City of Alton Civil Service Commission met January 15

City of Alton Civil Service Commission met Jan. 15.

Here is the minutes provided by the commission:

A regular meeting of the Civil Service Commission was called to order at 8:13am at Alton City Hall, 101 E. Third Street, Alton, Illinois.

Members Present: Vicki Searles-Williams, Terry Bristow, Michael Drake

Members Absent: None

Staff Present: Civil Service Attorney Patrick King

Guests Present: Cpt Franke, Lt Ford

A motion was made by Mr. Bristow and seconded by Ms. Williams to approve the minutes of the regular meeting on December 18, 2019. Motion passed.

Resignation from Joshua Hall was signed.

Resignation from Jaclyn Kleinschnittger was discussed.

Dispatcher and Police Officer requisitions were signed.

The Annual Report was presented to the commissioners. Mr. Drake voted to approved the report, seconded by Ms. Williams. All in favor. No opposed. Commissioners signed the Annual Report to be placed on file in the Clerk’s office.

A Written Warning from the Fire Department was discussed.

Officer of the Month for November 2019 was discussed.

Mr. Bristow made a motion, seconded by Ms. Williams, to allow the commission an opportunity to reconsider its review of the background materials concerning the application of William Sprague for the position of Police Dispatcher. All approved.

The Commissioners were granted an opportunity to again review the background report concerning Mr. Sprague. After review, Mr. Bristow made a motion to approve Mr. Sprague to be reinstated on the eligibility list for hire as a Dispatcher. Motion died for lack of a second.

The Commission discussed two requests for special accommodations regarding the Police Entry Level testing process as requested by two potential candidates. Mr. Drake made a motion to vote to abide by the current requirements and not allow for exceptions to the testing procedures, seconded by Mr. Bristow.

Mr. Drake made a motion to vote to approve the background of Street Maintenance applicant James Cox, seconded by Ms. Williams.

Ms. Williams made a motion to vote to approve the background of Street Maintenance applicant Kyler Elfgen, seconded by Mr. Drake.

Michael Drake: yes

Ms. Williams made a motion to vote to approve the background of Police Officer applicant Thomas Schuette, seconded by Mr. Bristow.

Terry Bristow: no

Michael Drake: no

Ms. Williams made a motion to vote to approve the backgrounds of Firefighter applicants Matthew Piocos and Jacob Juliano, seconded by Mr. Bristow.

Terry Bristow: yes

Michael Drake: yes

Interviews were held for Jailer, Police Officer, Street Maintenance and Storm Water Maintenance positions.

With no further business, Ms. Williams made a motion, seconded by Mr. Bristow to adjourn at 10:13am. Motion passed.
