City of Lebanon City Council met May 11.

Here is the minutes provided by the council:

The council met in regular session in the council chambers with Mayor Wilken presiding. The meeting was called to order at 7:00 p.m.

Roll Call: Aldermen Fero, Jenkins, Johnson, Mack, Witty and Wright – present Aldermen Gale and Zurliene – absent

Mayor Wilken led the council and assembly in the Pledge of Allegiance.

Aldermen Fero/Jenkins MOTIONED to approve the consent agenda minus the April 27th minutes with #1 removed by Alderman Wright.

Roll Call: Aldermen Fero, Jenkins, Johnson, Mack, Witty and Wright – yeas. 

MOTION passed 6-0

A discussion of the April 27th meeting minutes as to the wording in a particular area. It was determined that the wording was correct. Also, a correction of a type error will be corrected. Alderman Fero/Witty MOTIONED to approve the April 24, 2020 minutes with correction.

Roll Call: Aldermen Fero, Jenkins, Johnson, Mack, Witty and Wright – yeas.

MOTION passed 6-0 

COMMITTEE REPORTS:

Streets/Alleys – MEET June 1, 2020 at 7:00 p.m.

Finance – MEET May 18, 2020 at 7:00 p.m.

Ordinance – MEET June 1, 2020 at 7:00 p.m.

Water/Sewer – MEET May 18, 2020 at 7:00 p.m.

Cemetery – MEET June 1, 2020 at 7:00 p.m.

Health/Safety – MEET May 18, 2020 at 7:00 p.m.

1. Update on the COVID numbers were given.

Public Property – MEET June 1, 2020 at 7:00 p.m. 

Personnel – MEET May 18, 2020 at 7:00 p.m. 

Clerk –

Treasurer –

1. Motor Fuel Fund CDs have been moved into the MFT account. The last CD was for $46,464.87 which brings our total to a little over $165,000.

Mayor –

Dept. Heads –

Chief –There was an update on a grant through the Dept of Agriculture that everything has been received and will be reviewed.

Streets – The Stripping and Stop sign will be completed this week.

Water – The surveying for the Belleville St project will start next week. 

Accountant –

Building/ Code Official – Thanks for all the input on tall grass and other violations.

Aldermen Fero/Witty MOTIONED that the minutes for April 27, 2020 that the council received at 5:34 p.m. had an error. He would like the total vote for the motion to be passed to be changed from 7-0 to 6-1.

Roll Call: Aldermen Fero, Jenkins, Johnson, Mack, Witty and Wright – yeas.

MOTION passed 6-0

Audience –

Roberto Roma wanted to comment but was hindered by the Zoom technology.

Unfinished Business –

1. No Update on Phase two and Phase three of Merrill and McKendree Park projects

2. Update on Census 2020 is that the city is at a little over 59% and our May goal is 60%.

3. No Update on the letter to McKendree concerning no parking on cemetery property near the north property lines.

4. Basically the committee needs information on the pay structure for the city collector. The mayor suggested that the committee receive information to evaluate. Mr. Jenkins suggested he will come to city hall to discuss this so that a hard copy can be reviewed at the next meeting.

5. Alderman Wright asked for an update on the agreement/contract for the property between Mexico Tampico and the new Don IGA. Our attorney has contacted the new owner and hope that we can get something completed.

6. Alderman Fero conveyed that the city’s zoom account can only be bought by the month because Zoom can only take one debit card at a time.

New Business –

1. The topic of how to help our businesses because the restaurants and shops are opening in St Louis. The city must obey the directives passed down from the state level. The city will advise the violators of said state orders, but the police department will not be issuing citations.

2. Alderman Fero reported that the “Chicken” ordinance is going to the Plan Commission.

Adjournment – with no further business to be conducted, Aldermen Fero/Wright moved to adjourn the meeting. Roll Call: Aldermen Fero, Jenkins, Johnson, Mack, Witty and Wright – yeas.

MOTION passed 6-0 

Meeting was adjourned at 8:07 p.m.
