Here is the minutes provided by the council:

Mayor Ed Hagnauer called the City Council Meeting to order at 7:08 p.m.

ATTENDANCE ROLL CALL: McDowell, Jackstadt, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson, Koberna, Deputy Clerk Gracey, Mayor Hagnauer were Present. Schmidtke and Clerk Whitaker were absent.

MOTION By Eavenson, second by Elliott to approve the March 18, 2020 City Council Minutes. ALL VOTED YES. Motion Carried.

MOTION By McDowell second by Koberna to place on file the Building & Zoning Monthly report for March 2020. ALL VOTED YES. Motion Carried.

MOTION By McDowell, second by Pickerell to approve the curb cut at 1736 Cleveland Blvd. ALL VOTED YES. Motion Carried.

MOTION By McDowell, second by Williams to approve a Resolution for Demo or Repair of a dangerous and unsafe building at 1200 Rhodes Street. ALL VOTED YES. Motion Carried.

ROLL CALL: McDowell, Jackstadt, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson and Koberna. ALL VOTED YES. Motion Carried.

MOTION By McDowell, second by Elliott to place on file the Planning & Zoning Committee Meeting Minutes from March 18, 2020. ALL VOTED YES. Motion Carried.

MOTION By Koberna, second by Davis to place on file the Legal & Legislative Committee Meeting Minutes from March 3, 2020. ALL VOTED YES. Motion Carried.

MOTION By Koberna, second by Elliott to allow Liquor Commissioner to allow Class C Licenses to sell package Liquor for carry out during the Covid 19 outbreak.

ROLL CALL: McDowell, Jackstadt, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson and Koberna. ALL VOTED YES. Motion Carried.

MOTION By Koberna, second by Eavenson Suspend the Rule and Place on Final Passage an Ordinance to restrict the Public Meetings during the Covid-19 outbreak.

ROLL CALL: McDowell, Jackstadt, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson and Koberna. ALL VOTED YES. Motion Carried.

FINAL PASSAGE: McDowell, Jackstadt, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson and Koberna. ALL VOTED YES. Motion Carried.

MOTION By Pickerell, second by Jackstadt to approve the MFT Slurry Bid Results to Missouri Petroleum Products in the amount of $983,379.25.

ROLL CALL: McDowell, Jackstadt, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson and Koberna. ALL VOTED YES. Motion Carried.

MOTION By Pickerell, second by Koberna to Suspend the Rule and Place on Final Passage an Ordinance repealing Ordinance 8241, amending its designation of a Handicap Parking Space at 13 St. Paul Street.

ROLL CALL: McDowell, Jackstadt, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson and Koberna. ALL VOTED YES. Motion Carried.

MOTION By Pickerell, second by Koberna to Suspend the Rule and Place on Final Passage an Ordinance repealing Ordinance 8225 and removing its designation of Handicap Parking Space at 2108 Washington Ave.

MOTION By Pickerell, second by Eavenson to approve the Memo/Juneau/Steve Osborn Johnson Road Ph 1 (Nameoki Avenue to Terrace Lane) Joint Agreement/Resolution between the State and City of Granite City for Federal Funds.

ROLL CALL: McDowell, Jackstadt, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson and Koberna. ALL VOTED YES. Motion Carried.

MOTION By Pickerell, second by Davis to place on file the March 18, 2020 Public Works Committee Meeting Minutes. ALL VOTED YES. Motion Carried.

MOTION By Mathes, second by Koberna to place on file the ORI Report for March 2020. ALL VOTED YES. Motion Carried.

MOTION By Mathes, second by Jackstadt to table the Ordinance Authorizing the Granite City School Resource Officer High School program agreement for the 2020-2021 School Vear. ALL VOTED YES. Motion Carried.

MOTION By Pickerell, second by Koberna to place on file the Fire Department and Ems Report for the Month of March 2020. All VOTED YES. Motion Carried.

MOTION By Eavenson, second by Elliott to place on file the Risk Management Committee Meeting Minutes for March 18, 2020. All VOTED YES. Motion Carried.

MOTION By Eavenson, second by Davis to proceed as discussed in Closed Session on three pending litigation cases.

ROLL CALL: McDowell, Jackstadt, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson and Koberna. ALL VOTED YES. Motion Carried.

MOTION By Eavenson, second by Pickerell to suspend the rule and place on final passage an Ordinance to authorize payment of benefit to a surviving spouse under the Public Safety Employee Act

ROLL CALL: McDowell, Jackstadt, Williams, Pickerell, Mathes and Eavenson. VOTED YES. Elliott, Davis and Koberna. VOTED NO. MOTION FAILED.

Mayor Hagnauer stated that since we did not have a majority vote this Ordinance would be brought back at the June 2020 meeting for a revote and now we need to vote to bring it back.

FINAL PASSAGE: McDowell, Jackstadt, Williams, Pickerell, Mathes A Eavenson. VOTED YES. Elliott, Davis and Koberna. VOTED NO. MOTION CARRIED.

MOTION By Elliott, second by Jackstadt to place on file the Economic Development & Negotiation Committee Meeting Minutes from March 18, 2020. ALL VOTED YES. Motion Carried.

MOTION By Elliott, second by Davis to approve a Resolution to accept the gift of property commonly known as 2409 East 25th, St., Granite City, IL 62040

ROLL CALL: McDowell, Jackstadt, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson and Koberna. ALL VOTED YES. Motion Carried.

MOTION By Elliott, second by Eavenson to approve a Resolution to approve a Collective Bargaining Agreement with the Fire Fighters' Union

MOTION By Jackstadt, second by Eavenson to Suspend the Rule and Place on Final Passage an Ordinance to amend the 457 (b) Plan of the City of Granite City of Granite City

MOTION By Jackstadt, second by Elliott to Suspend the Rule and Place on Final Passage an Ordinance to authorize disbursement from the Pension Bond Fund, to the Police and Fire Pension Funds.

MOTION By Jackstadt, second by Elliott to approve the Payroll from 3/16/2020-3/31/2020 in the amount of $713,436.66

MOTION By Jackstadt, second by Eavenson to approve the Payroll from 4/1/2020-4/15/2020 in the amount of $704,708.81

MOTION By Jackstadt, second by Koberna to approve the Payroll from 4/16/2020-4/30/2020 in the amount of $759,414.51

MOTION By Jackstadt, second by Elliott to approve the Bill List from April 7, 2020 in the amount of $3,972,841.95

MOTION By Jackstadt, second by Elliott to approve the Bill List from May 5, 2020 in the amount of $4,660,972.69

ROLL CALL: McDowell, Jackstadt, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson and Koberna. ALL VOTED YES. Motion Carried.

MOTION By Jackstadt, second by Eavenson to renew the consulting agreements of Good Energy, and Brubaker and Associates, and to retain Eric Robertson and Lueders, Robertson & Konzen, all at their 2020 rates, for the purpose of assisting the City with bidding and selection of Electric suppliers in 2020 and 2021 for the City's buildings and for municipal aggregation program.

ROLL CALL: McDowell, Jackstadt, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson and Koberna. ALL VOTED YES. Motion Carried.

MOTION By Jackstadt, second by Koberna to place on file the Finance Committee Meeting Minutes for March 18, 2020. ALL VOTE YES. Motion Carried.

MOTION By Pickerell second by Eavenson to Adjourn the City Council Meeting at 7:34 p.m. ALL VOTED YES. Motion Carried.
