City of Madison City Council met June 22.

Here is the minutes provided by the council:

The City Council meeting was called to order by Mayor John Hamm at 6:00 p.m. followed by a request for roll call. Present were Alderpersons Jenkins, Bridick, Vrabec, Hampsey, Crochrell, Riskovsky, Haynes and Gardner. Absent: None.

All present recited the Pledge of Allegiance.

It was moved by Alderman Haynes, seconded by Alderman Vrabec, to approve the minutes of the regular Council meeting held on June 8, 2020. Voice vote as follows: eight (8) ayes; no nays. Absent: None. Motion carried

It was moved by Alderman Vrabec, seconded by Alderman Haynes, to approve the presentation of the Comptroller's Report as submitted and that bills be allowed as drawn on the treasury and presented to the Council, unless there are any questions of the Summary of Expenses for the period of June 9, 2020, through June 22, 2020 in the amount of $215,552.26. The Comptroller's Report was accepted as presented to be placed on file. Roll call vote as follows: Ayes: Jenkins, Bridick, Vrabec, Hampsey, Crochrell, Riskovsky, Haynes and Gardner. Nays: None. Absent: None. Motion carried.

There were no appointments by Mayor Hamm and no members of the public wanting to address the Council.

It was moved by Alderman Vrabec, seconded by Alderman Hampsey, to approve the motion for a Proclamation from the City of Madison read by Mayor Hamm declaring June 19th as Juneteenth Celebration in the City of Madison. Voice vote as follows: eight (8) ayes; no nays. Absent: None. Motion carried.

Police Chief Gailius provided his State of the Police Department report. He further stated that he is working with DeWanda Crochrell on a R3 grant to renew, restore and reinvest in communities. There being no other reports to come before the Council, it was moved by Alderman Haynes, seconded by Alderman Riskovsky, to accept the report presented. Voice vote as follows: eight (8) ayes; no nays. Absent: None. Motion carried.

It was moved by Alderman Bridick, seconded by Alderman Vrabec, to approve the request from Chief Gailius to promote Officer Scott Reynolds to Sergeant effective July 3, 2020. Voice vote as follows: eight (8) ayes; no nays. Absent: None. Motion carried.

It was moved by Alderman Hampsey seconded by Alderman Haynes, to approve request from Vincent Brown to place 907 West Washington up for surplus property. Voice vote as follows: eight (8) ayes; no nays. Absent: None. Motion carried.

It was moved by Alderman Hampsey seconded by Alderman Haynes, to approve request from Vincent Brown to place 909 West Washington up for surplus property. Voice vote as follows: eight (8) ayes; no nays. Absent: None. Motion carried.

Representative Schmidt of Economic Development Resources (EDR) presented the Amendment to the River's Edge Redevelopment Project Area Tax Increment Financing (TIF) Eligibility Study for the City of Madison.

It was moved by Alderman Hampsey, seconded by Alderman Bridick, to accept River's Edge TIF Amendment Eligibility Study, placing it on file and making it available for inspection. Voice vote as follows: seven (7) ayes; no nays. Absent: Alderman Riskovsky left the room not present. Motion carried.

It was moved by Alderman Hampsey, seconded by Alderman Vrabec, to authorize EDR to complete the Amendment to the River's Edge TIF Plan. Voice vote as follows: seven (7) ayes; no nays. Absent: Riskovsky left the room not present. Motion carried.

It was moved by Alderman Hampsey, seconded by Alderman Vrabec, to approve a motion acknowledging and approving the transfer of former city-owned lots from BDA Inc. to the new owner, 360 Housing Group, LLC. Voice vote as follows: eight (8) ayes; no nays. Absent: None. Motion carried.

The Council received information on the 3 on 3 Summer Basketball League that will be held on Tuesdays and Thursdays at the Madison Recreation Center.

It was moved by Alderman Hampsey, seconded by Alderman Bridick, to approve Resolution #20-19"A Resolution Authorizing the Sale/Disposal of Certain Real Property" located at 907 West Washington. Roll call vote as follows: Ayes: Jenkins, Bridick, Vrabec, Hampsey, Crochrell, Riskovsky, Haynes and Gardner. Nays: None. Absent: None. Motion carried.

It was moved by Alderman Hampsey, seconded by Alderman Bridick, to approve Resolution #20-20 "A Resolution Authorizing the Sale/Disposal of Certain Real Property" located at 909 West Washington. Roll call vote as follows: Ayes: Jenkins, Bridick, Vrabec, Hampsey, Crochrell, Riskovsky, Haynes and Gardner. Nays: None. Absent: None. Motion carried.

It was moved by Alderman Hampsey, seconded by Alderman Bridick, to approve "Inducement Resolution #20-21 Expending Certain Funds in order to Adopt TIF and Approve Amendment to TIF Redevelopment Plan." Roll call vote as follows: Ayes: Jenkins, Bridick, Vrabec, Hampsey, Crochrell, Haynes and Gardner. Nays: None. Riskovsky Abstained from Vote Absent: None. Motion carried.

It was moved by Alderman Vrabec, seconded by Alderman Haynes, to approve the City of Madison participation in the Solidarity Walk on June 28, 2020 at 5:00 p.m., starting at 308 Madison Avenue parking lot and ending at Venice Recreation Center. Mayor Hamm requested police participation. Voice vote as follows: eight (8) ayes; no nays. Absent: None. Motion carried.

It was moved by Alderman Vrabec, seconded by Alderperson Jenkins, to approve a motion to allow 308 Madison Avenue parking lot to be used for a Census Rally on June 27, 2020, from 1:00 – 5:00 pm. Voice vote as follows: eight (8) ayes; no nays. Absent: None. Motion carried.

It was moved by Alderman Hampsey, seconded by Alderman Bridick, to approve request from Madison School District Superintendent, Dr. Reinking, regarding the district's use of #1 Caine Drive, to house buses due to recent vandalism. Voice vote as follows: eight (8) ayes; no nays. Absent: None. Motion carried.

It was moved by Hampsey, seconded by Alderman Vrabec to go into Executive Session to discuss 304 308 Madison Avenue. Voice vote as follows: eight (8) ayes; no nays. Absent: None. Motion carried.

Upon conclusion of the Executive Session, it was moved by Alderman Hampsey, seconded by Alderman Vrabec, to give the Mayor permission to negotiate price for 304-308 Madison Avenue, which will not include the old city hall or fire station. Voice vote as follows: eight (8) ayes; no nays. Absent: None. Motion carried.

There being no executive session or other business to come before the Council, it was moved by Alderperson Crochrell, seconded by Alderman Riskovsky, to adjourn the meeting at 6:39 p.m. Voice vote as follows: eight (8) ayes; no nays. Absent: None. Motion carried.
