5. APPROVAL OF THE MINUTES OF THE REGULAR MEETING OF APRIL 8, 2020. (PLACE ON FILE)

6. COMMUNICATIONS: Municipal Dynamics, re: City of Alton Alarm Registration and

False Alarm Management Service administrated by Municipal Dynamics as of and for the fiscal year ended March 31, 2020. (PLACE ON FILE)

8. REPORT OF STANDING COMMITTEE:

A. Committee of the Whole Meeting Report for April 20, 2020. (PLACE ON FILE) (Elliott)

a. Resolution, re: Finance Committee bills be allowed and payment be made.

b. Resolution, re: The Public Works Director has submitted the Riverview Drive Wall Project for consideration for the Public Assistance Procedures for Permanent Pilot

Work Pilot Program thru FEMA and that the Comptroller and Public Works Director in association with Sheppard, Morgan and Schwaab Inc. register the City as a member of the GSA to receive the lowest cost preferred pricing offered to Units of Government.

c. Resolution, re: Cooperation Agreement for the purpose of undertaking Community Development Program.

d. Resolution, re: The East End Improvement Association Inc. and Upper Alton Association Inc. are sponsoring a Memorial Day Parade in the City of Alton which constitutes a public purpose and this Memorial Day Parade will require the temporary closure of Illinois Route 140, a State Highway in the City of Alton from Brown Street to College Avenue and from Washington Avenue to Clawson St. on May 25, 2020 and as above designated, be required of the Department of Transportation.

e. Resolution, re: The Alton City Council has previously authorized the Mayor and appropriate city officials to establish, modify and/or amend Alton Square incentive areas to maintain and enhance the economic vitality of the mall and that the attached ordinance concerning the Alton Square Business District – 2020 be considered.

f. Resolution, re: The Public Works Director retained Sheppard, Morgan and Schwaab Inc. to conduct an engineering assessment and rehabilitation plan according to the IDOT annual bridge inspection completed for the Pedestrian Bridge over US 67/Landmarks Blvd. and that the Comptroller, in association with Sheppard, Morgan and Schwaab Inc. solicit bids to complete the project described as Alton Pedestrian Bridge Rehabilitation and that the Comptroller shall report the bids received along with a recommendation from Sheppard, Morgan and Schwaab Inc. to the City Council for further action.

9. FIRST READING OF ORDINANCES. (Mayor Pro Tem)

a. Ordinance No. 7751. An Ordinance establishing parking restrictions in the 2500 Block of Ida Street and the extension of Sarah Street. (LAY-OVER)

10. SECOND READING OF ORDINANCES. (Mayor Pro Tem)

a. Ordinance No. 7750. An Ordinance amending Section 2 of Chapter 3 of Title 7, of the City Code of Alton, Illinois pertaining to minors. (ADOPT – ROLL CALL)
