December 4, 2019. Trustee Gavlick seconds the motion. Roll call vote, all in favor, motion passed,

2. Trustee Ross made a motion to approve the minute’s 19-24 for December 18, 2019. Trustee Gavlick seconds. Roll call vote, all in favor, motion passed.

3. Trustee Gavlick made a motion approve the agenda 20-01 for January 2, 2020. Trustee Burcham seconds. Trustee Ross made a motion to amend the agenda and change the ordinance number under Ordinance & Finance from 19-609 to 20-609.Roll call vote, all in favor, motion passed.

II. COMMUNICATIONS: III. OPEN TO PUBLIC:

1. Susan Bushur and Sarah McCallum both addressed they board stating that Sarah had put out a blessing box for the holiday to feed anyone that may need help to feed their families. The Methodist church does a free lunch program in the summer, so children are feed lunch. The box is in Sarah’s yard and she has had donations. Both ladies agreed that there should be a year-round blessing box to help feed families, so children don’t go hungry. Susie stated that she thought it would be a good idea for the blessing box to be somewhere public and well-lit area so anyone in need to take advantage of and ask to board to consider and make any recommendations.

IV. TREASURER REPORT: VI. COMMITTEES:

A. COMMUNITY DEVELOPMENT/HEALTH:

1. Trustee Burcham had nothing to report.

2. HOMECOMING REPORT: Nothing to report.

B. WATER AND SEWER:

1. Trustee Elliott reported that the concrete pad has been poured for the generator for the lift station and waiting on Ameren to install the gas lines. C. POLICE:

1. Trustee Gavlick reported that he and Chief Kukla will be attending the St. Jacob Township board meeting on January 13, 2020 to present an agreement between the township and the village to extent police coverage to the township.

2. Chief Kukla reported that since the last meeting they have issued 17 tickets and collected $1,065 in fines. Chief reported that there were 21 locations that was warned of the ordinance violation for derelict vehicles and 10 have complied and 11 have contacted him for an extension and that he has granted.

D. ORDINANCE AND FINANCE:

1. Discussion ensued regarding an amended fence ordinance that was presented to the board which includes the height, product material and placements. Chief Kukla pointed out a few things in the ordinance regarding the property set back and fencing around swimming pools. Trustee Ross will contact Attorney Carruthers for more review. Tabled to next meeting.

E. PUBLIC GROUNDS & BUILDINGS:

1. Trustee Hancock was not present.

F. STREETS AND LANES/MOTOR FUEL TAX:

1. Trustee Richeson was not present.

V. REPORTS:

A. Engineer Report-Mayor Schiefer stated they are working on surveying the Activity Center property so possibly putting in additional parking.

B. Village Attorney-Nothing to report.

C. FOIA request-Nothing to report.

D. Building Inspector- Nothing to report.

E. Planning Commission-Nothing to report.

F. Zoning Officer- Nothing to report

G. Public Works -Mayor Schiefer stated that the public works department did a good job with the snow removal.

A. Trustee Gavlick made a motion to approve the claims in the amount of $34,784.21 Trustee Elliott seconds. Roll call vote, all in favor, motion passed.

IX. OPEN TO PUBLIC:

X. CLOSED SESSION: Trustee Gavlick made a motion for the purpose of discussion the appointment, employment, compensation, discipline, performance or dismissal of specific employees. (5 ILCS 120/2© 1) and pending litigation. Trustee Elliott. second. Roll call vote, all in favor, motion passed.

XI. OPEN SESSION:

1. A motion was made by Trustee Ross and a 2nd by Trustee Burcham to go back to open session at 7:23pm. Roll call vote, all in favor, motion passed. Trustee Ross made a motion to hire 2 new part time police officers David Gross & Justin Hewitt to work weekends with 1year probation at the rate of $15.00 per hour. Trustee Gavlick seconds. Roll call vote, all in favor, motion passed.

XII. ADJOURNMENT:

A. Trustee Ross made a motion to adjourn. Trustee Burcham seconds. Voice call vote, all in favor, motion passed.

Meeting was adjourned 7:26 p.m.
