City of Alton Committee of the Whole met May 11.

Here is the agenda provided by the committee:

1. Call to Order.

2. Roll Call.

3. Audit of Accounts.

4. Resolution, re: Letters of Interest and Qualifications for engineering and professional services related to flood mitigation were solicited by the Alton Public Works Department using federal Qualification Based Selection (QBS) procedures and that the Mayor and appropriate city officials are hereby authorized and directed to initiate negotiations with the selected design team, Sheppard, Morgan, & Schwaab, for the purpose of finalizing a design services contract, with said contract being brought back to Alton City Council for final approval.

5. Resolution, re: That the City Treasurer is hereby authorized and directed to make payment from the Western Military Academy Memorial Site Fund to Mead & Moore Concrete Construction in the amount of $3,235.00 pursuant to the minutes and invoice attached.

6. Resolution, re: The Civil Service Commission has recommended modifications to the rules of the Civil Service Commission and that the attached ordinance be considered.

7. Resolution, re: Utility companies are commonly installing conduits and pipes by means of directional boring methods instead of open cut excavation methods and that Section 6-3-3(A) of the Alton City Code be amended to include a permit fee of $0.75 per foot for directional boring of a utility in the public right-of-way, said permit fee to include all boring pits and handholes relating directly to said directional boring.

8. Bid Report and Resolution, re: 2020 MFT Maintenance Material Proposal Alton, Illinois.

9. Bid Report and Resolution, re: 2020 MFT Concrete Repairs Sidewalk, Curb and Driveway Replacement.

10. Adjourn.
