City of Lebanon City Council met March 9.

Here is the minutes provided by the council:

The council met in regular session in the council chambers with Mayor Wilken presiding. The meeting was called to order at 7:00 p.m.

Roll Call: Aldermen Fero, Gale, Jenkins, Johnson, Mack, Witty, Wright and Zurliene – present

Mayor Wilken led the council and assembly in the Pledge of Allegiance.

Aldermen Fero/Gale MOTIONED to approve the agenda as presented.

Roll Call: Aldermen Fero, Gale, Jenkins, Johnson, Mack, Witty, Wright and Zurliene – 8 yeas. 

MOTION carried. 8-0

Aldermen Witt/Gale MOTIONED to approve the consent agenda as presented minus items #3.

1. Approval of minutes of February 24, 2020 meeting

2. Approval of the bills

Roll Call: Aldermen Fero, Gale, Jenkins, Johnson, Mack, Witty, Wright and Zurliene – 8 yeas.

MOTION carried. 8-0 

COMMITTEE REPORTS:

Streets/Alleys – MEET April 6 at 7:00 p.m.

1. Committee recommends approval of the BACA (Bikers Against Child Abuse) request to solicit monies at Hwy 4 & 50 with flashing stop lights on Friday May 15th from 3:30 TO 7P.M. AND Saturday May 16th from 8 a.m. to 12:00 p.m.

Roll Call: Aldermen Fero, Gale, Jenkins, Johnson, Mack, Witty, Wright and Zurliene – 8 yeas.

MOTION carried. 8-0

2. There was a discussion as to trees on the city property at 316 W St Louis and the effects on the sidewalks and driveway. It was decided to refer this topic back to Streets Superintendent to Get some estimates for removal and sideway repairs and to update the tree removal list.

Finance – MEET March 16, 2020 at 7:00 p.m.

1. Aldermen Mack/Zurliene MOTIONED to approve the City of Lebanon to enter the Illinois

Fleet Fuel Card Program

Roll Call: Aldermen Fero, Gale, Jenkins, Johnson, Mack, Witty, Wright and Zurliene – 8 yeas.

MOTION carried. 8-0

Ordinance – MEET April 6 at 7:00 p.m.

1. Ordinance committee recommended to send out letters to business owners in the Historical District concerning illuminated signs. After some participation from business owners the council decided to form a committee to review and make suggestions to fix the sign ordinance. In the meantime, the Mayor said he would contact MCC about an actual codification of Chapter 36 (Zoning, Planning and Development)

2. The topic of repairs and maintenance to uptown buildings was discussed but was withdrawn until the codification of chapter 36.

3. The Committee recommended that the Occupancy Inspection fee be set at $100.00 for any residential dwelling as defined in the ordinances. An individual dwelling in a multiple dwelling structure is considered a dwelling for this purpose and will be inspected separately.

The Occupancy Permit is to remain at $20.00

MOTION carried. 8-0

4. The Committee recommended that the Parking Ordinance (Sec 32-169(b)) be changed to add no parking on both sides of North Alton between Summerfield and the north property line of College Hill Cemetery property owned by the city. This was forwarded to the city attorney.

Roll Call: Aldermen Fero, Gale, Jenkins, Johnson, Mack, Witty, Wright and Zurliene – 8 yeas.

MOTION carried. 8-0

5. There has been some parking on the City owned cemetery land by patronage of McKendree University. The Mayor & Police Chief will convey to Mr Dobbin, Mr Fobb and Mr Hancock that this is unacceptable. The Street Superintendent will see about placing signage along North Alton and the entrances that will state the idea of no parking unless you have cemetery business. Water/Sewer – MEET March 16, 2020 at 7:00 p.m.

1. The CDBG approved the engineering proposal for Belleville Street 

Cemetery – MEET April 6 at 7:00 p.m.

Health/Safety – MEET March 16, 2020 at 7:00 p.m.

Public Property – MEET April 6 at 7:00 p.m.

1. The chairman wanted to know if sidewalks were considered infrastructure and what monies are available. It was determined that MFT & Utility Tax could support those projects. He hopes that the FY20-21 reflex more monies to be spent on tree removal and sidewalks. It was stated that we need to requalify for the Intergovernmental Grants.

Personnel – MEET March 16, 2020 at 7:00 p.m.

1. Meeting on March 12th with employees to discuss Health, Dental and Vision Insurance

Clerk –

1. Discussion on procedure for Vacating Properties

2. Clerk reminded everyone to be courteous with leaf burning

Mar 15th thru May 1st Leaf burning on Mon & Wed dawn to dusk Sat 10:00 a.m. to 1:00 p.m.

Treasurer –

1. Public Notice will be in Mar 25th paper with 10th day falling on April 3. The Public Hearing will be at 6:45 p.m. before the next council meeting will be April 13th for a vote. Then treasurer will take to the courthouse.

Mayor –

1. Mayor reported on a redevelopment plan he is working with the Leadership Council targeting six properties that are either abandon or condemnation. We have been awarded 170,00 to 185,000 from the state for demolition of these types of properties. We have been contacted by two non-profit organizations that would be building new homes on these properties. One is Habitat for Humanities and the other works with veterans. It is the cities desire to get these properties looking better in their neighborhoods and producing some taxes for the city. There is an effort to get students interested in the trades by participating in programs of this type.

Water/Sewer – Superintendent Zimmerman wanted confirmation that the easement to the property being vacated on Southern Dr and Reece was in the paperwork being approved.

Unfinished Business –

1. CBA will provide the required final plat of vacation for the Southern and Reece Drive property. 

2. The Census still needs $19.00 per hours workers. Census are not contacting people yet.

3. No update except figuring a new completion date that will be sometime in September.

New Business –

1. Alderman Zurliene brought up the idea of signing up people for the Red Code at May Market. It’s on the web site already and they can sign up at city hall. It is a challenge to get information to the people in need.

Adjournment – with no further business to be conducted, Aldermen Wright/Fero moved to adjourn the meeting. Hand vote to approve – 8 yeas. Motion carried. Meeting adjourned at 9:05 p.m.
